Fernvale Plains BTO Review: 207 Community Care Apartments Drew 152 Applications; First-Timer Families Queued at 2.5 for a 4-Room

HDB's fifth Community Care Apartment project put assisted-living flats for buyers aged 65 and over alongside finished 4-room and 5-room family homes, on a 32-month estimate. We read both price lists, both queues and the cost a CCA's price leaves out.

Start with Block 481B. Of the 1,037 flats HDB offered at Fernvale Plains in October 2025, 207 were Community Care Apartments: open-layout, assisted-living flats for buyers aged 65 and over, in a block HDB places 'next to a future nursing home', sold on leases of 15 to 35 years with care services on subscription. It was HDB's fifth CCA project, and seniors sent in 152 applications for those 207 flats. The rest of Fernvale Plains is a Standard family estate with floor finishes, internal doors and sanitary fittings in the price and a 32-month estimated wait, and there the queue ran the other way: first-timer families faced 2.5 applications for every 4-room flat set aside for them. The application window closed on 22 October 2025 and HDB's rates are final. This review, as of September 2026, is written first for a senior, or the adult child helping one, and second for families.

Book the care apartment for the care it brings, and the family flat for its price

Key Takeaway

Fernvale Plains suits two different buyers. A senior who wants help close at hand met a short queue for its Community Care Apartments (0.7 applications per flat) but must also pay for a compulsory service package; a family got finished Standard 4-room and 5-room flats, with a 4-room start near the bottom of October 2025's BTO price list, a 32-month wait and a 4-room queue of 2.5.

Fernvale Plains is two offers under one name: a place to grow old with help nearby, and a finished Standard family flat at a low starting price. We rate both, for different reasons, and the one mistake we would avoid is judging the care apartments by their price tag.

For a senior, or the adult child helping one. The reason to look at Fernvale Plains is Block 481B. HDB put all 207 of its Community Care Apartments (CCAs) there, 'next to a future nursing home' in the brochure's words: open-layout flats with a wide, wheelchair-friendly main door, a large wheelchair-accessible bathroom and a fitted kitchen already installed, furnished communal areas on selected floors, and services such as 24-hour emergency response through a Basic Service Package that every resident must subscribe to. Seniors sent in 152 applications for the 207 flats. On a 30- or 35-year lease, the only two open in October 2025 when the youngest buyer or spouse was 65, prices ran from $88,000 to $122,000 before grants. If you hold a CCA queue number and want care built into where you live, we would book it, once you have priced the package, which comes on top of the flat's price.

If what you wanted was independence rather than services, the short-lease 2-room Flexi was the alternative in the same project, and a far more crowded one: seniors faced 4.2 applications per 2-room Flexi flat set aside for them, about six times the CCA rate.

For a family buying a 4-room or 5-room. Fernvale Plains' 4-room flats started at $344,000 before grants, $1,000 above Yishun Glade's, the lowest 4-room start in the October 2025 BTO exercise, and the price includes floor finishes, internal doors and sanitary fittings. HDB estimated a 32-month wait. HDB's own table of housing options named Fernvale Plains as one of only two projects whose 5-room a family earning $7,000 a month could buy 'with little or no cash payment'. The catch was the ballot: first-timer families faced 2.5 applications per 4-room flat set aside for them, the highest first-timer family 4-room rate among the exercise's five Standard projects. If your queue number reaches a flat, this is a sensible Standard home to book.

The application window closed on 22 October 2025 and HDB's rates are final. As of September 2026:

  • A CCA queue number, appointment still to come: book if the service model is what you want and the package fits your budget.
  • A 4-room or 5-room queue number, appointment still to come: book if 32 months from flat selection suits your plans; the finishes are already paid for in the price.
  • No number, or no luck: HDB's preliminary November 2026 list has no Sengkang flats. For seniors, it does include CCAs in Toa Payoh, and HDB is lowering the CCA age to 55 from that exercise.
  • Walking away has a cost: turning a number down or cancelling later carries HDB's penalties (see the last question in this review), so settle your decision before the appointment.

What HDB puts around it. The brochure places the project on a site 'bounded by Fernvale Drive, Fernvale Link, and Fernvale Street', and explains the name by 'the site's flatter terrain'. For transport, residents 'will be served by bus services and Kupang LRT Station, which connects to the Sengkang MRT/LRT station and bus interchange'. Inside the project, HDB lists two ground-level gardens, one with children's playgrounds, fitness stations and a hardcourt and the other 'a more tranquil setting'; elderly fitness stations; a multi-storey car park crowned with a roof garden and with a preschool on its ground level; and a common green beside the car park. HDB adds that the public may use the project's facilities too.

