
Sembawang Brook BTO Review: 3Gen Flats, a Riverside Site and 2026's Lowest BTO 4-Room Price So Far
Finished 4-room flats from $302,000 and the only 3Gen flats in HDB's 2026 BTO launches so far, on a site that HDB's own brochure places close to a heavy vehicle park. How we weigh the price, the multi-generation case and the noise.
Sembawang Brook is a Standard BTO project of 1,160 flats beside Sungei Sembawang, from HDB's June 2026 exercise, which has closed. Before grants, flats cost $139,000 to $571,000 with finishes included; 4-room flats started at $302,000, the lowest 4-room price in HDB's 2026 BTO launches so far, and its 29 3Gen flats, the only ones in those launches, cost $468,000 to $567,000. HDB estimates a 33-month wait. First-timer families faced 0.6 applications per 4-room flat, a row shared with Sembawang Portico. HDB's brochure warns that a nearby heavy vehicle park may bring higher noise levels. Our verdict: book, choosing your block with that warning in mind.
Sembawang Brook put three things on one site that no other 2026 BTO project combined: the lowest starting price for a 4-room flat in HDB's two BTO exercises so far, $302,000 before grants with the flooring and doors already in; the only 3Gen flats in those BTO launches, 29 of them; and a river along one side, Sungei Sembawang, which gives the project its name. Its brochure adds the part a buyer has to weigh: HDB's note that a heavy vehicle park nearby may bring higher noise levels. The June 2026 application window is shut and HDB's final rates are out. As of September 2026, this is what we would tell you if you hold a Brook queue number, if the ballot went against you, or if your flat is booked and the wait has begun.
Where we land: book for the price or the 3Gen, and pick your block with HDB's noise note open
Sembawang Brook sets a riverside site, the lowest 4-room price in HDB's 2026 BTO launches so far ($302,000, finishes included) and the only 3Gen flats in them against HDB's own warning of possible heavy-vehicle-park noise. For a family on a tight budget, or three generations who will live together, we would book, choosing the unit with that warning and the site plan in front of you.
For a first-timer family on a tight budget, or three generations who have decided to share one home, Sembawang Brook is where we would start among 2026's BTO launches so far, provided you choose the unit with HDB's own warning in front of you. Its 4-room flats started at $302,000 before grants, the lowest 4-room price in HDB's February and June 2026 BTO launches, and that price already covers floor finishes, internal doors and sanitary fittings. It was also the only project in either BTO launch to offer 3Gen flats, 29 of them. HDB estimates a 33-month wait, which puts Brook among its Shorter Waiting Time projects.
Set against that are two lines in Brook's sales brochure. One says the project is close to a heavy vehicle park and that residents may face higher noise. The other says one of its five blocks is a standalone block of 200 rental flats.
Applications closed on 24 June 2026. HDB's final figures, as of September 2026, put first-timer family demand below supply: first-timer families made 0.6 applications per 4-room flat set aside for them and 0.4 per 5-room or 3Gen flat, in rows HDB shares with Sembawang Portico. That moves the real decision from the ballot to the booking table.
Our call, by household:
- Book a 4-room if price is what limits you. HDB's own after-grant headline for the whole June exercise, "a 4-room Standard flat starting from $222,000", is Brook's cheapest 4-room, after a grant HDB assumed at $80,000.
- Book the 3Gen if two generations have already agreed to live together for the long term. It is the only 3Gen in HDB's 2026 BTO launches so far, and per square metre, at the midpoints, it undercut Brook's own 5-room.
- Choose the block before the floor. HDB's site plan marks the heavy vehicle park north of block 440A; the 3Gen flats are all in block 437B, in the western, riverside half of the site. Visit before your appointment, at the hours you are usually at home.
- Walk away only if someone in your household is especially sensitive to vehicle noise and no unit left suits you. HDB would then place a first-timer family in the second-timer category for a year, unless 10 or fewer flats were left to choose from.

