
BTO Waiting Times: How Long Every Recent Project Takes, and How to Track Construction
HDB's estimated waiting time for every BTO project launched from October 2025 to June 2026, why some projects take years longer, what Shorter Waiting Time flats are, how waits have changed, and how to check your flat's progress and completion date.
HDB completed about 19,600 flats in 2025 with a median wait of about four years. For the 23 BTO project launches from October 2025 to June 2026, HDB's estimated waiting times ran from 23 to 59 months after flat selection, with a median of 42 months. Every Prime launch was estimated at 47 months or more, while 8 of the 11 Standard launches were at 33 months or less. Shorter Waiting Time flats, with waits of under three years, made up 28% to 36% of each recent launch. Buyers can check their flat's building progress and Probable Completion Date on MyHDB Page.

How long you wait for a BTO flat depends mostly on which project you pick. HDB publishes an estimated waiting time for every project at launch, and in its recent launches they ranged from under two years to almost five.
This guide lists HDB's estimate for every project launched from October 2025 to June 2026, compares Standard, Plus and Prime projects, explains Shorter Waiting Time flats, shows how waits have changed, and covers how to track your flat's construction and what happens at key collection. The estimates and quotes are HDB's and MND's; the medians, ranges and shares are PropKaki's arithmetic on them, as at 19 September 2026.
How long is the wait for a BTO flat?
About two to five years from booking, depending on the project. HDB's estimates for the 23 project launches from October 2025 to June 2026 ran from 23 to 59 months after flat selection, with a median of 42 months, and the flats HDB completed in 2025 had a median wait of about four years.
- Recent completions: "In 2025, HDB completed about 19,600 flats across 28 housing projects, with a median wait time of about four years" (HDB, 8 January 2026).
- Recent launches: HDB's estimates for the project launches from October 2025 to June 2026 run from 23 to 59 months. Counting each launch once, the median is 42 months; counting each flat once, it is 47, because the slower Prime launches were bigger on average (see the next two sections).
- What the clock measures: HDB's estimate "is computed from the median month of flat selection exercise of this sales launch to the median of the projected completion month of the blocks within this project" (HDB, Annex A). MND describes it as the time "successful applicants per project have to wait between flat selection and key collection, which is largely dependent on construction duration" (MND, January 2023).
The clock starts at flat selection, not at your application. In HDB's October 2025 exercise, applications closed on 22 October 2025 and booking was due to begin in March 2026 (HDB, Annex C), so add several months to the published figure.
Count from the day you apply, not the day you book: the real wait is the published one plus the queue.
How long will each recent BTO project take?
From 23 months at Tampines Bliss to 59 at Mount Pleasant Crest. Across HDB's 23 project launches from October 2025 to June 2026, half had an estimated wait of 42 months or less.

Within a single launch, the estimates differed by up to 32 months (February 2026): check the project, not the exercise.
Why do some BTO projects take longer?
Site conditions and building height, says MND. In the recent launches, every Prime project launch was estimated at 47 months or more, while 8 of the 11 Standard launches were at 33 months or less. HDB delivers its fastest flats by picking sites available early and starting construction before the launch.

- What MND says: factors include "site conditions and the height of the buildings", and projects "with difficult site conditions or with very high storey-heights will require more construction time" (MND, July 2022).
- A worked case: Redhill Peaks has 2,073 flats on two land parcels. The second "required more time for site preparation", so HDB launched it separately, in February 2026, "to avoid extending the waiting times for flat buyers" (HDB, 4 February 2026). The two parts were estimated at 53 and 55 months.
- The label is not the cause: Teban Heights, a Standard project, was estimated at 48 months, a month longer than Prime Bishan Terraces at 47.
- How HDB shortens waits: it works "in early planning to identify and prioritise project sites available earlier", so that "construction can commence even before the project is launched for sale"; by the time buyers book, "construction would be well underway" (HDB, 7 June 2026).
If you need a flat soon, read the estimate, not the label: every recent Prime launch was estimated at almost four years or more, and most Standard launches at under three.
What are Shorter Waiting Time (SWT) flats?
BTO flats with waits of less than three years, which HDB introduced in 2018. They made up 36% of the October 2025 launch, 28% of February 2026 and 29% of June 2026. HDB said it would launch more than 4,000 of them in 2026, about a fifth of the year's flats.

- Definition: "Shorter Waiting Time (SWT) flats with wait times of less than three years" (HDB, 8 January 2026), offered "since SWT flats were introduced in 2018" (HDB, 31 January 2026).
- 2026 target: "more than 4,000 flats (about one-fifth of the 2026 flat supply)" (HDB, 8 January 2026).
- Near misses: HDB also points buyers to projects just over the line: Kim Keat Crest in February 2026 and Kebun Baru Ridge in June 2026, each at 3 years and 1 month. HDB's June pre-launch count of "2,520 Build-To-Order (BTO) flats with wait times of around three years or less" includes Kebun Baru Ridge (HDB, 7 June 2026).

