HDB put four Standard projects on sale in Sembawang between February and June 2026, and first-timer families filed fewer applications than the 4-room flats HDB set aside for them. Why Portico is where most households should start, and when Brook, Deck, Voyage or November's launch suits you better.

Four Standard BTO projects in one town within five months is a lot of choice, and in 2026 Sembawang had it: Voyage and Deck in HDB's February exercise, Portico and Brook in June. HDB's final rates show how short the queue was, though HDB does not say why. In both launches, first-timer families made 0.6 applications for each 4-room flat set aside for them, on rows each shared by two projects, and on June's Sembawang 4-room row the applications from every group together, 685, fell short of the 764 flats. When the flats outnumber the takers, the harder question is which of the four suits you, and for most households our answer is Sembawang Portico. Applications for June closed on 24 June 2026; this review, as of September 2026, is for anyone holding a Portico queue number, anyone who missed out, and anyone following the project as it is built.

Start with Portico: our verdict, and the households who should look past it

Of the four Standard BTO projects HDB has put on sale in Sembawang so far in 2026, Portico is the one we would start from: it gives up the least. HDB offered Sembawang Voyage and Sembawang Deck in February 2026, and Portico and Sembawang Brook in June. All four application windows have closed. Going by HDB's final rates, read as of September 2026, both launches drew 0.6 first-timer family applications per 4-room flat reserved for that group, on rows each shared by two projects (Portico's with Brook).

Against the other three, Portico has:

  • HDB's shortest estimate of the four: 31 months, against 33 for Brook and Deck and 44 for Voyage. It was also the shortest of the seven projects in the June 2026 exercise.
  • Finishes in the price: floor finishes, internal doors and sanitary fittings, as at Brook and Deck; Voyage's prices include only the bathroom and kitchen tiles and a water closet suite, with the rest optional at extra cost.
  • No noise warning in its brochure: HDB printed a heavy-vehicle-park warning in Brook's and Voyage's brochures, not in Portico's (or Deck's). Treat that as a difference on paper only: the heavy vehicle park is marked on Portico's own location map too.

What it costs: Portico's 4-room flats ran from $320,000 to $437,000 before grants, a higher start than Brook ($302,000, with the same finishes) or Voyage ($304,000, without them; Portico's start without them is $312,000), and the highest top 4-room price of Sembawang's four BTO projects so far in 2026.

Our recommendation.

  • You hold a Portico queue number as a first-timer family: book, if a unit within your budget remains when you are called to book. Walking away to wait for November costs more than it seems (see the November question below).
  • Brook fits better if the lowest price on the list is what binds: its 4-room flats started at $302,000 with the same finishes, for a 33-month estimate and a noise warning. Of the June 2026 pair, it is also the one with 3Gen flats, which Portico does not offer.
  • Deck fits better if you were pricing the top of the 4-room list: its dearest 4-room was $426,000, below Portico's $437,000, with the same finishes and a 33-month estimate.
  • Voyage fits only a household that would rather choose its own flooring, doors and fittings, or add them through HDB's opt-in Optional Component Scheme at extra cost, and can wait longest: 44 months, with only bathroom and kitchen tiles and a water closet suite in the price, and a noise warning, for 4-room flats from $304,000 (Portico's start without its finishes is $312,000).
  • November fits anyone without a queue number, including second-timer families and singles who missed out in June: HDB's preliminary count is 1,310 Sembawang flats.

The four windows are shut, so the Brook, Deck and Voyage choices come back only if HDB offers their unbooked flats in a future Sale of Balance Flats, which it has not announced.

In a June when Sembawang's 4-room flats outnumbered the applications, Portico is the benchmark; where the other three beat it, they do so on price, and Brook on 3Gen space as well.

The setting, in HDB's words. The brochure bounds the site by Admiralty Lane and Sembawang Drive, and takes the name from "the classic portico feature" of the black-and-white bungalows it ties to Sembawang's colonial architecture. Within the project: a multi-storey car park with a preschool on its ground level and a rooftop garden with fitness facilities and a community garden, plus children's playgrounds and fitness corners for adults and the elderly. HDB adds that the public, not only residents, may use them. On transport, the brochure names the bus service on Sembawang Drive and Sembawang MRT Station, on the North-South Line; it states no walking time, and we do not add one. Its list of green and smart features includes separate chutes for recyclables, regenerative lifts, a pneumatic waste conveyance system and parking spaces prepared for future electric-vehicle chargers.

