Fernvale Sails BTO Review: The 27-Month Fernvale Flat With a 3-Room, Priced a Step Above Oasis

Of October 2024's 15 BTO projects, only West BrickVille @ Bukit Batok had a shorter estimate than Sails' 27 months, and no other Sengkang BTO launch from October 2024 to June 2026 offered 3-room flats. We set its price list beside Fernvale Oasis's, one flat type at a time.

Six months. That is how much shorter HDB's estimated wait was at Fernvale Sails than at Fernvale Oasis, the other Sengkang project in the October 2024 exercise: 27 months from flat selection against 33. Sails also sold something Oasis did not, 88 3-room flats, and it started higher on every flat type the two had in common. Its 4-room started at $358,000 before grants, where Oasis's started at $324,000, and its 2-room Flexi and 5-room began above the Sengkang 'from' prices HDB printed for the pair, which were Oasis's. In the whole October 2024 BTO exercise, only West BrickVille @ Bukit Batok, at 24 months, carried a shorter estimate. The application window closed on 23 October 2024, booking is long over, and HDB's page of application rates for the exercise no longer exists, so this review, as of September 2026, prints no queue figures. It is written for owners-to-be, for anyone who may one day buy a Sails flat on resale, and for Sengkang buyers deciding where to look next.

Our call on Fernvale Sails: the Fernvale pick for a 3-room or a tight timeline, the dearer one for everyone else

Fernvale Sails offered two things its October 2024 Sengkang sibling did not, a shorter estimated wait and a 3-room, and it started every flat type the two shared above Oasis's. Whether it was the right Fernvale flat comes down to whether you needed either.

The 3-room buyer: Sails, without a contest. Its 88 3-room flats, 69 sqm with the air-con ledge, were listed at $277,000 to $370,000 before grants, with floor finishes, internal doors and sanitary fittings in the price. They were the only 3-room flats in any Sengkang BTO launch from October 2024 to June 2026: Oasis sold none, and neither did Fernvale Plains in October 2025. HDB's 'Housing Options for Different Household Incomes' put a 3-room Standard flat in any of the exercise's Standard projects within reach of a $4,000 household, 'with little or no cash payment'. At that income it did not list a Sails 4-room.

The buyer short of time: Sails, by six months. HDB estimated 27 months from flat selection to the median projected completion of Sails' blocks, against 33 at Oasis. In the October 2024 BTO exercise only West BrickVille @ Bukit Batok, at 24 months, had a shorter estimate, and Sails' was the shortest of Sengkang's three BTO launches from October 2024 to June 2026. It is an estimate in months, not a date; the wait section below explains what it measures.

The 4-room or 5-room family with time to spare: Oasis was the better-priced Fernvale flat. A Sails 4-room ran from $358,000 to $474,000 before grants and an Oasis 4-room from $324,000 to $410,000. A Sails 5-room started at $524,000; the $465,000 'from' price HDB printed for Sengkang's 5-rooms was Oasis's. Both projects came finished, both are Standard, and their 4-room and 5-room floor areas differ by a square metre. Unless the six months, or the supermarket and F&B outlets HDB put inside Sails, were worth the gap to you, we would have booked Oasis.

The application window closed on 23 October 2024 and booking is long over. As of September 2026:

  • You booked a Sails flat: what remains is the wait. Walking away now forfeits the option fee while the Agreement for Lease is unsigned, or 5% of the price once it is signed, and shuts you out of applying for a year; unless your plans have changed, treat the flat as the plan and watch the Probable Completion Date HDB posts for it.
  • You may buy a Sails flat one day on resale: it is Standard, so no Plus or Prime restriction travels with it (the selling question below has the rules).
  • You want a new flat in Sengkang now: Sengkang is missing from HDB's preliminary November 2026 list, which leaves resale as the direct route (the last question below).

What HDB builds into the project. The brochure lists 'a supermarket, F&B outlets, a preschool, residents' network centre, and an Active Ageing Centre (Care) within the project', plus 'the roof garden above the Multi-Storey Car Park (MSCP), playgrounds, and fitness stations'. On the site plan the car park is Block 419, with 419B and 419C on its Fernvale Close side and 419A and 419D on the other, and the supermarket, the preschool and the Active Ageing Centre are in that car-park block. The brochure also says the project's facilities 'will be accessible by the public'.

