
How to Apply for a BTO Flat in 2026: Every Step, What You Pay and When
The BTO process from HDB's own rules: the HFE letter, the 8-day application window, the ballot and queue number, booking, the Agreement for Lease and key collection, with what you pay at each step and what it costs to pull out.
To buy a BTO flat: get an HDB Flat Eligibility (HFE) letter, which takes up to a month and is valid for 9 months; apply online on the HDB Flat Portal in the 8-day application window, for one town and one flat type, with a $10 fee; wait for the ballot result, emailed within 2 months; book a flat when invited, paying an option fee of $500 to $2,000; sign the Agreement for Lease within 9 months of booking, paying 10% of the price with an HDB loan plus stamp duty and legal fees; and collect your keys when the flat is ready, paying another 15% while the HDB loan covers the rest. A BTO flat is bought in stages, and each stage has its own deadline, payment and penalty for walking away. Getting the order right matters more than any single step: the HFE letter has to come first, and HDB suspends new HFE applications during each exercise's application window.

What is a BTO flat?
A new HDB flat sold through a Build-To-Order exercise: HDB offers projects in a few towns, you apply for a flat type in one town, and a computer ballot decides your place in the queue. It is one of HDB's three ways of selling new flats, alongside the Sale of Balance Flats and open booking.
HDB sells new flats in three ways (HDB, Modes of Sale, updated 23 August 2026):

HDB: "The BTO system offers you flexibility in location and timing of your flat purchase." The trade-off is the wait: HDB's estimated waiting times for projects launched from October 2025 to June 2026 ran from 23 to 59 months after flat selection. HDB gets its Shorter Waiting Time projects under three years by starting construction "even before the project is launched for sale" (HDB); see our guide to BTO waiting times. Most new HDB flats are offered through BTO: 19,723 of the 29,975 new flats HDB launched in 2025. You commit to a town years before the flat is ready.
What are the steps to buy a BTO flat?
Six: get an HFE letter; apply in the 8-day application window; receive your ballot result within 2 months; book a flat when invited; sign the Agreement for Lease within 9 months of booking; and collect your keys when the flat is ready. For projects launched from October 2025 to June 2026, HDB estimated the wait at about two to five years from flat selection.

A real timeline. HDB's October 2025 exercise took applications from 15 to 22 October 2025; HDB said it would tell applicants their queue positions in December 2025 and start booking in March 2026 (HDB, Annex C). Its projects' estimated waiting times ran from 31 to 59 months.
Completed flats move faster. For a completed flat, such as some Sale of Balance Flats, "you will sign the Agreement for Lease and collect the keys to the flat within 9 months" of booking (HDB).
Plan for years, not months: the ballot result comes within 2 months, the keys two to five years after booking.
When should you apply for your HFE letter?
At least a month before the exercise you want. HDB takes up to a month after it has all your documents, and it suspends new HFE applications during each exercise's 8-day application period. For the November 2026 exercise, HDB asked buyers to submit all documents by 25 September 2026.
- Lead time: "Apply for an HFE letter at least 1 month ahead of the sales exercise" (HDB). Processing "takes up to 1 month after we receive all required documents" and "may take longer before and during the month of a sales exercise" (HDB, FAQ).
- The blackout: the HFE e-Service "will be suspended during the application period of a sales exercise"; letters already issued, or applied for before the exercise, are not affected.
- Validity: "the HFE letter is valid for 9 months".
- The next exercise: HDB moved it to November 2026 and asked buyers to "submit all required documents by 25 September 2026" (HDB, 23 August 2026).
- The next exercise: about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun (HDB).
- New ceilings: for HFE letters applied for from 24 August 2026, household income must be within $16,000 a month for a 4-room or 5-room flat, $8,000 for a 99-year 2-room Flexi, and "$16,000 or $8,000, depending on project" for a 3-room; singles' ceiling is $8,000 (HDB, couples and families). Your HFE letter is your ticket to apply: if you have not applied for one before the window opens, or it is not issued before the window closes, you wait for the next exercise.
How do you apply for a BTO flat?
Online on the HDB Flat Portal during the 8-day application period, with a valid HFE letter and a $10 fee. You submit one application, for one town and one flat type that your HFE letter covers, and you can ask for one priority scheme. After the window closes, you cannot change the town or flat type.
- Where: "apply for a flat online at the HDB Flat Portal during the application period" (HDB).
- How many: "only submit 1 application for 1 town and flat type in a sales exercise", and "either the BTO exercise or the SBF exercise, but not both" when both run together (HDB, FAQ).
- Which flats: "You can only apply for flat types you are eligible for", as your HFE letter shows.
- Priority: "Flat buyers may select 1 priority scheme when submitting their flat application"; HDB tells you afterwards whether you qualify.
- Fee: "non-refundable administrative fee of $10" per application.
- Changing your mind: during the window you can cancel with "no penalty" and reapply (paying the fee again); after it closes, "You cannot change the town/ flat type you applied for" (HDB).

