The 22 projects whose blocks were completed in 2021 reach their five-year MOP from about 2026, and the 28 completed in 2022, Dakota Breeze among them, from about 2027. The full lists, how to read them, and what the first flats sold for once their owners could sell.
HDB flats reach their minimum occupation period five years after each owner's purchase is legally completed (ten years for Plus and Prime flats). By block completion year, the 13,484 flats in 22 projects completed in 2021 reach it from about 2026, and the 18,939 flats in 28 projects completed in 2022, including Dakota Breeze on Jalan Satu, from about 2027; 21,393 more follow from about 2028. In the 2021 projects' first MOP year, 4-room flats resold at medians from about $720,000 in Punggol to $1,080,000 at Alkaff Oasis in Toa Payoh. Each owner's exact date is on MyHDB Page.

An HDB flat bought from HDB can be sold on the open market only after its minimum occupation period (MOP): five years for most flats, ten for Plus and Prime flats. That makes the year a project was completed a rough guide to when its flats can come onto the resale market.
This page lists every project whose blocks were completed in 2021 and 2022, answers when Dakota Breeze reaches its MOP, and shows what flats in the 2021 projects sold for in their first MOP year. Which HDB flats reach their MOP in 2026 and 2027?
By the year their blocks were completed: 22 projects completed in 2021 (13,484 flats) reach their five-year MOP from about 2026, and 28 completed in 2022 (18,939 flats) from about 2027. Each household's own date runs from when its purchase was legally completed.
HDB counts the minimum occupation period (MOP) from "the day your flat purchase is legally completed", which for a new flat is when the owners collect their keys. A block's completion year is therefore a good guide to when most of its owners become free to sell. On PropKaki's count of HDB's block record:
- From about 2026: 22 projects with blocks completed in 2021, 13,484 flats sold to owners.
- From about 2027: 28 projects with blocks completed in 2022, 18,939 flats, including Dakota Breeze.
- From about 2028: 21,393 flats in blocks completed in 2023.

When does Dakota Breeze reach its MOP?
From about 2027. Dakota Breeze's 5 blocks at 90A, 90B, 91A, 91B, 92A Jln Satu were completed in 2022 on HDB's block record, so owners who collected their keys that year reach the five-year MOP in 2027, each on the fifth anniversary of their own completion. No Dakota Breeze flat has been resold yet.
On PropKaki's copy of HDB's block record, Dakota Breeze is 5 residential blocks (90A, 90B, 91A, 91B, 92A Jln Satu) with 954 flats sold to owners, completed in 2022. They include 2-room flats, some of which may be on short leases that can never be resold.
- When: a flat bought from HDB has a five-year MOP (ten for Plus and Prime flats) counted from the legal completion of the purchase. Owners who collected their keys in 2022 reach it on the same date in 2027; anyone who collected later, or spent time not living there (for example, renting the whole flat out with HDB's approval), later.
- Resales so far: 0 in HDB's resale records, as expected before the MOP.

What do HDB flats sell for once they reach MOP?
In the 2021 projects' first MOP year (January to August 2026), 296 flats resold. 4-room medians ranged from $721,500 at Waterfront II @ Northshore in Punggol to $1,080,000 at Alkaff Oasis in Toa Payoh, where the median 4-room flat crossed $1 million.

What it shows:
- Location sets the level. Same-size 4-room flats (project medians of 93 to 94 sqm) sold at medians of $1 million or more at Alkaff Oasis in Toa Payoh and Bedok South Horizon, but $721,500 to $815,000 in the Punggol, Tampines and Hougang projects.
- The first wave is small. 296 resales in eight months is 2.2% of the 13,484 flats, and only 12 of the 22 projects had any. Some owners have not reached their own date yet, and earlier cohorts came to market gradually: of the flats in blocks completed in 2019, 479 (4.0%) resold in 2024 and 1,433 (12.0%) in 2025.

