
Sembawang Voyage BTO Review: February 2026's Cheapest BTO 4-Room, a 44-Month Wait and a Noise Warning
No 4-room flat in HDB's February 2026 BTO exercise started lower. We weigh that against a wait 11 months longer than Sembawang Deck's, no flooring in the living areas and HDB's own heavy-vehicle-park warning.
Sembawang Voyage is a Standard BTO project of 1,173 flats (2-room Flexi, 4-room and 5-room; no 3-room) in Sembawang North, from HDB's February 2026 BTO exercise, which has closed. Prices ran from $150,000 to $582,000 before grants; its 4-room flats started at $304,000, the exercise's lowest BTO 4-room price, but come without floor finishes or internal doors. HDB estimates a 44-month wait, 11 months longer than Sembawang Deck, also in Sembawang North, and warns of a nearby heavy vehicle park. First-timer families applied at 0.6 per 4-room flat and 0.4 per 5-room flat, rows shared with Deck. Our view: good value at the bottom of its price range for families who can wait; weak value near the top.
Sembawang Voyage offered the cheapest 4-room flat in HDB's February 2026 BTO exercise, from $304,000 before grants. It also carries the longest estimated wait of Sembawang's four 2026 BTO projects so far, 44 months, 11 more than Sembawang Deck, launched alongside it in Sembawang North, and a sentence in its own sales brochure: "The Project is located close to a heavy vehicle park, and there may be potential disamenities such as higher noise levels." Applications closed on 11 February 2026 and HDB has published its final rates. This review, as of September 2026, puts a price on that trade for anyone holding a queue number, anyone who missed out, and anyone following the estate as it is built.
Worth booking at the bottom of its price list, hard to justify at the top
Sembawang Voyage trades time and a noise warning for price. Its 4-room flats started at $304,000, the lowest 4-room price in HDB's February 2026 BTO exercise, but HDB estimates a 44-month wait and warns of a nearby heavy vehicle park. For a first-timer family who can wait, a unit near the bottom of the range is good value; near the top, you pay more than Sembawang Deck's price for the same flat without finishes, and wait longer.
Sembawang Voyage is the cheaper, slower half of HDB's February 2026 BTO pair in Sembawang North, and whether it is good value depends on the unit you book. Its 4-room flats started at $304,000 before grants, the lowest 4-room price of any BTO project in that exercise, against $338,000 at Sembawang Deck, launched alongside it in Sembawang North. In return you wait longer, 44 months against Deck's 33, your flat comes without the flooring and internal doors that Deck's price includes, and you accept a line from HDB's own brochure: "The Project is located close to a heavy vehicle park, and there may be potential disamenities such as higher noise levels."
The exercise closed on 11 February 2026, and as of September 2026 HDB's final rates show a short queue: first-timer families made 0.6 applications for each 4-room flat reserved for their group and 0.4 for each 5-room flat, in rows HDB shared with Deck. If you hold a first-timer family queue number, the question is less whether you get to choose than what you choose.
Our recommendation:
- Book here if you are a first-timer family whose budget is the binding constraint, you have somewhere to live for the extra months, and a unit near the bottom of the price list is still open when your turn comes. That is where the saving is real. HDB's own launch release named Voyage and Deck together as where a family earning $4,000 a month, with an $80,000 EHG, could buy a 4-room Standard flat, with CPF paying the loan "with little or no cash payment" at typical selling prices.
- Think hard near the top of the range. The dearest Voyage 4-room was $422,000, against $426,000 at Deck, and Deck's price includes the fittings Voyage sells as options; priced without them, Deck's dearest 4-room cost less than Voyage's. Walking away is not free either: skip choosing a flat when your queue number is called and HDB treats a first-timer family as second-timers for a year, unless 10 or fewer flats were left (see "How short was the queue?").
- Look elsewhere if you need keys soon (44 months puts Voyage outside HDB's Shorter Waiting Time group), if HDB's noise warning would trouble your household, or if you need a 3-room flat, which Voyage does not offer.
Voyage is the February 2026 BTO exercise's value pick only where its price list is lowest; near the top, it is the slower and, like for like, the dearer project.
Four blocks on Sembawang Drive, and what HDB plans around them
Sembawang Voyage is four Standard blocks of 26 to 29 storeys (443A, 443B, 445A and 445B) with 1,173 flats for sale: 2-room Flexi, 4-room and 5-room, no 3-room. HDB places it in Sembawang North, bounded by Sembawang Drive, Admiralty Street and Admiralty Lane, beside a planned neighbourhood centre and close to a heavy vehicle park.