What the site plan adds. The 50 rental flats are in block 433A. All of the 2-room Flexi flats are in 433A and 433B, so block 434A holds only 3-room, 4-room and 5-room flats. The plot across Admiralty Lane is marked as the site of Sembawang Brook, and Admiralty Lane itself as a future road. Two notes are worth reading before you book: HDB may finish the blocks before the precinct's facilities, and it encourages applicants to visit the place before booking.

Portico and Brook are one June launch split across Admiralty Lane: neighbours on the site plan, and partners in every rate row.

Were there more Sembawang flats than applicants in June?

For 4-room and 5-room flats, yes (the 3-room row was the exception), and that is the fact the rest of this review builds on. HDB reports its rates by town and flat type, never per project, so every row below covers Portico and Brook together, and HDB does not say how the applications split between them.

HDB's final June 2026 rates, every row shared with Sembawang Brook; Portico's flats from its Annex A price list. Each rate divides one group's applications by the number of flats earmarked for it. Where a cell shows –, the group was not eligible or HDB printed no figure for it. The 5-room row also holds Brook's 3Gen flats.

Where buyers had the upper hand. Add up every group and the 4-room row still fell short, with 685 applications for 764 flats; the 5-room/3Gen row fell further short, at 438 for 623. First-timer families were at 0.6 and 0.4 on those rows, and at 0.7 even on the 3-room row, where second-timer demand pushed total applications past the flats. For comparison, HDB's medians for the whole June exercise were 1.4 for first-timer families (3-room flats and bigger) and 14.3 for second-timer families, and Sembawang's rows sat below both. February's Sembawang 4-room row, shared by Voyage and Deck, also stood at 0.6 for first-timer families.

Where they did not. Singles and seniors competed for the 2-room Flexi flats: first-timer singles made 4.7 applications per flat set aside for them and seniors 2.3, on the row shared with Brook. That is below the 7.8 median HDB reported for singles across June, but it is still a ballot. Second-timer families faced 3.6 for a 4-room flat and 5.0 for a 3-room, again on rows shared with Brook.

What a rate under 1 does and does not tell you. It means the group filed fewer applications than the flats reserved for it. It does not mean every applicant books. About 20% of applications, by HDB's count, are from households that also applied in earlier launches and may still be waiting to book, and HDB shortlists up to 200% of supply, so a queue number is a place in the order of choosing. Ballot chances set that order: families in the First-Timer (Parents & Married Couples) category get three ballot chances and, for a Standard flat of 4 rooms or fewer (at Portico, the 2-room Flexi, 3-room and 4-room), first priority under the Family and Parenthood Priority Scheme; other first-timer families get two chances, second-timer families one. The 0.6 is a Portico-and-Brook number: if the quicker project drew more than its share, only HDB knows.

Portico beside Brook, Deck and Voyage: what each one trades away

From the Annex A BTO price lists HDB issued in February and June 2026, and its final rate files. The finishes line follows HDB's price-list notes, as set out in our guide to BTO flat types, sizes and prices; the warning line follows each project's sales brochure. Sembawang Beacon (Standard, July 2025), the town's previous BTO launch, is named only.

  • Brook, Portico's June twin. Same exercise, same finishes, same rate rows, across Admiralty Lane. Brook's 4-room list is lower at both ends: $302,000 against $320,000 at the start, $428,000 against $437,000 at the top. Portico's estimate is 2 months shorter, and its brochure carries no noise warning. Brook also sells 3Gen flats; Portico does not.
  • Deck. The same finishes and no brochure warning, with a 4-room list that starts higher than Portico's ($338,000) but stops lower ($426,000), and an estimate 2 months longer.
  • Voyage. A 4-room list of $304,000 to $422,000, but without the floor finishes, internal doors and sanitary fittings the other three include, so it is not like for like: Portico's own list without them is $312,000 to $429,000, and with them taken out of Brook's and Deck's lists too, Voyage's top is dearer than both. It also has the longest estimate of the four, 44 months, and the same warning as Brook.

On the warning, read the map as well as the notes. The heavy vehicle park is marked on the location maps of all four brochures, Portico's included. HDB attached its noise warning to Brook and Voyage; it did not attach one to Portico, and the brochure does not say why. Our reading comes from HDB's documents; no one has measured noise at the site for this review.

