The lowest-priced of October 2024's three Shorter Waiting Time BTO projects offered 2-room Flexi, 4-room and 5-room flats with floors, doors and bathroom fittings in the price. We set it against Fernvale Sails, the rest of the exercise and HDB's own income ladder.

Fernvale Oasis answered a narrow brief well. If your family needed a 4-room or 5-room flat within three years, with the floors laid and the doors hung, at a price near the bottom of HDB's list, it was the October 2024 project to look at first. Of that BTO exercise's three Shorter Waiting Time projects, it started its 4-rooms lowest, at $324,000 before grants, with floor finishes, internal doors and sanitary fittings in the price and an estimated wait of 33 months. HDB's own income ladder named it for a 4-room at a household income of $4,000 and a 5-room at $7,000, and it named Fernvale Sails, the other Sengkang project in the exercise, for neither. What Oasis did not sell was a 3-room, and its estimate runs six months longer than Sails'. Applications closed on 23 October 2024 and booking is long over: this review, as of September 2026, is for owners-to-be, future resale buyers and anyone weighing a Sengkang flat now.

Oasis, weighed: the lowest 4-room start of October 2024's three quick, finished BTO projects, and no 3-room

For a family that did not need a 3-room and could live with an estimate six months longer than Sails', we rate it the better value of the two Fernvale projects in that exercise.

Why we come down on its side. Three projects in the October 2024 exercise paired an estimate under three years with floor finishes, internal doors and sanitary fittings in the price: West BrickVille @ Bukit Batok (24 months, 4-rooms $335,000 to $445,000), Fernvale Sails (27 months, $358,000 to $474,000) and Oasis (33 months, $324,000 to $410,000). Oasis was the cheapest of the three at both ends of its 4-room range. Only Taman Jurong Skyline started a 4-room lower, at $290,000, and it came with a 52-month estimate and without those finishes. HDB's own table of what households could buy 'with little or no cash payment' named Oasis for a 4-room at a household income of $4,000 and for a 5-room at $7,000; it named Fernvale Sails for neither.

What it asks you to accept.

  • No 3-room. Oasis offered 2-room Flexi, 4-room and 5-room flats only; in Sengkang, the October 2024 3-rooms were at Sails.
  • The slowest of the quick three. 33 months against 27 at Sails and 24 at West BrickVille, though still inside HDB's three-year line.
  • No shop on HDB's list. HDB's facility list for Oasis names a preschool, a senior care centre and a residents' network centre, but no supermarket, shop or eating house (HDB's site plan does mark space for future amenities on the car park's 7th storey, unspecified); Sails' list names a supermarket and F&B outlets.
  • The edge of the site. HDB's site plan draws the Tampines Expressway to the north, beyond Fernvale Drive, and sites reserved for future high-rise residential development on two other sides (the callout below sets it out).

HDB also states that two of the five blocks include 23 rental flats each.

What we cannot tell you. How hard an Oasis flat was to get. HDB's application-rate results page for October 2024 is no longer online and no archived copy of its figures exists, so this review gives no rates and makes no estimate of demand.

Two years on, in September 2026. Applications closed on 23 October 2024 and booking is long over.

  • Already holding an Oasis flat: HDB's 33 months run from the median month of flat selection and HDB publishes no completion date; watch your flat's Probable Completion Date on MyHDB Page, and plan to inspect HDB's floors, doors and fittings when you collect the keys.
  • Weighing an Oasis resale flat one day: it is a Standard flat, so no subsidy recovery, a 5-year minimum occupation period (MOP) for its first owners, and no income ceiling for a resale buyer who skips the CPF Housing Grant (an HDB loan carries its own).
  • Hunting for a Sengkang flat today: HDB's preliminary November 2026 list has no Sengkang flats; the last question in this review covers the alternatives.

What HDB sold at Fernvale Oasis: 851 flats, three flat types, five 24-storey blocks

The exercise it belonged to. HDB launched 8,573 flats in 15 projects in October 2024, 'the largest number of projects launched in a single BTO exercise to date', and it was the first exercise under the Standard, Plus and Prime framework. It was BTO only: no Sale of Balance Flats ran alongside it. Three changes arrived with it. The Enhanced CPF Housing Grant (EHG) for families had just risen from a maximum of $80,000 to $120,000, announced on 20 August 2024; the HDB loan limit was 'lowered from 80% to 75% from this BTO exercise'; and first-timer singles could apply for 2-room Flexi flats 'across all locations where such flats are available'. Applicants were assessed on the income ceilings then in force: $14,000 a month for a family buying a 4-room or 5-room ($21,000 for an extended family) and $7,000 for a 2-room Flexi on a 99-year lease. HDB has since raised those to $16,000, $24,000 (provided no family nucleus exceeds $16,000) and $8,000 for households applying for an HFE letter from 24 August 2026.