Five blocks on the bank of Sungei Sembawang, by the numbers
Sembawang Brook is a Standard project of 1,160 flats for sale in blocks 437A, 437B, 439A and 440A, 26 to 30 storeys, bounded by Admiralty Street and Sungei Sembawang. It offers 2-room Flexi, 3-room, 4-room, 5-room and 3Gen flats from $139,000 to $571,000 before grants, finishes included, with an estimated 33-month wait; a fifth, standalone block holds 200 rental flats.

What HDB says is here. The brochure describes Brook as "bounded by Admiralty Street and Sungei Sembawang" and says the name "captures the area's tranquil waterside setting and naval heritage", which HDB carries into a maritime-themed playground. The river is part of the plan as well as the name: the 8-storey multi-storey car park has a preschool on its first 2 levels and a rooftop garden with fitness facilities and a community garden "overlooking Sungei Sembawang". Around the blocks HDB plans children's playgrounds, fitness corners for adults and the elderly and a residents' network centre, and a standalone commercial building is to hold a minimart, shops, an eating house and a preschool, all of which HDB says will be accessible to the public. For getting about, it points to buses along Admiralty Street and Sembawang Drive and to Sembawang MRT Station on the North-South Line.
What the plans put around it. Brook's site plan labels a plot across Admiralty Lane, opposite the middle of the site, as reserved for public housing under BTO (Sembawang Portico), the other June project in the town; the plots on either side of it are reserved for future high-rise residential development. It also shows a plot reserved for a church beside block 437B, a large plot reserved for a school along the northern edge, and, across the river and Woodlands Avenue 10, land reserved for future high-rise industrial development; HDB's location map marks existing industries north of Admiralty Street too.
The rental block. The brochure says "1 of the blocks will include 200 standalone rental flats", and the site plan shows them in their own block between 437B and 439A, marked "not available for sale". They change nothing about your lease, your MOP or what you may do with your flat. They do mean more households share the precinct's paths and facilities than the 1,160 flats for sale suggest. Whether that weighs with you is a personal judgement; we note it because HDB's brochure states it, not because we count it as a defect.
The river gives Brook its name and its roof-garden view; HDB's plans mark the land to the north and on the far bank for a school, industry and a heavy vehicle park.
Is Brook's $302,000 4-room really 2026's cheapest BTO 4-room so far?
By starting price, yes: Brook's 4-room flats began at $302,000 before grants, the lowest in HDB's February and June 2026 BTO launches, and that price includes finishes (without them, $294,000). Its dearest 4-room, $428,000, was not the lowest top price in those BTO launches, so the unit you pick decides what you pay.
By starting price, yes. Across HDB's February and June 2026 BTO launches, the only two BTO exercises so far this year, no BTO 4-room flat was listed lower. February's separate Sale of Balance Flats exercise, which sells flats left over from earlier launches, is not part of this comparison. This is how Brook sat among the seven June projects:

In February, Sembawang Voyage's 4-room flats started at $304,000 and Sembawang Deck's at $338,000; our guide to BTO flat types, sizes and prices sets every 2026 project side by side. Sembawang Beacon, a Standard project HDB launched in July 2025, sits outside this comparison: we have not transcribed its prices.
Where the claim stops. "Cheapest" describes the entry ticket, not every unit. HDB's range covers every floor and facing, and at the top Brook's 4-room reached $428,000, above Voyage's dearest at $422,000. Your unit, not the range, is your price.
Where it gets stronger. Brook's prices include floor finishes, internal doors and sanitary fittings; Voyage's February prices did not. HDB's own list puts Brook's 4-room without those items at $294,000 to $420,000, so on equal terms the gap at the bottom widens.
The 5-room too. Brook's 5-room started at $420,000, the lowest 5-room price in either 2026 BTO launch. (Per square metre at the midpoint, Brook's 4-room, at $3,925, is not quite the lowest in 2026's BTO launches; our prices guide gives the range.)
HDB's resale comparables. With each launch HDB lists nearby resale flats it treats as comparable:

For every type HDB compared, Brook was priced below HDB's resale comparables; HDB listed no comparable at all for the 3Gen. The comparables are HDB's picks, flats with about 93 years of lease left rather than a fresh 99, and they price other homes, not this one.
Brook set the lowest BTO 4-room entry price of 2026 so far, and set it with the flooring and doors already in.
