BTO Launch Schedule 2026: The November Exercise, Every Recent Project and What Comes Next
When HDB launches BTO flats, what is coming in the November 2026 exercise, every project launched from October 2025 to June 2026, how many flats HDB launches each year, where future BTO estates are, and how to get ready.
HDB holds three BTO exercises a year. In 2026 they are in February, June and November: HDB moved the October exercise to November 2026, when it will offer about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, including Community Care Apartments in Toa Payoh. Buyers must have a valid HFE letter to apply, and HDB encouraged them to submit all documents by 25 September 2026. HDB plans about 19,600 BTO flats in 2026 and about 55,000 from 2025 to 2027. Each exercise has an 8-day application window, and prices and project classifications are published at launch. HDB has already named a February 2027 sales exercise.
HDB now runs three BTO exercises a year, and the calendar just moved: the exercise planned for October 2026 will be held in November, so that buyers can apply under the higher income ceilings that took effect on 24 August 2026.

When does HDB launch BTO flats?
Three times a year. Since 2024 HDB has held three BTO exercises a year, usually in February, June and October; in 2026 they are in February, June and November, after HDB moved the October exercise. Each has an 8-day application window, HDB previews the projects one launch ahead, and it has already named a February 2027 exercise.
- The pattern: "From 2024, HDB will conduct three BTO exercises and one SBF exercise in a year", in February, June and October (HDB, January 2024). In 2025 the exercises ran in February, July and October.
- 2026: February and June, then November: "the next BTO sales exercise will be held in November 2026, instead of October 2026" (HDB, 23 August 2026), to give buyers time to apply for an HFE letter under the new income ceilings.
- The window: "Flat applicants may apply for one flat type in one town during the 8-day application period" (HDB, June 2026).
- Previews: "HDB will release information of projects to be offered in the next BTO exercise one launch ahead" (HDB): town, flat types and number of flats. Prices and each project's classification come at launch.
- After November: HDB has already named "the February 2027 sales exercise", from which families with or expecting children get an extra ballot chance per child (HDB, 23 August 2026). With one-launch-ahead previews, its projects should appear on the Flat Portal during the November launch.
Three chances a year, eight days each: miss a window and the next one is three to five months away.
What is launching in the November 2026 BTO exercise?
About 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, in seven projects on HDB's Flat Portal, including Community Care Apartments in Toa Payoh. HDB has not given a launch date, prices or classifications yet; it encouraged buyers to submit their HFE letter documents by 25 September 2026.

- Toa Payoh, next to Caldecott MRT: about 1,600 units in 5 blocks, "including 590 2-room Flexi flats and 580 4-room flats, as well as about 230 public rental flats", and "240 units of Community Care Apartments (CCA) – a first for Toa Payoh" (HDB, 4 March 2026). Without the rental flats, that is about 1,400 flats for sale; the portal lists 1,430.
- Community Care Apartments from 55: HDB is lowering the age for these flats "from 65 to 55 years old" from the exercise then planned for October 2026, now November (HDB, 13 July 2026). HFE letter holders who applied before turning 55, but turn 55 before the exercise, "must re-apply for an HFE letter if they wish to apply for a CCA".
- HDB's recommended date: HDB "would like to encourage" buyers to apply early and "submit all required documents by 25 September 2026" (HDB, 23 August 2026). It is not a cut-off. You need a valid HFE letter when you apply, and processing takes up to a month once HDB has all your documents. For the June 2026 exercise, HDB said it would still process later applications, with priority for those in by its date (HDB, June 2026).
If you want a November flat, get your HFE letter moving now: HDB needs up to a month once it has your documents.
What did the last three BTO exercises offer?
October 2025 offered 9,144 flats in 10 projects, February 2026 4,692 in 6, and June 2026 6,952 in 7. They drew 3.6, 3.2 and 3.4 applications per flat across all applicant groups.

- Firsts: October 2025 brought "the first BTO projects in Mount Pleasant estate in Toa Payoh with 1,348 units, and Berlayar estate in Bukit Merah with 880 units" (HDB).
- Classification mix: of the flats offered in February and June 2026, 42% were in Standard projects, 21% in Plus and 36% in Prime.

Which BTO projects were launched from October 2025 to June 2026?
Twenty-two projects in 23 launches, from Tampines Bliss, with the shortest estimated wait of 23 months, to Mount Pleasant Crest, at 59 months. They included the first projects at Mount Pleasant, Berlayar and Lakeview, and Prime projects in Bishan, Bukit Merah and Toa Payoh.

How many BTO flats will HDB launch in 2026 and 2027?
About 19,600 in 2026, of which more than 4,000 will be Shorter Waiting Time flats. HDB has committed to about 55,000 flats from 2025 to 2027 and launched 19,723 BTO flats in 2025. It has not published a figure for 2027 on its own.