Five blocks on the site. Four are for sale and hold all 1,037 flats offered; the fifth is an HDB rental block. The CCAs are all in Block 481B.

The town's two earlier Fernvale launches. In our data, Sengkang's BTO launches from October 2024 to July 2025 were Fernvale Oasis and Fernvale Sails, both Standard and both in October 2024; we name them for orientation only. HDB offered no other Sengkang project in the October 2025, February 2026 or June 2026 exercises.

We have not visited the site. HDB's brochure encourages applicants to visit the place before booking, and its location map and site plan are worth reading block by block.

The ceilings October 2025 applicants were tested on. They were the ones then in force: $14,000 a month for a family buying a 4-room or 5-room ($21,000 for an extended family), $14,000 for seniors buying a CCA or a short-lease 2-room Flexi, and $7,000 for a 2-room Flexi on a 99-year lease. HDB has since raised them to $16,000, $24,000 (provided no family nucleus exceeds $16,000), $16,000 and $8,000, for anyone whose HFE application is dated 24 August 2026 or later.

Block 481B: what a Community Care Apartment's price pays for, and what it does not

HDB's launch release called Fernvale Plains 'the fifth CCA project to be launched'. Its brochure describes the CCA as 'an assisted living public housing concept designed to integrate senior-friendly living with on-site social activities, and customised care services according to the individual's care needs in their silver years'. Here is that concept in money and in rules.

Built in and paid for. Each CCA is 39 sqm (420 sq ft) including the air-con ledge and 36 sqm inside, with 'an open layout' and easy-to-slide partitions that can separate the living and bedroom spaces. HDB lists, already installed: vinyl strip flooring in the living, dining and bedroom areas and tiles in the kitchen, bathroom and household shelter; a digital lock; a wide, wheelchair-friendly main door with a built-in bench beside it; a large wheelchair-accessible bathroom with slip-resistant flooring, grab bars and a water heater; a built-in wardrobe and cabinets; a kitchen with an induction hob and cooker hood, with the option of a lower countertop; and window grilles. HDB's Annex A: 'CCA prices include costs of pre-installed senior friendly fittings and features, and do not include the costs of the mandatory Basic Service Package and optional services.'

Paid for separately. Residents 'will have to subscribe to a Basic Service Package', which the brochure says includes '24-hour emergency response and dedicated programming'. An on-site community manager helps arrange add-on care and support (with 'additional charges'), handles simple home fixes and organises activities, and optional care services cost extra. HDB publishes the package's pricing on its Community Care Apartments page; it is not in the launch documents this review is built from, so we give no figure.

The price depends on the lease.

The lease must cover every buyer and spouse to at least age 95. With October 2025's minimum age of 65, the youngest buyers could choose only 30 or 35 years (65 plus 30 is 95), and a younger spouse, whom the lease must also cover, narrows the choice further; the shorter leases were for older buyers.

After grants: HDB's $5,000. HDB's own table put a CCA on a 30-year lease from $88,000, or from $5,000 after grants, and explained why the figure never reaches zero: 'Buyers need to pay 5% of the published price using their CPF and/or cash savings when their EHG amount exceeds 95% of the published price.' That illustration assumes a grant big enough to cover the rest, and HDB's grant for a single tops out at $60,000, so a senior buying on their own pays well above $5,000 even with the full grant. The Enhanced CPF Housing Grant bands used in this review are first-timer grants (up to $120,000 for a household earning up to $1,500 a month, none above $9,000); if you have bought a subsidised flat before, do not assume the $5,000 applies to you, and let your HFE letter settle it.

No loan for this flat. There is no housing loan for a CCA or a short-lease flat. HDB's wording: 'Housing loan is not allowed for the purchase of short-lease 2-room Flexi flats and CCAs', so you pay from CPF savings and/or cash (our step-by-step BTO guide covers the payment stages).

Help for right-sizers. HDB's October 2025 release: 'Eligible seniors who right-size to a CCA or 2-room Flexi flat may apply for the enhanced Silver Housing Bonus (SHB) of up to $40,000 when the enhancement takes effect in December 2025.' The same release's cash bonus of up to $30,000 was for seniors buying a 3-room flat, which Fernvale Plains did not offer. HDB sets the conditions; check them with HDB before counting on the bonus.

If you own private property. Buyers aged 55 and above of a short-lease 2-room Flexi or a CCA are an exception to HDB's no-private-property rule: they may keep it until 6 months after the purchase.