Three generations, one front door: who Brook's 29 3Gen flats are for
Brook's 29 3Gen flats, 120 sqm with two main bedrooms that each have their own bathroom, suit multi-generation households that have decided to live together for the long term. They cost $468,000 to $567,000 before grants, or from $373,000 after the EHG on a $3,000 household income, and were the only 3Gen flats in HDB's 2026 BTO launches so far.
A 3Gen flat is HDB's flat type for multi-generation families. Brook's measure 120 sqm (1,292 sq ft) including the air-con ledge, 115 sqm inside, and HDB's layout idea in the brochure shows what sets them apart from a 5-room: two main bedrooms, each with its own bathroom, at opposite ends of the flat, plus two further bedrooms and a common bathroom. Brook's 5-room, at 113 sqm, has three bedrooms and a suggested study instead. All 29 3Gen flats are in one block, 437B.

After the Enhanced CPF Housing Grant (EHG), on HDB's bands for first-timer families, the cheapest 3Gen comes to $373,000 on a household income of $3,000 a month (EHG $95,000), $403,000 on $5,000 (EHG $65,000), $438,000 on $7,000 (EHG $30,000) and $463,000 on $9,000 (EHG $5,000). HDB's own illustration starts the 3Gen at $413,000, after a grant it assumed at $55,000, and calls the figure illustrative.
What is in its favour.
- Nothing else like it in this year's BTO launches. Brook's 29 were the only 3Gen flats in HDB's February and June 2026 BTO launches, and HDB's preliminary list of Sembawang flats for November has none.
- Cheaper per square metre than the 5-room beside it. At the midpoints, $4,312 per square metre against $4,385 for Brook's 5-room, and the dearest 3Gen, at $567,000, was listed below the dearest 5-room, at $571,000.
- A short queue, on HDB's shared figures. HDB counts 3Gen with 5-room flats in one row: 623 flats across Brook and Portico drew 438 applications, and first-timer families made 0.4 applications per flat set aside for them (second-timer families 3.4), a row shared with Sembawang Portico. HDB does not report the 3Gen separately, so demand for those 29 flats is not public.
What to settle before booking.
- Whose income counts. June's applicants were tested against the ceilings then in force: $21,000 a month for an extended family buying a new 4-room or bigger flat. For HFE letters applied for from 24 August 2026, which is what a later 3Gen launch would use, the figure is $24,000, provided no family nucleus within the household earns more than $16,000. The EHG is set on average gross monthly household income, so if both generations earn, you may sit further along the grant bands than you expect; your HFE letter decides. HDB's own income ladder in its June release stops at the 5-room: a family earning $7,000 a month, it says, could buy "a 4-room/5-room flat in any of the Standard projects", with CPF servicing the loan "with little or no cash payment". It has no 3Gen rung, so work the 3Gen out from the table above.
- Whether the arrangement will last. Like every Brook flat, the 3Gen carries the 5-year MOP, and it is designed around a household that stays together. HDB sets its own conditions on who may buy a 3Gen flat; ask HDB about them before booking, since they also shape who could buy it from you later.
- No resale yardstick. HDB listed no nearby resale comparable for the 3Gen, and PropKaki's Sembawang resale figures have no 3Gen line, so the only price to test it against is Brook's own 5-room.
- First priority stops at 4 rooms. First-Timer (Parents & Married Couples) families get first priority under the Family and Parenthood Priority Scheme only when they apply for a 4-room or smaller BTO flat in a Standard project, so a 3Gen application does not get that first priority; the family's three ballot chances still apply.
Another route in the same project. Brook also sold 2-room Flexi flats on short leases to buyers aged 55 and above, from $49,000 (15 years, smaller type) to $132,000 (45 years, larger type), provided the lease lasts every buyer and spouse to at least age 95. Some families would rather have two front doors: the parents in a short-lease flat, the children in a 4-room. That means two applications under two sets of rules, and seniors faced 2.3 applications per 2-room Flexi flat set aside for them in June, in a row shared with Portico. Ask HDB how the two applications fit together before you plan around it.
If your family has already decided to live under one roof, Brook's 3Gen is the only one in a 2026 BTO launch so far and good value beside its own 5-room; if you are still deciding, the 5-room leaves more doors open.