What HDB's brochure describes. Voyage takes its name from Sembawang's shipyard past, and HDB says it will carry "colonial and nautical design elements". Within the project: a 7-storey car park (MSCP) topped by a garden with plots for community gardening, a preschool on the car park's ground floor, fitness stations for adults and older residents, a hardcourt and children's playgrounds. Next to it HDB plans a neighbourhood centre with shops, places to eat, community facilities and a linear park with more playgrounds and fitness stations. For getting about, HDB points to bus services and the North-South Line's Sembawang MRT Station. The brochure gives no walking time, and neither do we. HDB encourages applicants to visit the place before booking.
The line that sets Voyage apart. HDB's notes add: "The Project is located close to a heavy vehicle park, and there may be potential disamenities such as higher noise levels." HDB's site plan labels the land across Sembawang Drive "site reserved for school", with "heavy vehicle park" beneath it in brackets, and its location map marks existing industries nearby. The brochure does not say when, or whether, that reservation will be used, and HDB notes that everything its plans show is subject to change and planning approval, so read the warning as written, in the present tense. Of Sembawang's four 2026 BTO projects so far, only Voyage's brochure and June's Sembawang Brook's carry this warning. Sembawang Deck's and Sembawang Portico's location maps also label a heavy vehicle park, but their brochures add no such line, and HDB gives no distances for any of them.
The estate plan is generous; the neighbour across Sembawang Drive is the part HDB asks you to weigh.
What do 11 more months and a noise warning buy you?
A lower starting price. Voyage's cheapest 4-room was $304,000, against $338,000 at Sembawang Deck, but its dearest was $422,000 against Deck's $426,000, and Deck's prices include finishes; priced without them, Deck's dearest 4-room cost less. Against HDB's own resale comparables nearby, Voyage's 4-room range sat 42% lower, midpoint to midpoint.
The fairest benchmark is Sembawang Deck: the same exercise, also in Sembawang North, and the same application-rate rows. Adding June's two Sembawang projects gives the town's full 2026 BTO line-up so far:

Read the price column from both ends. At the bottom, the longer wait and the warning buy you a real discount: $304,000 for Voyage's cheapest 4-room against $338,000 for Deck's. At the top they buy nothing: $422,000 against $426,000, and Deck's figure already covers the flooring, doors and sanitary fittings that Voyage sells through its opt-in Optional Component Scheme. HDB's price list also prices Deck's flats without those items, $8,000 less at both ends of its 4-room range, so like for like Deck's dearest 4-room cost less than Voyage's. HDB does not say how much of the remaining gap at the bottom reflects Voyage's longer build or its location, and we cannot separate those two.
June's Sembawang Brook did better on paper. It started lower, at $302,000, with finishes included and a 33-month wait, and it carries the same heavy-vehicle-park warning. Its window has closed too, so it matters for comparison, not for a Voyage queue number. Across the whole February 2026 BTO exercise, Voyage had the lowest starting 4-room price and, after Prime Redhill Peaks at 55 months, the longest wait of the six projects.
Against resale, the gap is wide. HDB set Voyage's new flats against resale flats nearby of similar size, each with roughly 94 years remaining on the lease:

HDB chose these comparables, so the fair reading is that Voyage was priced below HDB's resale comparables, not below every resale flat nearby. They are other flats' prices, not a value for Voyage. What they show is the cost of not waiting: a flat of similar size, bought now with a lease a few years shorter, rather than after the build.
The longer wait buys a lower entry price, not a lower price across the board.
What will you pay, before and after grants?
Before grants: 2-room Flexi $150,000 to $228,000, 4-room $304,000 to $422,000, 5-room $439,000 to $582,000. After the Enhanced CPF Housing Grant, a first-timer family earning $5,000 a month would pay $239,000 for the cheapest 4-room, and a full HDB loan on its pre-grant price needs about $3,604 of monthly income.

The 4-room is the flat to price first. At $3,903 per square metre at the midpoint, it cost less per square metre than Voyage's 5-room ($4,518) and its 2-room Flexi flats. It was also the lowest listed 4-room price per square metre in HDB's February and June 2026 BTO price lists, but that sets Voyage's bare flat against finished ones: priced without its flooring, doors and sanitary fittings, June's Sembawang Brook's 4-room range started and ended below Voyage's (see our guide to BTO prices and sizes).