What HDB puts in and around it. The brochure places Oasis 'between Fernvale Road and Fernvale Street' and builds it around 'the concept of an urban oasis', with 'lush greenery' and 'thoughtfully designed recreational spaces'. Inside the project HDB lists playgrounds and fitness stations, a multi-storey car park with a roof garden, and 'a preschool, senior care centre, and residents' network centre'; next to it, 'the adjacent common green provides additional green spaces with playgrounds, fitness areas, and a multi-purpose court'. HDB adds that the project's facilities 'will be accessible by the public'. For transport: 'Fernvale Oasis residents can access Thanggam LRT Station, as well as the bus service along Fernvale Street.' The brochure's text names no MRT station, school or shop for the project, and we claim no walking time or distance.

How the flats are spread. HDB's site plan, which we read on the rendered brochure page, puts all the 2-room Flexi flats in Blocks 484A, 484B and 485C and the rental flats in 484B and 485C; Blocks 485A and 485B hold only 4-room and 5-room flats. The brochure also lists smart-enabled homes, a pneumatic waste conveyance system and separate chutes for recyclable waste.

We have not visited the site. HDB's brochure encourages applicants to visit before booking, and its site plan repays reading block by block.

Priced low at both ends: Oasis's 4-room range against the rest of October 2024

Low at both ends. Only Taman Jurong Skyline started a 4-room below Oasis's $324,000, and no project in the October 2024 BTO exercise, Plus and Prime included, had a lower top 4-room price than Oasis's $410,000. The eight Plus and Prime projects started their 4-rooms at $453,000 or more, but they come with different rules (a 10-year MOP and subsidy recovery of 6% to 9%), so we do not set Oasis against them on price.

The Sengkang row HDB printed. HDB's starting-price table has one row per town and classification, so Oasis and Sails share Sengkang's Standard row. Its 2-room Flexi, 4-room and 5-room lines (from $126,000, $324,000 and $465,000 before grants) are Oasis's own lowest prices, which means Oasis started below Sails at every flat type the two sold; the row's 3-room line is Sails' alone, because Oasis sold no 3-room.

What the finishes are worth here: not a dollar figure. Oasis's prices carry HDB's '~': 'these flats will come with full floor finishes, internal doors, and sanitary fittings'. In the 4-room and 5-room that means polished porcelain tiles in the living and dining room, vinyl strip flooring in the bedrooms, tiles in the bathrooms and kitchen, internal doors, and a wash basin with tap mixer, shower set and water closet suite; a 2-room Flexi has vinyl flooring throughout its living, dining and bedroom areas, a sliding bedroom partition and a folding bathroom door. West BrickVille @ Bukit Batok and Fernvale Sails were sold the same way; Taman Jurong Skyline, Costa Riviera and Marsiling Ridge were not. HDB printed no without-finishes prices for October 2024, so the finishes cannot be netted out in dollars. The direction is still clear: Oasis's price already includes more than the other three Standard projects' prices did, and its 4-room range tops out below all of theirs. HDB chose these comparables and cautions that 'the differences in attributes between the resale comparables and the new flats should be taken into account when making a comparison'. The gap is our arithmetic, by the method of our prices guide. HDB gave no comparable for the 2-room Flexi.

Both family flat types were priced below HDB's resale comparables, older flats with about 91 years of lease left. That is a saving at purchase, measured against flats HDB picked; it is not a forecast of any Oasis flat's future price.

At Oasis the lower price is not a trade-down on fittings: the floors, doors and taps are already in it.

Thirty-three months from flat selection: under three years, and the slowest of the three quick projects

It is the longest of the October 2024 BTO exercise's three such estimates (West BrickVille @ Bukit Batok 24 months, Fernvale Sails 27), and HDB publishes no completion date.

HDB's release: 'the 2,085 flats at Fernvale Oasis, Fernvale Sails and West BrickVille @ Bukit Batok are Shorter Waiting Time (SWT) flats with waiting time of less than 3 years. Another 767 flats at Costa Riviera I & II will have a waiting time of slightly over 3 years.' Oasis's brochure says the same of its own flats: 'The flats will have a shorter waiting time of less than 3 years'.