Across the whole June exercise, Portico's 31 months was the shortest estimate of the seven projects, and its top 4-room list price equalled the $437,000 at Woodgrove Acres in Woodlands, although Woodgrove's prices leave out the finishes Portico's include (without them, Portico's top is $429,000); first-timer families at Woodgrove faced 4.1 for a 4-room flat.

Of Sembawang's four BTO projects so far in 2026, Portico leads on waiting time; on price it is third-cheapest on its starting 4-room price and the dearest on its top one.

How much does a Portico flat cost once the grant comes off?

HDB's June 2026 Annex A, 99-year leases, finishes included. The last column is PropKaki's division of each range's midpoint by the area including the ledge. HDB's figures exclude grants, the resale levy where one applies and "additional payments (if any)"; the exact unit decides what you pay.

Grants for first-timer families. The size of the Enhanced CPF Housing Grant (EHG) depends on average gross household income a month over the 12 months before your HFE letter application: up to $120,000 at $1,500 or less, and nothing above $9,000. On Portico's cheapest unit of each type:

HDB's EHG bands applied to Portico's lowest prices; the full grant needs the lease to cover the youngest buyer to age 95. A family's income ceiling for a 99-year 2-room Flexi flat is $8,000 a month for HFE letters applied for from 24 August 2026, and was $7,000 for earlier letters, including those of June 2026 applicants; $9,000 is above both.

Careful with HDB's headline. HDB's own after-grant table for the launch prints one Sembawang row for Portico and Brook together, and each "from" price in it is the lower of the two projects. Its 4-room line, from $302,000, or $222,000 after an assumed EHG of $80,000, starts from Brook's cheapest 4-room, not Portico's $320,000; it is also the $222,000 HDB quoted for "a 4-room Standard flat" across the whole June exercise. Its 3-room line, from $250,000, or $145,000 after an assumed EHG of $105,000, starts at the same price as Portico's cheapest 3-room. Read HDB's Sembawang figures as town-level, and Portico's own in the table above.

HDB's income ladder. In the same release, HDB says a family earning $4,000 a month (EHG $80,000) can buy "a 3-room or 4-room flat in any of the Standard projects", and a single earning $3,500 (EHG $15,000) "a 2-room Flexi flat in any of the Standard projects", with CPF paying the mortgage "with little or no cash payment". HDB bases that on typical selling prices, so check it against the unit you are offered; Portico is one of June's Standard projects.

Singles aged 35 and over carry HDB's extra $15,000 inside the price, which takes Portico's cheapest 2-room Flexi to $157,000. With the EHG (Singles), a single earning $2,000 a month would pay $117,000 (grant $40,000); at $3,000, $132,000 (grant $25,000); at $4,000, $147,000 (grant $10,000). Seniors aged 55 and over can take a 2-room Flexi on a lease of 15 to 45 years, priced from $49,000 to $136,000, provided the lease covers every buyer and spouse up to age 95 at least.

PropKaki's sums on a 25-year HDB loan, with the instalment kept within 30% of income at HDB's 3.0% assessment floor. HDB's actual interest rate is lower, and any grant cuts the amount borrowed.

Against HDB's resale comparables. HDB printed Portico's prices beside nearby resale flats it picked as comparables, each with roughly 93 years still to run on its lease: $600,000 to $680,000 for a 93 sqm 4-room. Measured from the midpoint of Portico's range to the midpoint of HDB's comparables, the gap is 41% for the 4-room, 42% for the 3-room, 48% for the 2-room Flexi and 31% for the 5-room. Portico was priced below HDB's resale comparables, and HDB itself says "the differences in attributes" should be taken into account. They tell you what existing flats changed hands for; they put no value on Portico.

Per square metre, Portico's best-priced space is its larger 2-room Flexi and its 4-room; the 5-room charges the most for its space.

Which fittings come with a Portico flat, and which do you still buy?

Portico's price list marks every flat type "~": the prices include floor finishes, internal doors and sanitary fittings, and HDB provides them in the flat. The brochure says the flats "will come with full floor finishes, internal doors, and sanitary fittings". Room by room, from its finishes page:

The last column is HDB's charge for the package; the lower price is not one you can choose. Missing from the 99-year flats' specification, and so from your price: window grilles, a water heater, light fittings, wardrobes and kitchen cabinets. At Portico, HDB's opt-in bundle that includes them is open to one group, seniors buying short-lease 2-room Flexi flats, who pay for it on top of the flat; every other buyer arranges them separately. Of Sembawang's four BTO projects so far in 2026, Voyage is the one whose prices leave out most of these items (its flats come with only the bathroom and kitchen tiles and a water closet suite), so its $304,000 4-room start is not like for like with Portico's $320,000; Portico's start without them is $312,000.