Layar LRT and Sengkang West Avenue. 'Fernvale Sails residents can access Layar LRT Station, as well as bus services along Sengkang West Avenue.' HDB states no walking times, so neither do we.

The name. 'Embracing Sengkang's rich history as a fishing village, the name "Fernvale Sails" pays homage to the rich heritage of the town.'

What October 2024 changed. It was HDB's first sales exercise under the Standard, Plus and Prime framework: 8,573 flats in 15 projects, which HDB called 'the largest number of projects launched in a single BTO exercise to date'. No SBF ran that month. Two money rules had just moved: HDB's Enhanced CPF Housing Grant (EHG) for families went from a maximum of $80,000 to $120,000 (announced 20 August 2024), and the HDB loan limit 'has been lowered from 80% to 75% from this BTO exercise'. The income tests October 2024 applicants had to pass were the old ones. A family buying a 4-room or 5-room could earn up to $14,000 a month, or $21,000 as an extended family; the cap for a 2-room Flexi on a 99-year lease was $7,000; and a 3-room carried either $14,000 or $7,000, project by project. Anyone whose HFE application is dated 24 August 2026 or later faces $16,000, $24,000, $8,000 and $16,000 or $8,000 instead.

27 months from flat selection: beaten only by West BrickVille in October 2024, and still not a completion date

What the 27 measures. HDB counts from the median month in which buyers picked their units, some months after applications closed, to the median of the blocks' projected completion months, so a given block can land either side of it. HDB turned none of this into a date. After booking, the figure that matters is the Probable Completion Date HDB shows for your own flat on MyHDB Page, which can shift as construction goes (our wait-times guide explains both). Adding 27 months to the launch month does not produce a completion date, and we give none.

The estate may lag the blocks. HDB's site-plan note: 'The residential blocks may be completed ahead of the proposed precinct facilities, so that flat buyers are able to collect the keys to their new homes earlier.' The supermarket and the Active Ageing Centre are part of the project, but do not assume they open on your key day.

When the call comes. HDB asks new owners to report defects soon after key collection and before renovation starts; our defects inspection guide walks through the process. Because the floors, doors and sanitary fittings are HDB's work here, they are part of what you inspect, not something your contractor lays later.

Sails' lead over Oasis is six months on HDB's estimates, measured the same way for both; only the Probable Completion Date on MyHDB Page puts a date on either.

Sengkang's one BTO 3-room from October 2024 to June 2026: 88 finished flats at 69 sqm

What you get. The 3-room comes with polished porcelain tiles in the living and dining area (and in the dry kitchen, 'where applicable'), vinyl strip flooring in the bedrooms, floor and wall tiles in the bathrooms and the kitchen and utility area, internal doors, and a basin with tap mixer, a shower set and a WC. HDB drew the kitchen and utility as one space, which 'offers homeowners flexibility', and shows where a partition could split them if you prefer. A 3-room may also take a tenant in a spare bedroom under HDB's rules, which a 2-room Flexi may not.

Where HDB's income ladder puts it. The ladder placed 'a 3-room Standard flat in any of the Standard projects' at the $4,000-a-month rung, on an EHG of $80,000. On a loan instead, the arithmetic at the bottom of the range: a 75% HDB loan on $277,000 is $207,750, which at HDB's 3.0% assessment floor over 25 years is $985 a month and needs a household income of $3,284 under the 30% cap, before any grant lowers the price. At the top, $370,000, the figures are $1,316 and $4,386.

The only comparison worth making. In October 2024 one other project offered 3-room flats with finishes included and an estimate under three years: West BrickVille @ Bukit Batok, whose 3-room range started and ended below Sails' on a shorter estimate. The exercise's other 3-rooms, at Taman Jurong Skyline, Costa Riviera I & II and three Plus and Prime projects, came without those finishes and with estimates of 37 months or more. If Sengkang was not the point, Bukit Batok was the cheaper finished 3-room; if it was, there was no other.

In October 2024 Sails' 3-room had no Fernvale rival, so for a 3-room buyer the question of paying more than at Oasis never arose.

Sails beside Oasis, type by type: a higher start on everything they shared, and a rung up HDB's income ladder

The 'from' prices on HDB's shared Sengkang row were Oasis's. HDB's own income ladder reached Oasis's 4-room at $4,000 a month and its 5-room at $7,000, but named neither Sails flat at those incomes.