Where HDB starts and stops the clock. The 33 months run from the median month of flat selection to the median projected completion month of the project's blocks. Flat selection comes after the ballot (HDB says results come within 2 months of the window closing) and a booking stage that starts from 4 weeks after the results and takes several months to complete, so, on HDB's estimate, the time from application to keys is longer than 33 months. HDB publishes no completion date for Oasis, and adding the months to the launch date does not produce one.

Six months behind Sails, nine behind West BrickVille. For a family with a hard deadline, that difference could have outweighed the price gap. For one whose test was 'under three years', Oasis's estimate stayed inside the line, three months short of it, at a lower price than either.

Owners-to-be, from here to the keys. Once you have booked, the number to watch is your flat's Probable Completion Date on MyHDB Page, which can move with construction, not the launch estimate (our wait-times guide explains both). HDB's site-plan note applies too: 'The residential blocks may be completed ahead of the proposed precinct facilities, so that flat buyers are able to collect the keys to their new homes earlier.' And because HDB laid the floors, hung the internal doors and fitted the sanitary ware, all of those are on your inspection list at key collection, inside HDB's 1-year defects liability period; our defects guide has the checklist.

If your plans change before the keys. Cancel after booking and you lose the option fee ($2,000 for a 4-room or 5-room, $500 for a 2-room Flexi); cancel after signing the Agreement for Lease and you lose 5% of the price instead. Either way you then wait a year before applying again (our step-by-step guide covers the stages).

Oasis's 33 months sit three months inside HDB's three-year line; once you have booked, plan around the Probable Completion Date, not the launch figure.

What did a Fernvale Oasis flat cost after the grant, and what income did a full HDB loan need?

At the lowest prices, a first-timer family on $3,000 a month would have paid $229,000 for a 4-room and $370,000 for a 5-room after the EHG, and on $7,000, $294,000 and $435,000. HDB's own illustration put Oasis's 4-room from $244,000 and its 5-room from $410,000 after grants, and a full 75% HDB loan on the cheapest 4-room needed a household income of $3,841 a month.

The 2-room Flexi's 'From $7,000' is not the price minus the grant. HDB requires buyers to pay at least 5% of the price in CPF savings or cash when the grant would cover more than 95% of it, so no grant makes a flat free. The $120,000 HDB assumed is the top of the EHG, for a family earning up to $1,500 a month.

At your income. The EHG depends on your average gross monthly household income over the 12 months before your HFE application, and there is none above $9,000. At each flat type's lowest price, for first-timer families:

HDB's EHG bands. The full grant needs the lease to cover the youngest buyer to age 95; your HFE letter decides your grant.

Where HDB's income ladder placed Oasis. HDB's release set out what households could buy 'with little or no cash payment' at typical selling prices, with CPF servicing the loan:

  • a family earning $4,000 (EHG $80,000): 'a 4-room Standard flat in West BrickVille @ Bukit Batok, Taman Jurong Skyline, Fernvale Oasis, and Marsiling Ridge' (a Sails 3-room falls under that rung's 'a 3-room Standard flat in any of the Standard projects');
  • a family earning $7,000 (EHG $30,000): a 4-room Standard flat in any of the Standard projects, or 'a 5-room Standard flat in West BrickVille @ Bukit Batok, Taman Jurong Skyline, Fernvale Oasis, and Marsiling Ridge';
  • a single earning $2,000 (EHG $40,000): 'a 2-room Flexi Standard flat at Taman Jurong Skyline and Fernvale Oasis'.

Oasis is named in all three of those lines and Fernvale Sails in none, though a Sails 4-room falls under 'any of the Standard projects' at $7,000.

On a loan. HDB sizes its loan at a 3.0% floor over 25 years, caps the instalment at 30% of income, and from this exercise lends up to 75% of the price:

Our arithmetic on HDB's loan rules, before any grant lowers the price; the rate actually charged is lower than the 3.0% floor used to size the loan.

HDB's own ladder put an Oasis 4-room on the $4,000 rung and an Oasis 5-room on the $7,000 rung: that is what a low price meant here.

October 2024's queue figures are gone, so the quota and the ballot rules are what is left to read

What remains is HDB's quota for Standard projects, which set aside at least 95% of the 4-room and bigger flats for first-timer families, and the shortlisting and ballot rules HDB states today (October 2024 applicants were shortlisted up to 300% of supply, not today's 200%).

Why there is no number here. A PropKaki review of a later exercise quotes HDB's final application rate: the applications from a household type divided by the flats set aside for it (our application rates guide explains the measure). For October 2024, HDB's results page is no longer online and the Internet Archive holds no copy of its figures. We do not fill the gap from anything else: not from the number of flats, the price list, the town's resale market or a later Sengkang launch. The Fernvale Plains rate quoted in the last question describes October 2025 alone.