Portico's price covers the surfaces and the bathroom; kitchen cabinets, wardrobes, lights and grilles are the part of the renovation still left to you.

What can you do with a Portico flat before and after the five-year MOP?

Portico is a Standard project. Once you have met the 5-year minimum occupation period you may sell the flat, or let the whole flat if you are a Singapore Citizen and HDB approves. Owners of 3-room and bigger flats may let spare bedrooms before the MOP, as citizens or permanent residents; a 2-room Flexi owner cannot let a bedroom. There is no subsidy recovery.

Portico is a Standard project, so its owners work under HDB's least restrictive set of rules:

  • Before the MOP: letting a spare bedroom carries no MOP condition. In a 3-room, 4-room or 5-room flat you can take in a tenant for a spare bedroom from the start, and a Permanent Resident owner may do so as well as a citizen. A 2-room Flexi flat cannot let a bedroom at all.
  • After the 5-year minimum occupation period: you may sell the flat, or let the whole of it. Whole-flat letting has three conditions: you, the owner, have met the MOP; you hold Singapore citizenship; and HDB has given its approval and registered the letting. HDB also limits how many people may live in the flat, by flat type, and runs a quota for non-citizen tenants; once the quota is reached, the flat can go only to tenants from Singapore or Malaysia.
  • When you sell: HDB takes back none of your subsidy, which Plus and Prime sellers must partly repay, and the wait to sell is 5 years rather than their 10.
  • Your eventual buyer: a resale Standard flat bought without the CPF Housing Grant comes with no income ceiling, and a later owner takes on no Plus or Prime conditions.

The timing rules are in our guide to HDB flats reaching MOP. We give no resale price or rent for Portico: the blocks are not up and no flat has changed hands, so any figure would be invented.

Portico asks five years of you and then lets you go: no subsidy recovery on sale, and no income ceiling for a buyer who skips the CPF Housing Grant.

Portico's lead is two months and one missing sentence, so price the unit first

Portico's edge over Brook is two months of estimated waiting (31 against 33) and no heavy-vehicle-park warning in its brochure, though the park is marked on Portico's own map. For that, with the same finishes, its 4-room flats cost $320,000 to $437,000 against Brook's $302,000 to $428,000, so weigh the unit's price, not the project's name.

The case for Portico as the default is real but narrow. Before you pay for it, know exactly what it consists of.

  • Two months. HDB estimates 31 months for Portico and 33 for Brook and Deck. Each is a median across a project's blocks, counted from flat selection to projected completion, and HDB has put no completion date on any of them.
  • One sentence. Brook's and Voyage's brochures carry HDB's heavy-vehicle-park noise warning; Portico's does not. Yet the heavy vehicle park appears on Portico's own location map, among existing and proposed industries, and Portico's brochure, like its neighbours', carries HDB's general note that projects near roads or industry may bring "higher noise levels and smell nuisance". HDB's site plan encourages you to visit before booking. A missing warning is not a measured difference, and we have measured nothing.
  • The price of those two. With the same finishes in both, Portico's cheapest 4-room was $320,000 against Brook's $302,000, and its dearest $437,000 against Brook's $428,000.

For a queue-number holder, that turns the decision into a unit-by-unit one. A Portico 4-room priced near $320,000 still undercuts Deck's cheapest ($338,000), with the shortest estimate of Sembawang's four BTO projects so far in 2026. A unit priced near $437,000 is the most any of Sembawang's four BTO projects so far in 2026 asked for a 4-room flat, paid for an edge of two months and a brochure line. If only units like that are left at your turn and the budget is tight, set the unit against November's 1,310 Sembawang flats, and against the year in the second-timer category that a first-timer family accepts by not selecting a flat (waived only if 10 or fewer flats are left).

Portico is the default because it gives up least, not because it wins everything; at $437,000, make sure you are paying for the unit, not the name.

How long will you wait for a Portico flat, and when will it be ready?