- 2026: "about 19,600 Build-To-Order (BTO) flats in 2026", of which "more than 4,000 flats (about one-fifth of the 2026 flat supply) will be Shorter Waiting Time (SWT) flats" (HDB, 8 January 2026). February and June offered 11,644 between them, and November about 7,960.
- 2025 to 2027: "we will launch about 55,000 flats, up from our earlier commitment of 50,000 flats" (HDB, October 2025). In its 2026 launch releases HDB added that it is "prepared to offer more than 55,000 flats from 2025 to 2027, if necessary" (HDB, June 2026).
- Beyond 2026: the June 2026 flats "form part of the 20,000 2-room Flexi flats to be launched from 2026 to 2028" (HDB, June 2026).
- Where: in January 2026 HDB named the year's locations, "such as Ang Mo Kio, Bukit Merah, Sembawang, Toa Payoh, Tampines, Woodlands and Yishun" (HDB, 8 January 2026). Watch for the same release in January 2027.
- Under construction: "there are 127 HDB housing projects under construction, an increase from 110 a year ago" (HDB, 8 January 2026).
Since 2024, supply has held at about 19,600 BTO flats a year, spread over three launches.
Where will future BTO projects be?
HDB has named several: more projects at Mount Pleasant and Berlayar, Pearl's Hill's first public housing in more than four decades "within the next few years", two more at Lakeview and Shunfu, and more than 10,000 public and private homes across Toa Payoh West and Mount Pleasant over the next decade. Dates for most are not yet announced.

The new estates are arriving in stages. Every project launched so far at Mount Pleasant, Berlayar and Lakeview has been Prime; the Caldecott project's classification comes at launch.
How much do BTO flats cost, and how hard are they to get?
In 2026, a 4-room flat cost $302,000 to $600,000 in a Standard project and up to $810,000 in a Prime one, before grants. For first-timer families applying for 3-room and bigger flats, HDB's median application rate was 0.9 to 1.9 across the last three exercises; for singles applying for 2-room Flexi flats, 7.3 to 7.8.
- Prices: from $137,000 for a 2-room Flexi on a 99-year lease; HDB's illustration after grants is a 4-room Standard flat "starting from $222,000" for eligible first-timer families (June 2026). See BTO flat types, sizes and prices.
- Odds: your applicant group matters more than the project. HDB's median rate for second-timer families applying for 3-room and bigger flats was 14.3 to 15.9. See BTO application rates.

How long will you wait for a BTO flat?
About two to five years from booking, depending on the project, and under three for Shorter Waiting Time projects. HDB's estimates for the 23 project launches from October 2025 to June 2026 ran from 23 to 59 months, with a median of 42 (47 counting each flat); flats completed in 2025 had a median wait of about four years.
- Recent launches: 23 to 59 months after flat selection; the median is 42 counting each launch once, and 47 counting each flat.
- Recent completions: the flats HDB completed in 2025 had "a median wait time of about four years" (HDB, 8 January 2026).
- Shorter Waiting Time flats (under three years): 3,294 in October 2025, 1,316 in February 2026 and 2,035 in June 2026 (HDB).

Pick the project for the wait as much as for the location: within a single launch, the estimates differed by up to 32 months.
How do you get ready for the next BTO launch?
Get your HFE letter first, at least a month before the exercise: for November 2026, HDB encouraged buyers to submit documents by 25 September 2026. Check the new income ceilings for your flat type, choose one town and one flat type, look at past application rates for your group, and have the option fee and first downpayment ready.

- Ceilings: for HFE letters applied for from 24 August 2026, family ceilings depend on the flat type: $16,000 for 4- and 5-room flats, "$16,000 or $8,000, depending on project" for 3-room flats, and $8,000 for a 2-room Flexi flat on a 99-year lease; singles $8,000 (HDB). The launch date is set by HDB; your readiness is set by your HFE letter.
What is the biggest mistake people make with BTO launch dates?
Planning around old dates. HDB moved the exercise it had announced for October 2026 to November, and now encourages HFE documents by 25 September 2026, but several earlier HDB pages still say October. Check HDB's latest release, and time your HFE letter to the exercise, not the other way round.
Several HDB pages published before 23 August 2026, including its June 2026 launch release and the July release on Community Care Apartments, still refer to "October 2026". HDB's 23 August release replaced that: "the next BTO sales exercise will be held in November 2026, instead of October 2026" (HDB).
- The earlier date: HDB's June 2026 release encouraged documents by 15 September 2026; the 23 August release moved that to 25 September.
- The per-child ballot chance announced on the same day starts "From the February 2027 sales exercise", not in November.

Official figures. Exercise dates, flat counts, projects, classifications and estimated waiting times are HDB's, from its launch releases and Annex A price lists for October 2025, February 2026 and June 2026, its final October 2025 results page and its 2026 application-rate files. The November 2026 exercise is from HDB's release of 23 August 2026 and its Flat Portal (read 19 September 2026, labelled preliminary); the Community Care Apartment change from HDB's release of 13 July 2026; income ceilings from HDB's couples-and-families page. Yearly supply is from HDB's and MND's releases of January 2024, January 2025, October 2025, January 2026 and June 2026; future estates from HDB's releases of September 2025 to March 2026.