The price list with HDB's finishes in, and with them taken out
Before grants, with finishes included: 2-room Flexi $139,000 to $218,000, 3-room $257,000 to $333,000, 4-room $302,000 to $428,000, 5-room $420,000 to $571,000 and 3Gen $468,000 to $567,000. What the finishes are. For the 3-room, 4-room, 5-room and 3Gen, the brochure lists vinyl strip flooring in the bedrooms; floor tiles in the living and dining area, bathrooms, household shelter and kitchen (and the service yard in the 4-room, 5-room and 3Gen); wall tiles in the bathrooms and kitchen; bedroom and bathroom doors; and a wash basin with tap mixer, a shower set and a water closet suite. They come with the flat: HDB's Optional Component Scheme at Brook is only for seniors on short-lease 2-room Flexi flats. After the Enhanced CPF Housing Grant (EHG). For first-timer families, applied to each flat type's lowest price, by average gross monthly household income:

HDB's family bands run from a $120,000 grant, for household income up to $1,500 a month, to none above $9,000, and only a lease that covers the youngest buyer to age 95 earns the full amount. The family income ceiling for a 99-year 2-room Flexi was $7,000 a month for June's applicants and is $8,000 for HFE letters applied for from 24 August 2026.
HDB's own version. HDB prints one Sembawang row for Brook and Portico together, using the lower starting price. For four types that price is Brook's: 2-room Flexi from $139,000 ($19,000 after an assumed $120,000 grant), 4-room from $302,000 ($222,000 after $80,000), 5-room from $420,000 ($365,000 after $55,000) and 3Gen from $468,000 ($413,000 after $55,000). Its 3-room "from $250,000" is Portico's; Brook's 3-room starts at $257,000. HDB calls all of these illustrative. Its June release also sets out an income ladder on typical selling prices: a family earning $4,000 a month (EHG $80,000) could buy "a 3-room or 4-room flat in any of the Standard projects", and one earning $9,000 (EHG $5,000) "a 3-room flat in any project, a 4-room flat in any of the Standard and Plus projects or the Lakeview Cascadia Prime project, or a 5-room flat in any of the Standard projects", with CPF servicing the loan "with little or no cash payment".
Singles. A first-timer single aged 35 or above can buy only the 2-room Flexi here, and HDB builds an extra $15,000 into the price, which makes Brook's cheapest $154,000. On the EHG for singles, an own income of $2,000 a month brings that to $114,000 (grant $40,000), $3,000 to $129,000 (grant $25,000) and $4,000 to $144,000 (grant $10,000); above $4,500 there is no singles' grant.
What a full HDB loan needs (75% of the price over 25 years, tested at HDB's 3.0% floor, repayments held to 30% of income):

PropKaki's arithmetic on HDB's loan rules, before any grant, which lowers the price and so the loan. HDB tests affordability at 3.0%; the rate it actually charges is lower.
A Brook 4-room costs less per square metre than a Brook 3-room, $3,925 against $4,275 at the midpoints, so the extra bedroom comes cheaper than the room count implies.
Who faced a real queue at Sembawang Brook, and who did not?
First-timer families faced fewer applications than flats in every row: 0.6 for 4-room, 0.4 for 5-room and 3Gen, 0.7 for 3-room and 0.4 for 2-room Flexi, all in rows HDB shares with Sembawang Portico. Second-timer families (3.4 to 5.0 for 3-room and bigger), first-timer singles (4.7) and seniors (2.3) faced longer queues, in the same shared rows.

HDB's final rates for the June 2026 exercise. A rate is the applications from one household type divided by the flats HDB set aside for that type; a dash means the group could not apply or HDB printed no rate.
Portico is in every figure. HDB publishes one row per town and flat type, and June had two Sembawang projects, so each rate covers Brook and Sembawang Portico together. Of the 764 flats in the 4-room row, 464 were Brook's; of the 623 in the 5-room and 3Gen row, Brook's 319 5-room and 29 3Gen flats were the larger part. HDB publishes no project split, so Brook's own share of the 685 4-room applications is unknown.
Group by group.