Who could apply in October 2025. Only buyers aged 65 or over. On 13 July 2026 HDB said it is lowering the age 'from 65 to 55 years old' from the exercise then planned for October 2026, now November.

At Fernvale Plains the CCA's price is a one-off sum; the care that makes it a CCA is a subscription.

Was a Fernvale Plains Community Care Apartment hard to get?

HDB's rate is the number of applications from a group divided by the flats set aside for that group. Only seniors can buy a CCA, so the 0.7 sets all 152 applications against all 207 flats: more flats than applications. Two cautions before reading that as a walkover. HDB still checks every applicant's eligibility, and booking follows the queue numbers from the ballot. And HDB says about 20% of applications are repeat applications from households that tried in earlier launches and may not have booked yet.

Why so few? HDB does not say, and we cannot know what each household weighed. Several features of the offer, all visible during the application window, may have narrowed the field:

  • Age. A CCA buyer had to be 65 or older; a short-lease 2-room Flexi was open from 55.
  • A running cost. The Basic Service Package is compulsory and comes on top of the price.
  • Lease and loan. Leases run from 15 to 35 years and there is no housing loan, so the flat is paid for from CPF savings and/or cash.
  • A newer kind of flat. Fernvale Plains was only HDB's fifth CCA project.

Any of these may have mattered; none is a reason HDB has given.

Set it beside the 2-room Flexi row. In the same project, seniors faced 4.2 applications per 2-room Flexi flat set aside for them. Of the two queues HDB rated for seniors at Fernvale Plains, the CCA's was much the shorter.

What more flats than applications can lead to. A Sale of Balance Flats (SBF) exercise offers flats left over from earlier BTO launches, and HDB's February 2026 SBF included CCAs (our SBF guide has its figures). Whether any Fernvale Plains CCAs are left over, and whether HDB puts them into a future SBF, is HDB's decision; as at 18 September 2026 it had not announced another SBF after February 2026's 4,320 flats.

Care apartment or short-lease 2-room Flexi: the trade a senior at Fernvale Plains was making

A $5,000 to $9,000 gap that is not like for like. At 30 years, a CCA cost $5,000 more than a Type 1 2-room Flexi at the bottom of the range and $9,000 more at the top, for 2 sqm less floor area. But the CCA's price already includes its kitchen, wardrobe, window grilles and water heater, while on a short-lease 2-room Flexi those come through HDB's Optional Component Scheme (OCS), and 'the cost of these optional components will be added to the price of the flat'. The CCA's digital lock, wide main door and wheelchair-accessible bathroom are not on the brochure's OCS list at all. Count the fittings and the CCA's premium shrinks by whatever the OCS package costs; the difference that remains is the CCA's compulsory service package. For a senior under 65 in October 2025, the choice did not exist. The CCA was closed to you, and a short-lease 2-room Flexi still had to run to age 95, so a 55-year-old needed a 40- or 45-year lease: $94,000 to $123,000 for Type 1, or $113,000 to $148,000 for Type 2.

The 2-room Flexi row with only one rate on it. HDB printed a rate for seniors (4.2) and none for first-timer families, second-timer families or first-timer singles, although the row drew 1,045 applications in all. HDB does not explain the blanks, but its quota rules offer a likely reading. Seniors' share of each project's 2-room Flexi flats has a floor set in units as well as a percentage, and a batch of 100 is small enough for that floor to take every flat (our application rates guide sets out HDB's rule). A rate needs flats set aside to divide by. If that reading is right, Fernvale Plains' 2-room Flexi was in effect a seniors' flat in October 2025, and a single or young couple hoping for one had no flats set aside for them.

Parents and children in one project. From October 2025, HDB's Family Care Scheme (Joint Balloting) let parents and their children 'jointly apply for two units in the same BTO project, where there are 2-room Flexi or 3-room flats offered', with up to 15% of the 2-room Flexi and 3-room flats set aside for parents and up to 15% of the 2-room Flexi to 5-room flats for their children. Fernvale Plains, with 2-room Flexi flats alongside 4-room and 5-room ones, fits that description. HDB's wording names 2-room Flexi and 3-room flats for the parents, not CCAs; if you want a CCA near your children's flat, ask HDB how the scheme applies before planning around it.

For a senior who wants care on the doorstep, the CCA was the better-equipped flat and the far shorter queue; for one who wants more room and no subscription, the 2-room Flexi was the independent choice, behind a seniors' rate about six times higher.