Choose the town and flat type before the window opens: it is one shot per exercise.
What happens after you apply?
HDB runs a computer ballot and emails you within 2 months to check your result on the HDB Flat Portal. It then invites applicants to book in queue order, about 2 weeks before each appointment; because it shortlists more applicants than flats, numbers far down the queue may never be reached. At the booking you choose a unit and pay the option fee.
- The ballot: HDB places "all eligible applications through a computerised ballot to determine the queue order" (HDB). First-timer families get 2 ballot chances, or 3 as First-Timer (Parents & Married Couples); second-timer families, seniors and first-timer singles get 1 (HDB, Modes of Sale).
- Your result: an email to check it on the HDB Flat Portal "within 2 months after the application period has closed".
- Shortlisting: HDB will "shortlist applicants beyond 100% and potentially up to 200% of the total flat supply" (HDB, June 2026 administrative annex), so a queue number beyond the flats is a place in line, not a flat. A queue position within the flat supply stops you applying in later exercises until your booking appointment.
- Booking: "The booking exercise commences from 4 weeks after the release of the ballot results" and "will take several months to complete" (HDB). You are notified "about 2 weeks before the appointment date" (HDB), and "You must personally attend the flat booking appointment" or send an authorised representative. Invitations are "subject to availability of flats for their ethnic group when their turn is due" (HDB, June 2026 administrative annex).
- Option fee, which "will form part of your downpayment":

- Optional fittings: "You may opt in for OCS items during the flat booking appointment", and "you will not be able to do so later"; the cost "will be added to the flat price". HDB does not offer these in Shorter Waiting Time projects, which come with the fittings.
- Bank loan buyers: "You must obtain an LO after you book a flat, before you sign the Agreement for Lease."
Book when your turn comes. Skipping it puts first-timer families in the second-timer category for a year and wipes any extra ballot chances, and bars singles and second-timer families from applying for a year, unless 10 or fewer BTO flats were left to choose from (HDB).
How much do you pay, and when?
With an HDB loan: the option fee at booking, 10% of the price at the Agreement for Lease (less the option fee), and 15% at key collection, with the loan covering the rest. With a bank loan at 75% LTV: 20% at the Agreement for Lease, at least 5% of it in cash, and 5% at key collection. Stamp duty and legal fees are paid at the Agreement for Lease.