SWT flats come in under three years, against a median of 42 months for recent launches, but only where HDB can start building early.
How have BTO waiting times changed?
They rose during the pandemic. For keys collected in 2012 to 2016, the median wait from booking was 38 months; for 2017 to 2021 it was 44. Projects launched in 2022 carried a published median of 4 to 4.5 years, the flats HDB completed in 2025 waited about four years, and recent launches are estimated at a median of 42 months.

The rows are not strictly comparable: two are actual waits, two are HDB's estimates at launch, and HDB does not say how its 2025 figure is measured.
- Before the pandemic: "the actual waiting time for BTO projects was about 3 to 4 years" (MND, July 2022).
- The delays cleared: "HDB has completed all 92 pandemic-delayed housing projects, delivering over 75,800 new flats", and in January 2025 "there are currently no delayed projects among the projects under construction" (HDB, 20 January 2025).
- Scale in January 2026: "there are 127 HDB housing projects under construction, an increase from 110 a year ago" (HDB, 8 January 2026).
For recent launches the typical estimate is three and a half to four years from booking (42 months by project, 47 by flat), and under three for Shorter Waiting Time projects.
How do you check your BTO's construction progress?
On MyHDB Page, after a Singpass login: it shows your flat's building progress and its latest Probable Completion Date. The date is an estimate and can move with construction. HDB emails and texts you within the 2 weeks before your key collection appointment.
- HDB's tracker is MyHDB Page: "Check the building progress of your flat via MyHDB Page" (HDB, key collection). Log in to MyHDB Page with Singpass; your booked flat is under My Flat > Application Status > New Flat, which is also where you check or change your key collection appointment.
- Completion date: "You may view your flat's latest Probable Completion Date (PCD) on MyHDB Page." HDB: "The PCD is the estimated completion date of your flat. The actual completion date may vary depending on the construction progress."
- Blocks finish at different times: HDB completes the blocks in a project progressively, and a block that looks ready from outside may still have works in progress, such as doors, sanitary fittings, electrical installations and cleaning (HDB).
- Before booking: your application sits on My Flat Dashboard in the HDB Flat Portal, where HDB posts the ballot results within 2 months after the application period closes (HDB, application).
After booking, watch the Probable Completion Date on MyHDB Page rather than the launch estimate.
What happens when your BTO flat is ready?
HDB invites you to collect your keys when they are ready, by email and text within the 2 weeks before your appointment. You must take possession within 1 month of HDB's notice or pay daily interest on the balance, pay the rest of the price in full before collecting the keys, and move in within 6 months.
- The invitation: "You will be invited to collect the keys to your booked flat when the keys are ready", by email and SMS within 2 weeks before the appointment (HDB, key collection).
- The deadline: "you must take possession of the flat within 1 month from the date of HDB's notice"; deferring longer means you "will need to pay daily interest on the balance purchase price of the flat".
- What you pay: the balance of the price, the stamp and legal fees and any resale levy, which HDB requires "in full before key collection"; an HDB housing loan "will be issued on the key collection appointment".
- Moving in: "After key collection, you will become the flat owner" (HDB). Everyone listed "must physically reside in the flat within 6 months after key collection", and "any period of non-occupation during the 6 months will be excluded from the MOP computation" (HDB, Sign Agreement for Lease).
- Not collecting: "your flat application will be cancelled": you "forfeit the option fee and 5% of the purchase price" and must return any CPF housing grants paid out, "with accrued interest" (HDB, key collection).

Collecting the keys makes you the owner, and any of the first 6 months you don't live there doesn't count toward your MOP.
What is the biggest mistake people make about BTO waiting times?
Counting from the wrong day. HDB's estimated waiting time starts at flat selection, which comes months after the application window closes, so the time from applying to getting keys is longer than the published figure. Plan housing for the gap, and use the Probable Completion Date, not the launch estimate, once you have booked.
The published wait starts at booking. MND: it "does not span the length of time from a first unsuccessful flat application through to an eventual successful application" (MND, January 2023). HDB's October 2025 exercise shows the gap: applications closed on 22 October 2025, applicants were due to learn their queue positions in December 2025, and booking was due to begin in March 2026 (HDB, Annex C).
Plan for three things:
- The queue before the clock: months between the application window and your booking appointment.
- The published estimate: 23 to 59 months for recent projects.
- Updates after booking: the Probable Completion Date on MyHDB Page "may vary depending on the construction progress" (HDB).
Budget for rent or living with family for the whole stretch, from application to keys.
