A Shorter Waiting Time project that arrives with its floors, doors and bathroom fittings in, priced higher at the bottom of its range than its slower neighbour. What the speed costs, and who it suits.

Sembawang Deck is the project you choose when the date on the calendar matters more than the number on the price list. HDB launched it in February 2026 near Sembawang Voyage, in Sembawang North, and gave the two neighbours opposite bargains: Deck has a 33-month estimated wait and prices that include floor finishes, internal doors and sanitary fittings; Voyage has a 44-month wait, basic flats and a lower starting price. The application window has closed and HDB has published its final rates. This review, as of September 2026, is for queue-number holders deciding whether to book, for anyone who missed the launch, and for owners-to-be following the estate.

Our verdict: Deck sells time, and charges for it at the bottom of the price list

Sembawang Deck is the February 2026 Sembawang BTO project for people who cannot wait, and it charges for that at the bottom of its price list rather than the top. HDB estimates its wait at 33 months, which puts it among HDB's Shorter Waiting Time (SWT) projects; the brochure's own phrase is "less than 3 years". Sembawang Voyage, nearby and launched in the same exercise, is estimated at 44 months. Deck's prices also include floor finishes, internal doors and sanitary fittings; Voyage's basic flats come with kitchen and bathroom tiles and a WC, and leave most of the rest to you.

What the speed costs depends on which flat you were after. Deck's 4-room flats were priced at $338,000 to $426,000 and Voyage's at $304,000 to $422,000. Take the finishes out of Deck's price, as HDB's own price list does, and Deck's 4-room range becomes $330,000 to $418,000: above Voyage's at the bottom, just below it at the top. So Deck had no answer to Voyage's cheapest 4-room flats, but at the top of the two ranges, $426,000 against $422,000, it offered the flooring, the doors, the bathroom fittings and 11 fewer months of waiting for much the same money.

What we would do with a Deck queue number. If every extra month of waiting costs your household something, such as rent on a tenancy or a baby on the way, book. The 4-room is the project's best-priced space per square metre, and the family queues behind the 4-room and 5-room flats were short: first-timer families faced 0.6 and 0.4 applications for each flat reserved for them, on rows HDB shares with Voyage. Think twice only if you planned to rip out the flooring anyway, since $8,000 of a 4-room's price is fit-out you would be replacing, or if the lowest price rather than the date is what limits you.

If you missed February, and June's two Sembawang SWT projects as well, the next chance is HDB's November 2026 exercise, which on HDB's preliminary figures includes 1,310 Sembawang flats whose waits will only be known on launch day. This review is as of September 2026; the February application window has closed, and every rate below is HDB's final figure.

HDB's brochure places Deck in "Sembawang's newest housing area", bounded by Admiralty Street and Admiralty Lane. It is named after a ship's deck, a nod to Sembawang's shipyard heritage, and is "integrated with the adjacent linear park". The multi-storey car park has a rooftop garden with room for community gardening, and HDB plans an eating house, a minimart, shops and a preschool in the car park block. Around the blocks are playgrounds and fitness stations for adults and seniors, and HDB also points to a new neighbourhood centre nearby. For getting about, the brochure lists several bus services and Sembawang MRT (North-South Line); it states no walking time, so we do not either.

The site plan puts the 3-room flats only in blocks 446A and 448B, and the 5-room flats only in 446B and 448A. Buyers aged 55 and above can also take a 2-room Flexi flat on a 15- to 45-year lease, from $55,000, as long as the lease lasts until every buyer and spouse is 95.

Per square metre, the 4-room is Deck's best-priced flat type and the 5-room its dearest: $4,108 against $4,708 at the midpoints.

What 33 months buys: Deck against Voyage, the rest of February and the June pair

Deck's 33 months is HDB's Annex A figure: the gap between the median month of flat selection and the median month HDB projects for finishing Deck's blocks. That is about 2 years and 9 months, and the clock only starts once you book. Before that, HDB takes up to 2 months to release ballot results, booking opens 4 weeks or more after them, and the booking round itself runs for several months. HDB gives no completion date for Deck, and we do not work one out. Three readings:

  • Against Voyage, Deck is 11 months quicker on HDB's estimate, for a 4-room range that starts higher ($338,000 against $304,000) but tops out within $4,000 of Voyage's ($426,000 against $422,000).
  • Against the rest of the February 2026 BTO exercise, Deck had the third-shortest wait, behind Tampines Bliss (23 months) and Tampines Nova (32). But those two shared a 4-room row on which first-timer families faced 7.2, and their 4-room flats started at $481,000 and $459,000. Kim Keat Crest, a Plus project whose first-timer families faced 0.9 for 4-room, was estimated at 37 months, and Redhill Peaks, a Prime project, at 55.
  • Against June, Deck's edge disappears. Sembawang Portico was estimated at 31 months and Sembawang Brook at 33, both with finishes in the price, and Brook's 4-room flats started at $302,000. Deck was the February BTO exercise's fast option in Sembawang, not the town's only one.