HDB's launch release printed one starting-price row for Standard flats in Sengkang, covering both Fernvale projects. Its 2-room Flexi, 4-room and 5-room 'from' prices sit below Sails' own lowest prices, so they are Oasis's. Only the 3-room line belongs to Sails alone.

The ranges overlap. Sails' 4-room ran from $358,000 to $474,000 and Oasis's from $324,000 to $410,000, so a Sails 4-room at the bottom of its list cost less than an Oasis 4-room near the top of Oasis's. The step up is in where each list starts and ends, not in every unit.

HDB's income ladder draws the same line. Built on typical selling prices, it shows what a household could buy 'with little or no cash payment' once CPF covers the instalments. At $4,000 a month (EHG $80,000), a 4-room Standard flat in West BrickVille @ Bukit Batok, Taman Jurong Skyline, Fernvale Oasis and Marsiling Ridge; Sails appears at that rung only for its 3-room. At $7,000 (EHG $30,000), a 4-room in any Standard project, Sails included, and a 5-room in those same four, again without Sails. For singles, a 2-room Flexi at Taman Jurong Skyline and Fernvale Oasis on $2,000, with Sails added only at $3,000. On the 4-room and the singles' 2-room Flexi, Sails sits one rung up; for the 5-room the ladder names Oasis at $7,000 and, at $9,000, only 'most of the Standard, Plus and Prime flats', without naming a project.

Sails' 4-room had the second-highest start and top of the six Standard rows, behind Costa Riviera I & II, and the highest at both ends of the three finished Shorter Waiting Time projects. Set against Taman Jurong Skyline, Marsiling Ridge or Costa Riviera the comparison is not like for like, because Sails' price includes floors, doors and sanitary fittings that those projects left to the buyer. HDB published no prices without the finishes in 2024, so we make no dollar adjustment for them.

Why the step? HDB does not say. HDB does not explain how it sets any project's prices. The documents do show differences a buyer could see: Sails' estimate was six months shorter; its brochure lists a supermarket and F&B outlets within the project, which Oasis's does not; and the nearby 4-room and 5-room resale flats HDB chose as comparables for Sails sold for more than those it chose for Oasis. Any of these may have played a part, and none is a reason HDB has given.

A year on, Fernvale's next 4-room list came in lower. Fernvale Plains' 4-rooms, launched in October 2025, ran from $344,000 to $472,000, starting and ending below Sails' range. That is context for a Sengkang buyer, not something October 2024 applicants could have known.

What does a Fernvale Sails flat cost after the grant, for a family, a single or a buyer aged 55 and over?

For a first-timer family earning $5,000 a month, HDB's grant bands take Sails' lowest prices to $212,000 for a 3-room, $293,000 for a 4-room and $459,000 for a 5-room. A single earning $3,000 pays from $139,000 for a 2-room Flexi, including the $15,000 singles' amount. Grants follow HDB's EHG bands, set by the household's average gross monthly income in the 12 months before its HFE application: $120,000 at $1,500 a month or less, and nothing above $9,000. The full amount is paid only if the lease runs until the youngest buyer is 95. These are illustrations; the HFE letter settles the real figure. October 2024 3-rooms carried a ceiling of $14,000 or $7,000 depending on the project, and HDB's release does not say which applied at Sails, so a household earning $9,000 should not assume it could buy one.

On a loan, before any grant. Borrowing the maximum 75% from HDB over 25 years, tested at HDB's 3.0% floor with instalments capped at 30% of income, takes these household incomes:

HDB's income ladder named the Sails 2-room Flexi for a single earning $3,000, not for one earning $2,000; at $2,000 it pointed to Taman Jurong Skyline and Fernvale Oasis. The larger 2-room Flexi, 49 sqm, cost $175,000 to $240,000 before the singles' amount and any grant.

Buyers aged 55 and over: the short lease. A 2-room Flexi could be bought on a lease of 15 to 45 years, and the lease has to last until every buyer and spouse is at least 95.

Short-lease flats come with grab bars, and elderly buyers could opt in to more fittings under HDB's Optional Component Scheme; 'the cost of the optional components will be added to the price of the 2-room Flexi flat' (our renovation guide explains the scheme). HDB's rule is that 'Housing loan is not allowed for the purchase of short-lease 2-room Flexi flats', so they are paid for from CPF savings and/or cash (our step-by-step BTO guide covers the payment stages). The brochure also lists an Active Ageing Centre (Care) within the project, without saying what it will offer.