- Staggered Downpayment Scheme: couples who are both first-timers, or a first-timer and a second-timer, who applied for their HFE letter "on or before the younger applicant's 30th birthday" and booked an uncompleted 5-room or smaller flat pay 5% at the Agreement for Lease and 20% at key collection with an HDB loan; HDB tells you at booking if you qualify.
- At key collection you also pay a survey fee ($299.75 for a 4-room, with GST). Second-timers pay any resale levy in cash, or from the sale proceeds if they sell their first flat after key collection (HDB).
With an HDB loan, budget for 10% plus stamp duty in cash or CPF within 9 months of booking, and the next 15% by the time the keys come.
Can you apply for a BTO flat without a job?
Yes, as long as one of you works. HDB considers you for the Enhanced CPF Housing Grant and an HDB loan only if you or a core member, such as your spouse, are working when you apply for the HFE letter, and the grant also needs 12 months of continuous work. Young couples where one partner is a full-time student or national serviceman can defer the income assessment.
- The rule: "You must be working at the point of the HFE letter application to be considered for an Enhanced CPF Housing Grant and HDB housing loan" (HDB, income guidelines). For the grant, "You and/ or your core member(s) must: Have worked continuously for at least 12 months, 2 months before the HFE letter application; and Be working at the time of the HFE letter application" (HDB, EHG).
- One earner is enough: in HDB's own example, "Mr A has not been working", his wife has, and the couple receive an EHG of $70,000.
- The HDB loan: "Applicant(s) taking an HDB housing loan must remain in their employment or trade when HDB disburses the housing loan."
- Deferred Income Assessment: "Young couples may apply for a flat first and defer the income assessment" (HDB). The couple must be married or under the Fiancé/Fiancée Scheme; at least one partner must be a full-time student or full-time national serviceman, or have finished within 12 months before the HFE application; and at least one must be 30 or below. For an uncompleted flat, the assessment happens "approximately 3 months before flat completion", and these couples pay 2.5% of the price at the Agreement for Lease.

If neither of you works, there is no EHG and no HDB loan at the HFE stage; one earner with 12 months of continuous work is enough for the grant.
How can you get a BTO flat faster?
Pick a Shorter Waiting Time project, with waits of under 3 years: HDB offered 2,035 such flats in June 2026. Or look at the Sale of Balance Flats, whose flats are often near completion. And improve your odds by applying where the rate for your group is low, using a priority scheme you qualify for.
- Shorter Waiting Time flats: HDB's term for projects with "wait times of less than 3 years". From October 2025 to June 2026 they were 3,294 flats in October 2025, 1,316 in February 2026 and 2,035 in June 2026 (HDB). See BTO waiting times.
- Sale of Balance Flats and open booking: SBF flats are "usually under construction, near completion or completed", though HDB warns that "the chances of getting a flat may be slim"; open booking lets you "book a flat as early as the next working day, where possible" (HDB), but in September 2026 HDB's portal said "All the flats have been booked."
- Better odds: HDB suggests "applying to projects with lower application rates, such as those with an application rate of around one or lower" (HDB, June 2026), and priority schemes "enhance your chances in the computer ballot".
- Extra ballot chances: after 2 unsuccessful Standard applications, first-timer families gain 1 more chance for each later Standard application, up to 2; from the February 2027 exercise, first-timer families also get 1 more for each citizen child aged 18 and below (HDB).
The shortest wait is not always the shortest queue: Tampines Bliss had the shortest estimated wait of 2026, 23 months, and Tampines drew the highest first-timer family rate of the year for its 4-room flats.
Can a husband and wife each own an HDB flat?
No. HDB treats a married couple as one family unit: "husband and wife can therefore own only 1 HDB flat at any one time". A married person cannot buy as a single, and anyone listed in a flat application must dispose of any other HDB flat within 6 months of completing the purchase.
- The rule: "each eligible family unit can only own 1 HDB flat", so "husband and wife can therefore own only 1 HDB flat at any one time" (HDB, updated 3 August 2026).
- No buying as a single: HDB's singles scheme is for "a Singapore citizen who is unmarried, widowed or divorced, aged 35 and above" (HDB, singles).
- Selling the other flat: if "you or any person listed in the application" owns or has an interest in any HDB flat, it must be disposed of "within 6 months of completing your flat purchase" (HDB, couples and families).
- Private property: to buy a new flat you must "not own or have an interest in any local or overseas private residential property", and must not have disposed of one in the 30 months before your HFE application. Buyers aged 55 and above of a short-lease 2-room Flexi or Community Care Apartment are the exception: they may keep private property until 6 months after the purchase.
One household, one HDB flat: sell the other within 6 months of completing the new one.
What is the biggest mistake people make in the BTO process?
Treating a booking as reversible. Cancel after booking and you lose the option fee; cancel after signing the Agreement for Lease and you lose 5% of the price. Either way you must wait a year before applying for a new flat, and not collecting the keys also means repaying any grants with interest.

After a cancellation from booking onwards, you must wait out 1 year from the cancellation date before you can apply for a new flat.
Sign only when you are sure: from booking onwards, every exit costs money and a year.