What HDB's October 2024 rules did set. Oasis was a Standard project, where 'at least 95% of the 4-room and bigger flats are set aside for first-timer families' (HDB's October 2024 wording; HDB raised the second-timer share from July 2025). That left at most 5% of Oasis's 4-room and 5-room flats for second-timer families.

How a queue works today. HDB now shortlists up to 200% of the flats on offer, so that later queue numbers can book when earlier ones drop out. That limit is today's, not the one October 2024 applicants had: HDB said on 10 February 2025 that 'from the February 2025 sales exercise, HDB will shortlist flat applicants up to 200% of the total flat supply, instead of up to 300%', so October 2024 applicants were shortlisted up to 300% of the supply. HDB also says about 20% of applications come from households that applied in earlier launches and may still be waiting to book.

The ballot rules HDB states today. These too are HDB's current rules, not necessarily the ones October 2024 applicants had. Families in the First-Timer (Parents & Married Couples) category get three ballot chances, plus first priority under the Family and Parenthood Priority Scheme for a 4-room or smaller BTO flat in a Standard project; other first-timer families get two, and second-timer families one. A first-timer family that has been unsuccessful in two or more BTO applications for Standard flats gets one more chance for each later Standard application, capped at five chances in total for First-Timer (Parents & Married Couples) families and four for other first-timer families. An Oasis application was an application for a Standard flat; if you missed out, ask HDB how your record counts before you apply again.

No one can now say how crowded Oasis's queues were, and we will not guess: the price list, the wait and the quota are the record that survives.

Single, over 55 or after a 3-room: did Fernvale Oasis have a flat for you?

A first-timer single pays HDB's additional $15,000, built into the price, and can receive the EHG (Singles), which tops out at $60,000 and stops above an own income of $4,500:

HDB's ladder named Oasis and Taman Jurong Skyline as the two projects where a single earning $2,000 could buy a 2-room Flexi 'with little or no cash payment'; at $3,000 it added Fernvale Sails, West BrickVille @ Bukit Batok and a 2-room Flexi Plus flat at Kembangan Wave. October 2024 was also the first exercise in which first-timer singles could apply for 2-room Flexi flats 'across all locations where such flats are available'. Singles buying a 99-year 2-room Flexi were assessed on a $7,000 income ceiling; it is $8,000 for HFE letters from 24 August 2026. One limit to know: a 2-room flat may not rent out a bedroom at all.

Buyers aged 55 and over. The 2-room Flexi was also sold on short leases, which must cover every buyer and spouse to at least age 95: at least 40 years for a 55-year-old, 30 for a 65-year-old.

Short-lease flats come with grab bars. Elderly buyers can also opt in to elderly-friendly and other fittings under HDB's Optional Component Scheme, and 'the cost of the optional components will be added to the price of the 2-room Flexi flat'. Our MOP guide notes that short-lease 2-room flats can never be resold, so buy one as the home you mean to stay in.

After a 3-room. Oasis sold none. HDB's ladder put 'a 3-room Standard flat in any of the Standard projects' within reach of a family earning $4,000, but in Sengkang the only October 2024 3-rooms were at Fernvale Sails (its brochure is under Official sources), on a 27-month estimate. A household that could stretch to a 4-room had the lower 4-room prices here.

Oasis served two ends of the ladder, singles and seniors in the 2-room Flexi and families in the 4-room and 5-room, and left out the household that wanted something in between.

An expressway past the north edge and land held for more towers on two sides: read Oasis's site plan before its price

HDB's site plan draws the Tampines Expressway beyond Fernvale Drive along the project's northern edge, where the multi-storey car park and a bin centre stand, and marks sites reserved for future high-rise residential development to the west and east and a site reserved for a Chinese temple to the north-east. We measured nothing and claim no distance or noise level: study the plan, and visit, before judging a unit.

Oasis's strengths, its price and its wait, are on the price list. What the price list does not show is the edge of the site, and at Oasis that edge is the part to study. From HDB's site plan, which we read on the rendered brochure page:

  • North: Fernvale Drive, which HDB labels a future road, and beyond it the Tampines Expressway, with a Round Island Route marked as under construction alongside. On that side of the project HDB has placed the multi-storey car park, with the preschool and senior care centre on its first storey and a roof garden above, and the pneumatic waste bin centre; the five residential blocks stand to their south.
  • West: Fernvale Road, also labelled a future road, and beyond it a site 'reserved for future high-rise residential development (subject to detailed planning)'.
  • East: the common green, and another site reserved for future high-rise residential development.
  • North-east: a site reserved for a Chinese temple. HDB's note: places of worship 'may include columbarium'.
  • South: Fernvale Street, with LRT lines and existing public housing beyond it.