HDB's Annex A estimate is 31 months, or 2 years and 7 months. That qualifies Portico as a Shorter Waiting Time project, one with, in the brochure's words, "shorter waiting times of less than 3 years". It was the shortest estimate of Sembawang's four BTO projects so far in 2026 and of the seven in the June 2026 exercise.

HDB counts from the median month of the launch's flat selection to the median of the completion months it projects for Portico's three blocks. So the clock starts from the middle month of the launch's booking appointments, not from your application, and your own appointment may fall before or after it; because it is a median across three blocks, your own block may also come in earlier or later. Before booking there is the queue itself: HDB releases ballot results within 2 months after applications close, and booking appointments begin 4 weeks or more after the results and run over several months.

There is no completion date from HDB for Portico, and we do not manufacture one by adding 31 months to a launch month. Once you have booked, HDB posts a Probable Completion Date on MyHDB Page for each flat, which is itself an estimate and can move with construction. The site plan also notes that HDB may finish the blocks ahead of the precinct facilities, so some shared facilities may open after you move in. Portico's 31 months is the shortest estimate in Sembawang's 2026 BTO line-up so far, and still only an estimate: HDB has put no date on it.

Should you pass on Portico and wait for November's Sembawang flats?

Probably not, if you hold a Portico queue number as a first-timer family: skipping your turn puts you in the second-timer category for a year, and second-timer families faced 3.6 per 4-room flat on June's shared Sembawang row. Without a number, November 2026 is next, with 1,310 Sembawang flats listed (preliminary) and prices and waits due at launch.

With a Portico queue number, probably not. Decline to pick a flat when your queue number comes up and HDB moves a first-timer family into the second-timer category "for a 1-year period"; for singles and second-timer families the penalty is a year out of every sales exercise. The one exemption is when 10 or fewer BTO flats remain for you to choose from. On June's Sembawang 4-room row, shared with Brook, second-timer families faced 3.6 applications per flat set aside for them, against 0.6 for first-timers. Booking has its own costs if you change your mind later. Cancel after booking and you lose the option fee ($500 for a 2-room Flexi, $1,000 for a 3-room, $2,000 for a 4-room or bigger); cancel after signing the Agreement for Lease and you lose 5% of the price instead. Without a queue number, November is the next door. HDB's November 2026 exercise has about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, of which 1,310 are in Sembawang on HDB's Flat Portal, as 2-room Flexi, 3-room, 4-room and 5-room flats (a preliminary figure, read on 19 September 2026). Until launch day HDB names neither the projects nor their classification, and the price lists and waiting times come out only then (see our BTO launch schedule). Three things to carry into it:

  • HDB's June release urges applicants to "consider applying to projects with lower application rates, such as those with an application rate of around one or lower". Sembawang's first-timer family 4-room rate sat at 0.6 in February (a row shared by Voyage and Deck) and again in June (shared by Portico and Brook), yet a closed exercise is no forecast for November.
  • Two or more failed Standard applications earn a first-timer family an extra ballot chance on each further Standard application, capped at five chances in all for the First-Timer (Parents & Married Couples) category and four for other first-timer families.
  • HFE letters applied for from 24 August 2026 use a higher family income ceiling, $16,000 a month instead of $14,000, for a new flat of 4 rooms or more.

Leftovers. Flats left over from earlier BTO launches are sold in a Sale of Balance Flats (SBF). HDB's most recent SBF, in February 2026, had 4,320 flats, and as at 18 September 2026 it had not announced the next. With June's Sembawang 4-room and 5-room/3Gen rows short of applicants, some Portico or Brook flats could end up in one, but HDB has published no count of unbooked flats at either project. Resale, if you cannot wait at all. PropKaki's reading of HDB resale registrations shows what existing Sembawang flats changed hands for from July 2025 to June 2026:

Read the last column first. Almost half of the young 4-room sales (116 of 235) and over two-thirds of the young 5-room sales (53 of 78) were on Canberra Street, so the $658,888 and $790,500 medians are largely a Canberra reading, not a town-wide one. None of these flats is Portico, which has no resale price or rent.

Holding a Portico number, November is a costly fallback; without one, it is Sembawang's next 1,310 flats.

The after-grant prices apply HDB's EHG bands to the lowest price of each flat type. The loan table assumes a 75% HDB loan over 25 years at HDB's 3.0% assessment floor, with a 30% cap on income. The resale gap compares midpoints. Portico's share of each rate row is its own flat count from the price list; HDB does not split the applications.

Limits we set ourselves: what this review does not claim.