HDB bases the grant on your household's average gross income across the 12 months before you apply for the HFE letter: the maximum, $120,000, needs household income of no more than $1,500 a month, and above $9,000 there is none. The whole grant also needs the lease to run until the youngest buyer turns 95. The $8,000 ceiling for a 99-year 2-room Flexi applies to HFE letters applied for from 24 August 2026; February 2026 applicants were assessed on the earlier $7,000.
HDB's own table of starting prices after grants prints one Sembawang row for Voyage and Deck together, so its "from" prices are the lower of the two, which here are Voyage's: a 2-room Flexi from $150,000, or $30,000 after an EHG of $120,000; a 4-room from $304,000, or $224,000 after $80,000; a 5-room from $439,000, or $384,000 after $55,000. The $224,000 is the same figure as HDB's headline "4-room Standard flat from $224,000" for the whole February 2026 BTO exercise. HDB calls these starting prices illustrative: your grant depends on your income and eligibility.
Singles aged 35 or older have $15,000 added to the price: the cheapest 2-room Flexi becomes $165,000, or $125,000, $140,000 or $155,000 after the EHG (Singles) on an own income of $2,000, $3,000 or $4,000 a month.
The income a full HDB loan asks for, before grants:

Our arithmetic on HDB's rules: 25 years, with HDB testing the instalment at its 3.0% floor. The rate you are charged is below that floor, and grants shrink the sum you borrow.
Seniors aged 55 and above can buy a 2-room Flexi on a short lease of 15 to 45 years, from $50,000 (15 years, smaller type) to $137,000 (45 years, larger type); the lease has to last until every buyer and spouse reaches 95.
On HDB's bands, a first-timer family earning $3,000 a month could pay $209,000 for Voyage's cheapest 4-room; your HFE letter, not this table, sets your actual grant and loan.
How short was the queue?
Shorter than the flats for first-timer families: 0.6 applications per 4-room flat reserved for them and 0.4 per 5-room flat, in rows HDB shared with Sembawang Deck. Second-timer families faced 3.9 and 3.7, and first-timer singles 4.0 for 2-room Flexi flats, also in rows shared with Deck.