- First-timer families faced 0.6 for 4-room flats (shared with Portico), about six applications for every ten flats set aside for them; 0.4 for 5-room and 3Gen flats and for 2-room Flexi flats, and 0.7 for 3-room, all in rows shared with Portico. Across the whole June exercise, HDB's median first-timer family rate for 3-room and bigger flats was 1.4.
- Second-timer families faced 3.6 for 4-room, 3.4 for 5-room and 3Gen and 5.0 for 3-room (all shared with Portico): far under HDB's June median of 14.3, but still more applications than flats. For the 2-room Flexi they faced 0.9, in the same shared row.
- First-timer singles faced 4.7 for the 2-room Flexi, under HDB's median of 7.8 for singles, and seniors 2.3, both in the row shared with Portico.
What a low rate does not tell you. It is not a head count of rivals: HDB says about 20% of applications come from people who applied in earlier launches and may still be waiting to book. Nor is it the size of the shortlist: HDB shortlists more applicants than there are flats, potentially up to 200% of supply, because some ahead of you will not book. The order itself comes from ballot chances: First-Timer (Parents & Married Couples) families get three, plus first priority under the Family and Parenthood Priority Scheme for a 4-room or smaller flat in a Standard project; other first-timer families get two, and second-timer families one. With first-timer family rates below 1, your number mostly decides which blocks, floors and facings are still open when you are called.
What booking commits you to. Appointments start from 4 weeks after the ballot results, and the booking round takes several months. The option fee is $500 for a 2-room Flexi, $1,000 for a 3-room and $2,000 for a 4-room or bigger, 3Gen included. Cancel after booking and you lose the option fee; cancel after signing the Agreement for Lease and you lose 5% of the price instead. Either way, a 1-year wait-out follows. Let your turn pass without choosing and first-timer families are "placed in the second-timer category for a 1-year period", while singles and second-timers cannot join any sales exercise for a year, unless 10 or fewer BTO flats remained to choose from. In the rows Brook shares with Portico, demand outran supply only for singles, seniors and second-timer families buying 3 rooms or more; in every row, first-timer families were outnumbered by the flats.
What does 'Standard' let a Sembawang Brook owner do, and when?
As a Standard flat, a Brook home can be sold on the open market, with nothing returned to HDB, once its owner has lived out the 5-year MOP; letting the whole flat also needs the owner to be a Singapore Citizen and HDB's approval. Spare-bedroom letting needs no MOP in a 3-room or bigger flat, 3Gen included, and is barred in a 2-room Flexi.
Brook is a Standard project, the least restrictive of HDB's three classifications. In practice:
- The 5-year lock. You, the owner, must live out the 5-year minimum occupation period (MOP) before you can sell the flat or let the whole of it. Our guide to HDB flats reaching MOP covers when those 5 years start and which time does not count towards them.
- Whole-flat letting, after it. Only once you have completed the MOP, only if you are a Singapore Citizen, and only with HDB's approval and registration. HDB limits how many people may live in the flat according to its type and sets a non-citizen quota; when that quota is full, tenants must be Singaporeans or Malaysians.
- Room letting, before it. Spare bedrooms in a 3-room or bigger flat, 3Gen included, can be let with no MOP to serve, by Singapore Citizen and Permanent Resident owners alike. A 2-room Flexi owner cannot let any bedroom.
- No clawback at sale. Plus and Prime owners return a share of the price to HDB when they sell; a Standard owner does not. The buyer of a resale Standard flat faces no income ceiling unless they take the CPF Housing Grant or an HDB housing loan. If you are choosing the 3Gen, ask HDB who may buy it from you.
Because Brook is unbuilt and has never changed hands, this review puts no rent, resale price or return on it.
When you sell a Brook flat after its 5-year MOP, HDB takes no share of the price; that is what Standard gives you over Plus and Prime.
Choose your Brook unit as if the heavy vehicle park is staying
HDB's brochure warns of possible higher noise from a heavy vehicle park near Brook. Its site plan marks the park north of block 440A, within the plot it labels as reserved for a school, and puts all 29 3Gen flats in block 437B, in the site's riverside half. Visit before booking and choose your unit with the site plan open.