How is the MOP counted, and how do owners check their date?
From the day the purchase is legally completed, counting only time the owners actually live there: five years for most flats bought from HDB and for DBSS flats, ten for Plus and Prime flats, twenty under Fresh Start. Owners check their date on MyHDB Page.
HDB counts the MOP from "the day your flat purchase is legally completed", and it "excludes any period when you do not physically reside in the flat", such as when the whole flat is rented out with HDB's approval (Eligibility for Selling a Flat, updated 18 August 2026). Owners check their own position on MyHDB Page, under My Flat > Purchased Flat > Flat Details and Minimum Occupation Period (MOP). One exception matters for the 2026 list. A household that moved to a replacement flat at the designated site of a SERS announced before 7 April 2022 can sell after "7 years from the date of selection of the replacement flat" or "5 years from the date of collecting the keys", whichever is earlier. SkyResidence and SkyOasis @ Dawson are replacement sites for the Tanglin Halt Road and Commonwealth Drive SERS, and their blocks were completed in 2021, so that SERS was announced well before the cut-off; neighbours who bought there in an ordinary sale have the usual 5 years.
Why is the completion year only a guide to the MOP date?
Because the MOP runs from each household's legal completion (key collection), not from when the block was built. Keys for one block are collected over weeks or months, some owners buy later, and time spent not living in the flat does not count, so a completion-year cohort spills into the following year.
Three things separate a block's completion year from an owner's MOP date:
- Key collection is spread out. Owners of the same block complete their purchases on different days.
- Later buyers start later. Flats HDB sells later in a project, for example in a Sale of Balance Flats exercise, start their own clock.
- The clock pauses. Time the owners do not live in the flat, such as while it is rented out whole with HDB's approval, does not count.
That is why this page says "from about" a year, and why the lease start date shown in HDB's resale records is not a reliable MOP date either.
How soon after MOP can an owner complete a sale?
About two months at the earliest. An owner registers an Intent to Sell on My Flat Dashboard, which also checks their eligibility, can grant an Option to Purchase only after it has been registered for more than 7 days, and completion comes about 8 weeks after HDB accepts the resale application, at the earliest.
- Intent to Sell first. HDB: "To check your eligibility to sell your flat, register an Intent to Sell in My Flat Dashboard." A buyer can take an option only once the seller "registered an Intent to Sell for more than 7 days".
- Then HDB's timetable. After the option and the resale application, completion is about 8 weeks after HDB accepts the application, which HDB calls "the earliest possible date".
- Buying the next home. Owners can apply for a new HDB Flat Eligibility letter only after meeting the MOP; to sell and buy at the same completion, see our guide to the HDB contra facility.

Do Plus and Prime flats reach MOP later?
Yes. Plus and Prime flats, including Prime Location Public Housing flats sold before October 2024, have a 10-year MOP, and their owners can never rent out the whole flat. The projects in this page's 2026 and 2027 lists predate the Plus and Prime framework, so they follow the 5-year rule, with one exception: households who moved to SkyResidence or SkyOasis @ Dawson under SERS can sell after 7 years from selecting the flat or 5 years from collecting the keys, whichever is earlier.
HDB's classification (as of 2026): Plus and Prime flats carry a 10-year MOP; "Owners of Plus and Prime flats are not allowed to rent out the whole flat"; and Prime flats "include Prime Location Public Housing (PLH) flats sold before the October 2024 sales exercise". HDB states that the new classification "will not apply to existing HDB flats and flats launched before the October 2024 sales exercise", other than the earlier PLH flats counted as Prime.
The blocks completed in 2021 and 2022 were launched years before October 2024, so their flats are unclassified and have a 5-year MOP, unless a project was sold as PLH, and except for SERS households at the Dawson replacement sites (see the MOP section above). Owners can confirm on MyHDB Page.
How many HDB flats reach MOP each year?
By block completion year: 13,484 flats from about 2026, 18,939 from about 2027 and 21,393 from about 2028, after a dip for the blocks completed in 2020.

The rising numbers matter for anyone buying or selling: more flats become sellable each year from 2026 to 2028, and in a just-MOP project the neighbours become eligible to sell within the same few months.
What is the biggest mistake people make about MOP dates?
Reading the MOP off the block's completion year or the lease start date. The MOP runs from each owner's legal completion and pauses while the flat is not lived in, so the only reliable date is the owner's own, on MyHDB Page.
Lists like the ones on this page are useful for seeing when a project's flats will come onto the market. They are not a promise that any particular flat can be sold on a given day. Buyers who plan around a neighbour's "MOP year", and sellers who count five years from the block's completion, both risk a gap of months. A buyer cannot see the seller's MyHDB Page: ask the seller to confirm that their Intent to Sell is registered.