Every one of these clocks starts at its own project's flat selection, and HDB dates none of the completions, so the table ranks waiting times; it does not tell you whose keys come first.

In February, Deck was the quickest BTO project in the exercise on a 4-room row where first-timer families faced fewer than 1 application per flat, a row it shares with Voyage; by June, Portico had beaten its wait and Brook had matched it.

The finishes, priced: what HDB charges for Deck's floors, doors and taps

HDB's own price list shows the same flats without them: a 4-room at $330,000 to $418,000 instead of $338,000 to $426,000, so the package is $8,000 of a 4-room's price. Kitchen cabinets, wardrobes, lights and a water heater are still yours to buy.

HDB's price list flags Deck's prices as including "floor finishes, internal doors and sanitary fittings", and prints a second set of prices without them. The brochure lists what that means. In the 3-, 4- and 5-room flats: vinyl strip flooring in the bedrooms; floor tiles in the living and dining room, the bathrooms, the household shelter and the kitchen (plus the service yard in 4- and 5-room flats); wall tiles in the bathrooms and kitchen; a door to each bedroom and bathroom; and the sanitary fittings, meaning a wash basin with tap mixer, a shower set with bath/shower mixer and a water closet suite. In the 2-room Flexi flats the vinyl runs through the living/dining room and bedroom, and the bedroom gets a sliding partition or door alongside the bathroom door and the same fittings.

The difference is HDB's price for the package: $3,000 to $4,000 in a 2-room Flexi, $6,000 at both ends of the 3-room range, $8,000 at both ends of the 4-room range, and $10,000 at the bottom of the 5-room range and $9,000 at the top. That is in line with what HDB charged across its other Shorter Waiting Time projects, compared in our BTO renovation guide.

  • What the package leaves out. The brochure's specifications for Deck's 99-year flats mention no kitchen cabinets, wardrobes, lighting, water heater or window grilles, so those stay in your budget.
  • It is not a menu. At Deck, HDB's opt-in Optional Component Scheme exists only for seniors buying short-lease 2-room Flexi flats, and covers a different bundle: senior-friendly fittings, kitchen cabinets, a wardrobe, window grilles, lighting and a water heater.
  • Why it matters against Voyage. Voyage's flats come basic, with tiles in the kitchen and bathrooms and a WC (its 2-room Flexi flats also get a bedroom sliding partition and a bathroom door); the rest of the flooring, doors and fittings come through Voyage's own opt-in Optional Component Scheme or your own contractor. Compare like with like, finishes out, and Deck's 4-room range of $330,000 to $418,000 sits inside Voyage's $304,000 to $422,000.

For a household that has to move quickly, the finishes are part of the speed: a flat with floors, doors and a working bathroom on day one needs less work before you can live in it.

The fit-out is $8,000 of a Deck 4-room: time saved if you move in as it comes, money spent twice if you retile.

HDB's final rates: three rows shared with Voyage, and a 3-room queue of Deck's own

A rate here is a ratio: applications from one group of buyers over the number of flats HDB reserved for that group. It measures crowding, not odds. HDB says about 20% of applications are from repeat applicants, some of whom may still be waiting to book from earlier launches, and it can shortlist as many applicants as twice the flats on offer, so a queue number past the supply is a spot in line. HDB also prints a single row for each town and flat type, and that is why Voyage is inside three of Deck's four rows.

  • The 3-room row is Deck's alone, and it was the busiest family queue of the four rows Deck appears in. No other Sembawang BTO project in the February 2026 exercise sold 3-room flats. First-timer families faced 1.4 applications per 3-room flat reserved for them, above HDB's median of 0.9 for first-timer families across the whole BTO exercise, and second-timer families faced 8.9.
  • The 4-room and 5-room rows drew fewer applications than flats, 689 for 725 and 479 for 662, across Deck and Voyage together. First-timer families faced 0.6 and 0.4 and second-timer families 3.9 and 3.7, against HDB's second-timer median of 14.8 for the BTO exercise. Because the two projects share these rows, they cannot tell you whether Deck's quicker, finished flats drew more of the applications than Voyage's.
  • The 2-room Flexi row, again shared with Voyage, had first-timer singles at 4.0, against HDB's median of 7.3 for singles in the BTO exercise, and seniors at 0.9.