Most of Brook's case is arithmetic. This part is not. HDB writes it twice, in the notes to the brochure's location map and again on the site plan: "The Project is located close to a heavy vehicle park, and there may be potential disamenities such as higher noise levels." HDB attached that sentence to Brook's brochure, as it did to Sembawang Voyage's in February. It is HDB's own warning, not our inference, and it says nothing about how loud, how often or at what hours.
What the plans show, as we read them:
- Where the park is. Brook's site plan marks the heavy vehicle park north of block 440A, towards Sembawang Drive, on the land it labels as reserved for a school, which runs along the northern edge of blocks 439A and 440A. HDB gives no date for the school and does not say what happens to the park, so plan around what is there now.
- What else is around. The location map marks existing industries north of Admiralty Street, and the site plan reserves the land across Sungei Sembawang and Woodlands Avenue 10 for future high-rise industrial development. Beyond the river the roof garden overlooks, the plans mark land for industry.
- Where the 3Gen flats are. All 29 are in block 437B, in the western, riverside half of the site, beside the plot reserved for a church. That is a position on a plan, not a noise reading.
How to weigh it:
- Decide which end of the site you want. On HDB's plan the heavy vehicle park's marker is at the far north-eastern corner of the plot reserved for a school, north of block 440A; the river, the roof garden and the 3Gen block are in the western half of the site. Take the block plans and the site plan to your appointment.
- See it for yourself. The site plan says: "Applicants are encouraged to visit the place before booking a flat." Go at the times your household is usually at home, not only on a weekend afternoon.
- Price the alternatives honestly. Turning down your turn would put a first-timer family in the second-timer category for a year, unless 10 or fewer flats remained. Sembawang's next BTO flats, 1,310 in the November exercise (preliminary), have no published prices or waits yet. A resale flat has no build wait, but HDB's resale comparables for a 93 sqm 4-room near Brook sold at $600,000 to $680,000.

Brook's price is the lowest BTO 4-room entry of 2026 so far and its warning is in writing; which end of the site you choose is how you balance the two.
When would you collect the keys to a Sembawang Brook flat?
HDB gives no completion date for Brook. Its Annex A estimate is 33 months, about 2 years and 9 months, measured from the median flat-selection month to the median month HDB projects for finishing Brook's blocks, which makes it a Shorter Waiting Time project. Once booked, your flat's own Probable Completion Date appears on MyHDB Page.
HDB has not given Brook a completion date, and this review does not construct one. What it gives, in its Annex A, is an estimated waiting time of 33 months, about 2 years and 9 months. HDB counts it from the median month of flat selection to the median projected completion month of Brook's blocks. It is a median across buyers and blocks, and the months before your booking appointment are extra: HDB releases ballot results within 2 months of the window closing, and booking opens from 4 weeks after them and runs for several months.
At under 36 months, Brook is one of HDB's Shorter Waiting Time projects; the brochure's own phrase is "shorter waiting times of less than 3 years". For comparison, HDB estimated 31 months for Sembawang Portico, 33 for Sembawang Deck and 44 for Sembawang Voyage, and published a completion date for none of them.
Two notes from Brook's site plan: the residential blocks "may be completed ahead of the proposed precinct facilities", so that buyers can collect their keys earlier, and Admiralty Lane and Admiralty Close are marked as future roads. Thirty-three months is a median counted from flat selection; the first date that belongs to your own flat is the one MyHDB Page shows after you book.
No Brook flat this time: where does a Sembawang or 3Gen search go next?
For a 3Gen, look beyond Sembawang: its 1,310 preliminary November 2026 flats include none. For a family flat in the town, November is the next BTO chance, a Sale of Balance Flats is possible but unannounced as at 18 September 2026, and resale has no build wait: the median for 4-room resales on leases from 2015 was $658,888 in the year to June 2026, mostly in Canberra.
Whose queue was long. Applications outnumbered flats for first-timer singles (4.7 per 2-room Flexi), seniors (2.3) and second-timer families (3.4 to 5.0 for 3-room and bigger), all in rows shared with Sembawang Portico. First-timer family rates were below 1 in every row.