HDB's final February 2026 figures. Each rate is a group's applications per flat HDB reserved for that group; a dash means the group was not eligible or HDB printed no rate.
Every row here is shared. HDB's rates come per town and flat type rather than per project, so each row covers Voyage and Deck together. Voyage supplies most of each: 454 of the 725 4-room flats, 428 of the 662 5-room flats, and 81 smaller plus 210 larger 2-room Flexi flats of the 479. HDB does not split the applications, so no one outside HDB can say whether Voyage's own queue was shorter or longer than Deck's.
Even the totals fell short of the flats. Counting every group, the 4-room row drew 689 applications for 725 flats and the 5-room row 479 for 662. HDB's medians for the whole February 2026 BTO exercise were 0.9 for first-timer families in 3-room and bigger flats, 14.8 for second-timer families and 7.3 for first-timer singles in 2-room Flexi flats; Sembawang's shared rows came in under all three.
What a rate below 1 means for you. For first-timer families, the 0.6 in the 4-room row Voyage shares with Deck is about six applications for every ten 4-room flats reserved for them. Read it with three HDB facts. Roughly 20% of applications, HDB says, come from applicants in earlier launches, some of them still waiting to book, so not every application is a household that will book here. HDB can issue queue numbers for up to 200% of the flats, because some applicants ahead of you will not book. And ballot chances, which set the queue order, differ by group: married couples and parents in HDB's First-Timer (Parents & Married Couples) category get three, and first priority through the Family and Parenthood Priority Scheme for Standard flats of up to 4 rooms, which covers Voyage's 4-room and 2-room Flexi flats; other first-timer families get two, second-timer families one. With fewer applications than flats, your place in the queue decides less whether you are invited than what is left when you are: HDB invites applicants in queue order, subject to flats remaining for their ethnic group, so the choice narrows as the queue moves.
If your booking appointment is still to come. Booking opens from 4 weeks after the ballot results and runs for several months. The option fee at your appointment is $2,000 for a 4-room or 5-room flat and $500 for a 2-room Flexi. Cancel after booking and you lose the option fee; cancel after signing the Agreement for Lease and you lose 5% of the price. Either way, you must wait a year before applying for a new flat. Turn down your turn and the penalty depends on who you are: first-timer families are treated as second-timers for a year, while singles and second-timer families are shut out of every sales exercise for a year. For a first-timer family, the queue in the rows Voyage shares with Deck was never the obstacle; the unit you pick is the decision.
Can you rent out or sell a Sembawang Voyage flat?
Yes, on Standard rules. Once you, the owner, have met the 5-year minimum occupation period you may sell the flat, or let it out whole if you are also a Singapore Citizen and HDB approves. Owners of 4-room and 5-room flats may let spare bedrooms before the MOP; a 2-room Flexi owner cannot let a bedroom. There is no subsidy recovery.
Voyage is a Standard project, so none of the Plus or Prime restrictions apply:
- Five years first. The minimum occupation period (MOP) is 5 years; until it ends you cannot sell the flat or let it out whole.
- Letting the whole flat. Possible only if you, the owner, have met the MOP and are a Singapore Citizen, and HDB approves and registers the letting. HDB caps how many people may live there by flat type and applies a quota on non-citizen tenants; where the quota is full, only Singaporean and Malaysian tenants are allowed.
- Letting a room. Owners of flats with three rooms or more, so Voyage's 4-room and 5-room flats, can let spare bedrooms without waiting out the MOP, and Permanent Resident owners can do it as well as citizens. A 2-room Flexi owner cannot let a bedroom.
- Selling on. Standard flats carry no subsidy recovery, unlike Plus and Prime, and anyone buying one later faces no income ceiling unless they use the CPF Housing Grant or take an HDB housing loan.
We give no rent or resale figure for Voyage: it is not built and has never been resold, so any number would be a guess.
Standard rules are Voyage's quiet advantage: once you have met the MOP, the flat is yours to live in, let or sell on the simplest terms HDB offers.
Do Sembawang Voyage flats come with flooring and internal doors?
No. HDB tiles the floors and walls of the bathrooms and kitchen and fits a water closet suite; 2-room Flexi flats also get a bedroom sliding partition and a bathroom door. Flooring for the living room and bedrooms, internal doors and other sanitary fittings come through HDB's opt-in Optional Component Scheme, chosen at booking, or your own renovation.
Voyage's brochure lists what every flat gets: tiled floors in the bathrooms, household shelter and kitchen (plus the service yard in 4-room and 5-room flats), tiled walls in the bathrooms and kitchen, and a water closet suite. A 2-room Flexi flat also gets a sliding partition or door for the bedroom and a bathroom door.
Everything else is optional. HDB calls the Optional Component Scheme (OCS) opt-in, and whatever you choose is added to your flat's price. The brochure tells you to "choose the OCS items you want during your flat booking appointment", and HDB does not let you opt in afterwards.
This is the difference the price table hides. Sembawang Deck, Sembawang Portico and Sembawang Brook all priced flooring, internal doors and sanitary fittings into their flats; Voyage is the only one of Sembawang's four 2026 BTO projects so far that did not. When you set Voyage's $304,000 against Deck's $338,000, remember that Deck's figure buys more of the finished flat.

Voyage is a bargain only at the bottom of its price list
Voyage's cheapest 4-room was $304,000, against $338,000 at Sembawang Deck; its dearest was $422,000, against Deck's $426,000, and Deck's price includes finishes. Near the top of Voyage's range, you pay more than Deck charges without its finishes, for an 11-month-longer wait, no flooring or internal doors, and HDB's heavy-vehicle-park warning.
Every argument for Sembawang Voyage runs through its price, and its price advantage is not spread evenly. At the bottom of the 4-room list, $304,000 against Deck's $338,000, it pays you for the longer wait. At the top, $422,000 against $426,000, the gap has closed: Deck's price already covers the flooring, doors and fittings, and HDB's price for Deck's dearest 4-room without them was below Voyage's.
So weigh the unit in front of you, not the project in the abstract:
- Price the unit, not the range. HDB's range is indicative; the unit you pick sets your price. A Voyage 4-room priced near $304,000 is the reason to be here. One priced near $422,000 needs another reason.
- Put the site plan next to the price list. HDB's plan shows which blocks face Sembawang Drive and the plot it labels "site reserved for school (heavy vehicle park)". We have not visited the site or measured noise; go and look before you book.
- Count the cost of walking away. If only units near the top are left when your turn comes, November's Sembawang launch (1,310 flats, preliminary) is the next BTO option, but its prices and waits come out only at launch, and declining costs a first-timer family a year as second-timers unless 10 or fewer flats were left.
At the bottom of its range, Voyage was the cheapest BTO 4-room HDB offered in February 2026; at the top, like for like, it costs more than Deck and takes longer.
Is there a completion date for Sembawang Voyage?
No. HDB has published no completion date, only an estimated 44-month wait, about 3 years and 8 months, measured from the median month in which buyers select their flats to the median of the blocks' projected completion months. After booking, the Probable Completion Date HDB shows for your flat on MyHDB Page is the figure to track.
HDB's Annex A gives Voyage an estimated waiting time of 44 months. HDB starts that clock at the median month in which buyers select their flats and stops it at the median of the four blocks' projected completion months. So your own clock starts when you book, not when you apply, and the figure is an estimate made at launch. HDB gives no completion date, and we do not add months to the launch date to invent one.