HDB's own advice is to consider projects whose rate is around 1 or lower. Deck is a Standard project, so first-timer families get HDB's fullest ballot help: couples and parents in the First-Timer (Parents & Married Couples) group get three chances, plus first priority under the Family and Parenthood Priority Scheme when they apply for a 4-room or smaller Standard flat. Any other first-timer family gets two chances, and a second-timer family one. A first-timer family turned down in two or more Standard applications earns one more chance with each later Standard application, to a ceiling of five chances (Parents & Married Couples) or four. Every project's figures are in BTO application rates and results.

If your number is called. Booking is where money first changes hands: an option fee of $500 for a 2-room Flexi, $1,000 for a 3-room and $2,000 for anything larger. Pull out after booking and the option fee is gone; pull out after the Agreement for Lease and HDB keeps 5% of the price and makes you sit out a year. Skip your turn without choosing a flat and HDB reclassifies a first-timer family as second-timer for a year, and bars singles and second-timer families from every sales exercise for a year; HDB waives this only if 10 or fewer BTO flats were left to choose from. At Deck, the queue that counted was the 3-room: its own row, and the only one where first-timer family applications outnumbered the flats reserved for them.

After the grant and on an HDB loan: what a Deck flat costs you

The Enhanced CPF Housing Grant (EHG) is set by your household's average gross monthly income in the year before you apply for your HFE letter: as much as $120,000 for a first-timer family on up to $1,500 a month, falling to nothing above $9,000. Singles. Singles aged 35 and up buying their first flat can have a 2-room Flexi here, and pay $15,000 more, built into the price, so Deck's cheapest becomes $173,000. After the EHG for singles (at most $60,000, and none once your own income passes $4,500), that is $133,000 on $2,000 a month (EHG $40,000), $148,000 on $3,000 (EHG $25,000) and $163,000 on $4,000 (EHG $10,000).

Our arithmetic on HDB's loan rules: 75% of the price, repaid over 25 years, tested at HDB's 3.0% floor, with repayments held to 30% of income. A grant shrinks both the price and the loan, and HDB's real interest rate sits under that 3.0% test.

Three things to check against your own HFE letter, which is what actually sets your grant and loan:

  • HDB's own after-grant figures mix Deck with Voyage. HDB prints one Sembawang row for both projects, so its starting prices are the lower of the two. Its 4-room line, from $304,000 or $224,000 after an $80,000 grant, is Voyage's cheapest 4-room; Deck's starts at $338,000. Its 3-room line, from $261,000 or $156,000 after a $105,000 grant, is Deck's own, because Voyage sold no 3-room flats. Those two lines are also HDB's headline for the whole February 2026 BTO exercise: a 3-room Standard flat from $156,000 and a 4-room Standard flat from $224,000. HDB calls them illustrative; Deck's figures at other incomes are in the table above.
  • Income ceilings rose on 24 August 2026, but only for HFE letters applied for on or after that day: $16,000 a month for families buying a new 4-room or larger flat and $8,000 for a 99-year 2-room Flexi flat. A February applicant's letter was assessed under the earlier ceilings, $14,000 and $7,000. HDB's February release shows a family earning $9,000 could buy a 3-room flat in any of the exercise's BTO projects, so the $9,000 column above applies to Deck's 3-room.
  • The finishes are already inside these prices. Unlike a basic flat, you are not adding flooring and doors on top.

At $5,000 a month, a first-timer family's cheapest Deck 4-room comes to $273,000 after the grant, floors and doors included.

Is Sembawang Deck cheaper than resale flats in Sembawang?

Even the top of each Deck range sits below the bottom of HDB's comparables. HDB itself cautions that the "differences in attributes" between the two sets of flats matter: the comparables already exist, and part of what a resale buyer pays for is not waiting at all.

For the wider market, here is what PropKaki's analysis of HDB resale registrations shows for Sembawang from July 2025 to June 2026:

Read the street column before you lean on these. Canberra Street alone accounts for 116 of the 235 young 4-room resales and 53 of the 78 young 5-room ones, so the young-flat medians describe those Canberra blocks, not the streets around Admiralty Street. For 2-room and 3-room flats, all or nearly all the resales were young flats, which is why the two medians match. Every figure here belongs to another flat: Deck is unbuilt and has never been resold, and we put no price, rent or forecast on it.

HDB's gap is widest on Deck's smallest flats and narrowest on its 5-room: 49% against 31%, midpoint to midpoint.

Early keys, unfinished estate: the catch inside Deck's 33 months

Deck's speed brings keys, not a finished neighbourhood. HDB's site plan says the blocks can be finished before the precinct facilities, still marks Admiralty Street as a future road, and shows plots on several sides reserved for future housing and commercial development.