How hard was a Fernvale Sails flat to get, and why are there no application rates here?

Key takeaway

We cannot say, and we do not guess. HDB's application-rate results page for October 2024 is no longer online and the Internet Archive holds no copy of its figures, so there are no rates for Sails or any other project in that exercise. What survives is HDB's quota: in Standard projects, at least 95% of the 4-room and bigger flats were set aside for first-timer families.

An HDB application rate compares, for each town and flat type, the applications a group of buyers sent in with the flats HDB reserved for that group. For October 2024 the page is gone: HDB no longer carries it, and the Internet Archive kept no copy of the numbers. So this review has no rate for any Sails flat type, and it puts nothing in the gap.

We have not estimated one. Fernvale Plains' rates from October 2025 describe a different project, launched a year later under changed rules, and say nothing about how many households wanted a Sails flat. Nor do the Sails prices or the 27-month estimate: without HDB's figures, nothing in the record says how many households applied.

What HDB did publish about the split. Its October 2024 release described 'Standard projects, where at least 95% of the 4-room and bigger flats are set aside for first-timer families'. That covered Sails' 4-room and 5-room flats. From July 2025 HDB gave second-timers a bigger share, so later Standard launches are not on the same split.

If you are planning another application, the rules HDB states today. A household in the First-Timer (Parents & Married Couples) category holds three ballot chances and, when it applies for a Standard flat of 4-room size or smaller, first priority under the Family and Parenthood Priority Scheme. Any other first-timer family holds two chances; a second-timer family, one. After two or more unsuccessful BTO tries for Standard flats, a first-timer family earns an extra chance with each further Standard application, capped at five chances for FT(PMC) households and four for the rest. These are HDB's current rules, not necessarily the ones October 2024 applicants faced. Our application rates guide has every rate HDB published from October 2025 to June 2026.

What the step up from Oasis bought: months and shops inside the project, not floor space

Sails' 4-room is 94 sqm and its 5-room 114 sqm, one square metre more than Oasis's, with the same finishes, the same Standard rules and no subsidy recovery at either. Inside the project, what HDB's documents show Sails adding for its higher starting prices is an estimate six months shorter and a supermarket and F&B outlets; the two also sit by different LRT stations. Weigh those, not the flat, against the difference.

Put the two Fernvale flats side by side and most of the differences inside the projects disappear. Both are Standard, so both carry a five-year MOP and no subsidy recovery. Both came with floor finishes, internal doors and sanitary fittings. Both brochures put a preschool, a residents' network centre and a centre for seniors inside the project. Their 4-rooms (93 sqm at Oasis, 94 at Sails) and 5-rooms (113 and 114 sqm) have the same internal areas, 90 and 110 sqm: in practice, the same size. What is left inside the projects, for a buyer choosing between the two on a flat type both sold, is HDB's estimate of 27 months rather than 33, and the supermarket and F&B outlets Sails' brochure places inside the project. The addresses differ too: HDB's brochures put Sails by Layar LRT Station and Oasis by Thanggam LRT Station, and the nearby resale flats HDB chose as comparables for Sails had sold for more than those it chose for Oasis.

Those are real, and they matter most at the start. Six months less of paying for somewhere else to live, or of waiting to move in together, can be worth more than the gap in the price list; a supermarket in the project is worth more to a household without a car. They are also the advantages a later owner does not inherit in full. By the time a Sails flat can be resold, the six months are history: a resale buyer gets the same Standard terms as at Oasis, and the shops inside the project. We make no forecast of either project's future prices.

If you booked at Sails, that choice is made, and Oasis is no longer on offer: cancelling would cost the option fee or 5% of the price, plus a year out of the ballot, and would not buy you an Oasis flat. If you are comparing Fernvale flats on resale in years to come, compare the flats and the blocks, not the launch prices.

Once the keys are yours, when may a Fernvale Sails owner sell, let a bedroom or let the whole flat?

Sails is a Standard project: after the 5-year MOP you may sell on the open market with no subsidy recovery, or let the whole flat if you are a Singapore Citizen owner and HDB approves. A 3-room, 4-room or 5-room may let a spare bedroom even before the MOP; a 2-room Flexi may not let a bedroom at all, and short leases, as our MOP guide notes, 'can never be resold'.