HDB's location map, a few pages earlier in the same brochure, adds one more label north of the Tampines Expressway, above the project: a 'Reserve Site under study for potential industrial uses'. We give no distance for it.

HDB's general notes in the same brochure say housing projects 'may be located near roads, railways, airbases, construction sites' and that 'residents may experience related disamenities including but not limited to higher noise levels and smell nuisance'. We have not visited, we do not know how any of this looks or sounds from a particular flat, and HDB gives no date for building on the reserved sites.

What to do with it. If you have booked, know which way your unit faces and which reserved site, if any, it looks towards. If you may one day buy an Oasis flat on resale, after its first owners' MOP, the facing matters as much as the floor, and the reserved sites may have been built on by then. HDB's own line holds for both: 'Applicants are encouraged to visit the place before booking a flat.'

Once the MOP is met, what may an Oasis owner do, and what does a later buyer take on?

Oasis is Standard: after the 5-year minimum occupation period, counted from key collection, an owner may sell on the open market with no subsidy recovery, or let the whole flat if the owner is a Singapore Citizen and HDB approves. A 4-room or 5-room may let spare bedrooms before the MOP; a 2-room Flexi may not, and short-lease 2-room flats can never be resold. A resale buyer who skips the CPF Housing Grant faces no income ceiling.

Oasis follows the Standard rules, the lighter of HDB's three sets.

  • Selling: after the 5-year MOP, which runs from key collection, on the open market. Standard flats carry no subsidy recovery. In the same exercise, HDB's Plus projects carry subsidy recovery of 6% to 8% and its one Prime project 9%, due on the first sale and worked out on the resale price or valuation, whichever is higher, with 10-year MOPs.
  • Whole-flat letting: only once the owner has met the MOP, and only if the owner is a Singapore Citizen. HDB must approve or register the letting, occupancy is capped by flat type, and a non-citizen quota applies; when it is reached, the flat can be let only to Singaporeans and Malaysians.
  • Rooms rather than the whole flat: allowed in a 3-room or bigger flat, so an Oasis 4-room or 5-room qualifies. It needs no MOP, and the owner may be a Singapore Citizen or a Permanent Resident. A 2-room Flexi may not let a bedroom at all.
  • Short-lease 2-room Flexi flats: they can never be resold, so they are homes to live in, not assets to sell.

If you buy one on resale later. A buyer of a resale Standard flat who does not take the CPF Housing Grant faces no income ceiling. With the grant, or with an HDB housing loan, the ceiling for a family is $16,000 a month for HFE letters from 24 August 2026.

After five years, an Oasis flat can be sold on the open market with no share of the price going back to HDB as subsidy recovery.

Missed Fernvale Oasis: where does a Sengkang house-hunter look in late 2026?

Not to a new Sengkang BTO for now: HDB's preliminary November 2026 list, about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, has none, and as at 18 September 2026 HDB had announced no SBF after February 2026's. In Sengkang's resale market, 4-room flats with leases from 2015 sold for a median $670,000 from July 2025 to June 2026, more of them on Fernvale Link than on any other street.

At Fernvale Plains, HDB's final figures show first-timer families made 2.5 applications for each 4-room flat set aside for them. That rate belongs to October 2025; it says nothing about how crowded Oasis was a year earlier.

What comes next. HDB's preliminary list for November 2026, about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, has no Sengkang flats (our launch schedule has the list). The last Sale of Balance Flats, in February 2026, offered 4,320 flats, and as at 18 September 2026 HDB had not announced another. HDB's own advice for a new application is to 'consider applying to projects with lower application rates, such as those with an application rate of around one or lower', which you can read live during any open window.

Resale is the direct route into Sengkang.

Read the street column before the medians. Fernvale Link had more lease-from-2015 3-room, 4-room and 5-room resales than any other Sengkang street in the period (67 of the 339 lease-from-2015 4-room resales), so the young-flat medians lean more on that street than on any other. These are prices for other, completed flats with part of their lease already used, recorded after Oasis's application window; they are context for a buyer today, not a price for Oasis. Skip the CPF Housing Grant and HDB sets no income ceiling on a Standard or Unclassified resale flat, though an HDB housing loan still has one.