Paying for speed at Deck buys you keys; it does not buy a finished neighbourhood. HDB calls Sembawang North the town's newest housing area, and Deck's own site plan shows just how new:

  • The shops may open after you do. A note on HDB's site plan says the homes can be finished before the precinct's shared facilities, precisely so that buyers get their keys sooner. The eating house, minimart, shops and preschool planned for Deck's car park block, and the new neighbourhood centre HDB describes as nearby, may not all be running on your moving day.
  • Roads and bus stops are still to come. The plan labels Admiralty Street, on Deck's boundary, a future road, and marks the bus stops along it and along Admiralty Lane as possible future ones.
  • Building sites next door. Plots around Deck are marked as reserved for future high-rise housing, a future high-rise commercial and residential development and a high-rise nursing home, with Voyage's site beyond the commercial and residential plot, on its 44-month estimate. Moving in first can mean living beside construction for a while.
  • Read the map yourself. Voyage's brochure warns that it sits close to a heavy vehicle park, with possible higher noise. Deck's brochure carries no warning of its own, but its location map marks a heavy vehicle park and existing industries in the wider area. HDB's site plan encourages applicants to visit the place before booking.

Because the keys come comparatively early, plan your first month now. HDB's defects liability period runs for a year from key collection, and HDB wants your first list of defects within the first month, before any renovation (see our BTO defects inspection guide). In a flat that arrives with floors, doors and fittings, more of what you inspect is HDB's own work.

Deck's 33 months buys you a front door; the neighbourhood behind it arrives on its own timetable.

When can you sell or rent out a Sembawang Deck flat?

Deck is a Standard project, so the Minimum Occupation Period is 5 years; after it you may sell on the open market or, if you are a Singapore Citizen owner who has met the MOP, rent out the whole flat with HDB's approval. Spare bedrooms in a 3-room or bigger flat can be let before the MOP; a 2-room Flexi flat cannot let out any bedroom.

Standard is the least restrictive of HDB's three classifications, and for a Deck owner that means:

  • Selling. You must live in the flat for the 5-year Minimum Occupation Period before selling it or letting it out whole. HDB starts that clock at legal completion, which for a new flat is key collection, and does not count any time you are not living there; see HDB flats reaching MOP. There is no subsidy clawback when you sell a Standard flat, and no 10-year MOP of the kind Plus and Prime owners face.
  • Whoever buys from you. Your buyer faces no income ceiling on a resale Standard flat unless they take the CPF Housing Grant (an HDB housing loan carries its own family ceiling, $16,000 for HFE letters applied for from 24 August 2026), unlike the buyer of a resale Plus or Prime flat.
  • The whole flat, only after the MOP. Letting out the entire flat needs the owner to have met the MOP and to be a Singapore Citizen, and it needs HDB's approval. HDB caps the number of occupants by flat type and applies a quota on non-citizen tenants; once that quota is reached, the flat can be let only to Singaporeans or Malaysians.
  • Spare bedrooms, before it. Owners of a 3-room or larger flat may let spare bedrooms without waiting for the MOP, whether they are Singapore Citizens or Permanent Residents. In a 2-room Flexi flat, no bedroom may be let.

These are HDB's rules, not a prediction: we give no rent or resale figure for Deck, which has neither. Confirm the current conditions with HDB before you plan around them.

  • The next launch. HDB's November 2026 exercise has roughly 7,960 flats in six towns, 1,310 of them in Sembawang, in 2-room Flexi, 3-room, 4-room and 5-room types. Those numbers are preliminary, and HDB does not name the projects or their classification until launch day, when the price list also brings the waiting times. If speed was why you wanted Deck, read those estimates first and look for one under 36 months. Timings are in our BTO launch schedule. A first-timer family already turned down in two or more Standard applications earns another ballot chance with each new one, up to HDB's cap.
  • A Sale of Balance Flats. An SBF offers unsold flats from past BTO launches. The most recent, in February 2026, had 4,320 of them; by 18 September 2026 HDB had announced no further SBF. The 4-room and 5-room rows Deck shares with Voyage drew fewer applications than flats, so some may go unbooked, but HDB has said nothing about that, and any that do would reach buyers only through a later exercise.   • Resale. No construction wait at all. In Sembawang, young 4-room flats (lease from 2015) had a median resale price of $658,888 in the year to June 2026, most often on Canberra Street (116 of the 235); the median across all ages was $605,000. Those are other flats' prices, set out in the resale section above.

If speed was your reason for Deck, the next Sembawang launch helps only if its price list says under 36 months.

Claims we left out on purpose. No completion date or year: HDB publishes none, and adding the wait to the launch month would be an inference. No resale price, rent or return for Deck, which has not been built or resold; the resale figures describe other flats. No forecast of any kind.