The November exercise. HDB's next BTO exercise, in November 2026, has about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun. For Sembawang, HDB's Flat Portal showed 1,310 flats on 19 September 2026, in 2-room Flexi, 3-room, 4-room and 5-room types, all preliminary; HDB names no project or classification before launch, and prices and waits arrive with it. There is no 3Gen in Sembawang's list. Our BTO launch schedule shows Tengah's preliminary list does include 3Gen flats. For your next application:
- Once a first-timer family has been unsuccessful in two or more Standard BTO applications, each further Standard application carries an extra ballot chance, to a cap of five for First-Timer (Parents & Married Couples) families and four for other first-timer families.
- If you apply for your HFE letter on or after 24 August 2026, the family income ceiling for a new 4-room or bigger flat is $16,000 a month (June's applicants faced $14,000), or $24,000 for an extended family in which no family nucleus exceeds $16,000 (previously $21,000).
- HDB's own advice is to "consider applying to projects with lower application rates, such as those with an application rate of around one or lower". June's rates do not predict November's.
Unbooked flats and the SBF. Across Brook and Portico, the 4-room row drew 685 applications for 764 flats and the 5-room and 3Gen row 438 for 623. A Sale of Balance Flats (SBF) exercise is where unbooked BTO flats are sold, 3Gen flats included where available, but HDB has not published what, if anything, is left at Brook. Its most recent SBF, in February 2026, had 4,320 flats, and HDB had announced no further SBF as at 18 September 2026. See our SBF guide.
Buying resale instead. Sembawang's resale market from July 2025 to June 2026, which is other flats, not Brook:

The street column matters more than the medians here. The $658,888 median for 4-room flats with leases from 2015 is mostly Canberra's: Canberra Street had 116 of its 235 sales and Canberra Crescent 41, and Canberra Street also had 53 of the 78 matching 5-room sales. Those medians mostly describe Canberra, not the streets around Admiralty Street, and there is no 3Gen line at all.

Methodology and sources
Built from HDB's June 2026 launch release and Annex A, Brook's sales brochure and site plan, HDB's final June 2026 rates, HDB's rules as held in PropKaki's property_rules, and PropKaki's analysis of Sembawang resale registrations. It sets no completion date and puts no resale price, rent or forecast on Brook; verify everything with HDB.
What we used. HDB's June 2026 launch release, including its after-grant starting prices and its income ladder, and its Annex A price list (both sets of prices, floor areas, flat counts, the 33-month estimate and HDB's chosen resale comparables); Sembawang Brook's HDB sales brochure, including its location map, site plan and layout ideas; HDB's final application rates for the June 2026 exercise; HDB's rules on grants, the singles' extra $15,000, income ceilings, ballot chances, the MOP and letting, as held in PropKaki's property_rules; and PropKaki's own analysis of HDB resale registrations in Sembawang, July 2025 to June 2026. Figures for February's Sembawang Voyage and Sembawang Deck come from HDB's February 2026 price list, as set out in our prices guide.
Our arithmetic. Per-square-metre figures take the middle of each HDB range and divide it by the floor area with the air-con ledge. The gap to HDB's resale comparables is midpoint to midpoint. After-grant prices subtract HDB's EHG bands from each flat type's lowest price. Loan figures assume HDB lends 75% for 25 years and checks the instalment, at its 3.0% floor, against a 30% share of income.
What we deliberately did not claim.
- No completion date or year: HDB has not published one, and we do not derive one from the 33-month estimate.
- No comparison with February 2026's Sale of Balance Flats exercise: "lowest" and "only" in this review compare BTO launches.
- No price, rent or return for a Brook flat on the resale or rental market, and no forecast: none exists for an unbuilt project, and the Sembawang figures belong to other flats.
- Nobody from PropKaki visited the site or a showflat, and nothing here measures noise. This is a desktop analysis; our reading of HDB's site plan describes where things are, not how they sound.
- The rates are HDB's closing figures for an exercise that has ended. Every Brook row is shared with Sembawang Portico, and none predicts the next exercise.
- The after-grant prices illustrate HDB's EHG bands; the grant and loan you actually get are whatever your HFE letter says. Income ceilings are dated: June's applicants were assessed before the 24 August 2026 increase.