Voyage is the slowest of Sembawang's four 2026 BTO projects so far by 11 months or more. HDB also warns that the blocks may be finished before the precinct's planned facilities, so some of what the brochure describes may not be ready when you move in.

What are your options if you missed out on Sembawang Voyage?
Try HDB's November 2026 exercise, which lists 1,310 Sembawang flats from 2-room Flexi to 5-room (preliminary); watch for a Sale of Balance Flats exercise, though none had been announced as at 18 September 2026; or buy resale, where Sembawang's 4-room flats with leases from 2015 had a median price of $658,888 from July 2025 to June 2026, mostly on Canberra streets.
Who missed out. The queues that ran longer than the flats were second-timer families' (3.9 for 4-room, 3.7 for 5-room) and first-timer singles' (4.0 for 2-room Flexi), all in rows shared with Sembawang Deck. First-timer families' rates were below 1.
Your next BTO chance. HDB's next exercise is in November 2026, with about 7,960 flats in six towns, Sembawang among them. HDB's Flat Portal lists 1,310 Sembawang flats (2-room Flexi, 3-room, 4-room, 5-room), preliminary as read on 19 September 2026, and HDB will not name the project or its classification until launch. See the November exercise in our launch schedule. Three rules to know:
- A first-timer family that has failed in two or more BTO applications for Standard flats gets one more ballot chance for each later Standard application, up to a total of five for married couples and parents in the FT(PMC) category and four for other first-timer families.
- If your HFE letter application is dated 24 August 2026 or later, a family's income ceiling for a new 4-room or bigger flat is $16,000 a month, up from $14,000.
- HDB itself suggests looking at projects whose rates run at around one or lower. Sembawang's 4-room rate for first-timer families was 0.6 in both February and June 2026 (each row shared by two projects), but a closed exercise does not predict the next one.
Leftover flats. SBF exercises offer BTO flats that earlier launches did not sell. The last, in February 2026, offered 4,320 flats; as at 18 September 2026 no further SBF had been announced. The 4-room and 5-room rows Voyage shares with Deck drew fewer applications than flats, which is the situation SBF exists for, but HDB has not said what, if anything, remains unbooked here. Resale in Sembawang. What other flats in the town sold for, July 2025 to June 2026:

Check the street column first. The $658,888 median for young 4-room flats mostly describes Canberra: 116 of those 235 sales were on Canberra Street and 41 on Canberra Crescent. Young 5-room sales were thinner still, 78 in all, 53 of them on Canberra Street. Read these as prices in the established estates, mostly Canberra, rather than as a guide to Sembawang North, HDB's newest housing area in the town.

A desktop analysis, not a site or showflat visit, with no completion date, resale price, rent or forecast for this project.
Where each figure comes from. Prices, flat sizes, flat counts, the estimated waiting time and HDB's resale comparables are from HDB's February 2026 launch release and its Annex A price list. The setting, facilities, finishes, rental flats and the heavy-vehicle-park warning are from Voyage's HDB sales brochure, including its site plan; for the comparison we also read the brochures for Sembawang Deck, Sembawang Portico and Sembawang Brook. Application rates are from HDB's final rate files for February and June 2026. Grant bands, the singles' additional amount, ballot chances, income ceilings, the minimum occupation period and the renting rules are HDB's, as recorded in PropKaki's property_rules. Town resale figures are PropKaki's analysis of HDB resale registrations in Sembawang from July 2025 to June 2026. The price per square metre, the gap to HDB's resale comparables, the after-grant prices and the loan figures are PropKaki's arithmetic on HDB's numbers.
Claims we deliberately did not make.
- No completion date: HDB published none, and adding 44 months to a launch month would be our guess, not HDB's figure.
- No resale price or rent for Voyage, and no forecast of its value: the project is unbuilt and has never been resold. Town resale figures describe other flats.
- No noise measurement: this is a desktop analysis, not a site or showflat visit. HDB's warning is quoted as HDB wrote it.
- Application rates are HDB's final figures for a closed exercise and do not predict the next one; where a row covers two projects, we say so.
- Grant figures are illustrations on HDB's bands; your HFE letter decides your grant and loan.