Standard carries the lightest of HDB's three sets of rules.

  • Selling: on the open market, once five years have passed since key collection (the minimum occupation period, or MOP). Nothing goes back to HDB, because a Standard flat has no subsidy recovery. Whoever buys it from you faces no income cap if they take neither the CPF Housing Grant nor an HDB housing loan; with either, a family's cap is $16,000 a month where the HFE letter dates from 24 August 2026 on.
  • Tenants for an entire Sails flat: two conditions, both needed: the MOP is behind you, and you, the owner, are a Singapore Citizen. HDB approves or registers each letting, limits how many people may live in each flat type, and runs a non-citizen quota; where it is full, tenants must be Singaporeans or Malaysians.
  • A lodger in a spare Sails bedroom: open to owners of Sails' 3-room, 4-room and 5-room flats without waiting for the MOP, and to Permanent Resident owners as well as citizens. A 2-room Flexi is barred from room rental altogether.
  • Short-lease 2-room Flexi: bought to live in to the end of the lease; our guide to flats reaching their MOP notes that some 2-room flats are on 'short leases that can never be resold'.

The MOP guide also shows what owners of older projects do once their five years are up. We make no forecast of a Sails flat's future price or rent: the flats are not built yet, and none has changed hands.

Before the keys: the price of changing your mind. Cancel between booking and the Agreement for Lease and you forfeit the option fee paid at booking ($500 for a 2-room Flexi, $1,000 for a 3-room, $2,000 for a 4-room or 5-room). Cancel once the agreement is signed and the forfeit becomes 5% of the flat's price, not the fee. Both routes also bar a fresh application for a year.

No Sengkang flats on HDB's preliminary November 2026 list: where does a would-be Fernvale buyer turn now?

Sengkang is not among the six towns in HDB's preliminary November 2026 exercise of about 7,960 BTO flats, and HDB had announced no Sale of Balance Flats to follow February 2026's by 18 September 2026. That leaves Sengkang's resale market: 3-room flats with leases from 2015 sold for a median $546,500 from July 2025 to June 2026, and 34 of those 100 sales were on Fernvale Link.

A new flat. HDB's November 2026 BTO exercise will spread about 7,960 flats across Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun. HDB names projects and classifications when it launches them, and Sengkang is not among the towns on its preliminary list (our launch schedule tracks it). The Sale of Balance Flats, HDB's sale of units unsold from earlier BTO launches, last ran in February 2026 with 4,320 flats; HDB had named no successor by 18 September 2026.

One road weighs on these medians. Fernvale Link, one of the two roads HDB names as Sails' boundary, supplied more of the younger 3-room, 4-room and 5-room resales than any other street in Sengkang: 34 of 100, 67 of 339 and 32 of 195. So the lease-from-2015 medians lean more on a road that also borders Sails than on any other; they are still prices for other flats, at other points along it and beyond. A 3-room buyer shopping in Sengkang in that year was looking at a median of $546,500 for these younger flats.

HDB picked these flats and warns that they differ from the new ones in their attributes; the gap is our arithmetic, and HDB offered no comparable for the 2-room Flexi.

Sails' ranges sat below HDB's resale comparables: older flats with about 89 to 90 years to run, where a new Sails lease runs 99. The gap is the distance between HDB's launch prices and what those older flats had sold for: not a measure of what a Sails flat is worth, and not a profit waiting to be collected. On resale, buy a Standard or Unclassified flat without the CPF Housing Grant and HDB sets no income cap, though an HDB housing loan still carries one.

What this Sails review declines to claim. No application rates: HDB's October 2024 results page is gone, the Internet Archive holds no copy of its figures, and we did not estimate demand from anything else. No completion date: HDB publishes only an estimate in months. No resale price, rent or return for Fernvale Sails, which is unbuilt and has never been resold, and no forecast of its value; the town figures describe other flats. No reason for HDB's pricing, which HDB does not explain. No view on whether Sails' 3-room carried the $14,000 or the $7,000 income ceiling, which HDB's release does not state. We did not visit the site or a showflat. Grant figures are illustrations on HDB's EHG bands, and your HFE letter decides your grant and loan. Nothing here is financial advice; verify prices, rules and your eligibility with HDB before you commit.