What the '~' is worth here. HDB's '~' in the price list means these prices include floor finishes, internal doors and sanitary fittings, and its own without-finishes prices value them at $8,000 on a 4-room and $9,000 to $10,000 on a 5-room. From October 2025 to June 2026, the BTO projects with finishes built in were exactly HDB's Shorter Waiting Time projects (our renovation guide lists them); you still plan and pay for the rest of the fit-out yourself.

Against the rest of October 2025. The 4-room start of $344,000 was $1,000 above Yishun Glade's $343,000, the lowest 4-room start in the exercise, and below Chencharu Grove's $358,000. HDB's release illustrated a 4-room Standard flat 'starting from $263,000' after grants across the whole exercise; Fernvale Plains' own row was $264,000. At the top, a Fernvale Plains 4-room reached $472,000, against $415,000 at Yishun Glade and $439,000 at Chencharu Grove, so its range runs wider rather than cheaper all the way up. What a first-timer family pays after the grant, at the lowest price of each type:

HDB's EHG bands, on average gross monthly household income over the 12 months before the HFE application; none above $9,000. Your HFE letter decides your grant.

The rung HDB gave Fernvale Plains. HDB's release listed what households could buy 'with little or no cash payment' at typical selling prices, with CPF servicing the loan. At $7,000 a month (EHG $30,000): a 4-room in any Standard project, and a 5-room Standard flat in just two, Fernvale Plains and Chencharu Grove. At $9,000 (EHG $5,000): the Fernvale Plains 5-room again, with Teban Heights and Chencharu Grove. At $4,000, HDB's 4-room picks were Yishun Glade and Chencharu Grove, not Fernvale Plains.

On a loan. A full HDB loan of 75% over 25 years, assessed at HDB's 3.0% floor, needs a household income of $4,078 a month for the cheapest 4-room and $5,525 for the cheapest 5-room, before any grant lowers the price (our arithmetic on HDB's loan rules).

Set against the resale flats HDB picked.

HDB chose these comparables and itself cautions that they differ from the new flats in their attributes; the gap is our arithmetic. HDB gave no comparable for the CCA.

Both family flat types were priced below HDB's resale comparables, which are older flats with about 90 years left against a fresh 99-year lease. Read the gap as what HDB's pricing saves you against those flats at purchase, not as a gain to count on later.

For a family, the value case is the 4-room's low start with the finishes paid for; the 5-room is the flat HDB itself put within reach of a $7,000 household.

What 2.5 means for a family. About one flat for every 2.5 applications from first-timer families, counted against the flats set aside for them. It measures the crowd, not your odds: HDB shortlists up to 200% of supply so that later numbers can book when earlier ones drop out, and HDB says about 20% of applications come from households that also applied in earlier launches, some of whom may still be waiting to book. Ballot chances then weight the draw. First-Timer (Parents & Married Couples) families get three, plus first priority under the Family and Parenthood Priority Scheme for a 4-room or smaller flat in a Standard project; other first-timer families get two; second-timer families one. Because Fernvale Plains is Standard, a first-timer family unsuccessful in two or more Standard BTO applications gets one more chance for each later Standard application, up to five in total for FT(PMC) families and four for others. Second-timer families, with a much smaller share of the flats, faced 15.0 and 17.1.

Fernvale Plains against the other nine. HDB's median first-timer family rate for 3-room and bigger flats in October 2025 was 1.9, and Fernvale Plains was above it on both rows:

Why the longer queue? HDB does not say. Fernvale Plains offered things families could see during the window: a 4-room start near the bottom of the list, finishes in the price, a wait under three years, and the only Sengkang flats in the exercise. None of those settles it on its own: Yishun Glade and Chencharu Grove offered similar 4-room starts, finishes and 31-month waits, and their shared 4-room row drew 1.8. The town itself is one possibility that no price list captures; we cannot test it, and a rate describes a closed exercise, not the next one.

The wait. HDB's Annex A estimate is 32 months, about 2 years and 8 months, measured from the median month of flat selection to the median projected completion month of the project's blocks. That is under 36 months, which makes Fernvale Plains one of the exercise's Shorter Waiting Time projects; the brochure calls them 'Shorter Waiting Time (SWT) flats with waiting times of less than 3 years'. The clock starts at flat selection, months after the application window closed, and HDB publishes no completion date: once you have booked, follow the Probable Completion Date on MyHDB Page (our wait-times guide explains both). HDB's brochure note also applies: the residential blocks 'may be completed ahead of the proposed precinct facilities'.

Of October 2025's Standard 4-rooms, Fernvale Plains' drew first-timer families hardest; if your number reaches a flat, the price and the finishes justify booking it.

Price the Basic Service Package, not just the flat, before you book a care apartment

Where the youngest buyer or spouse was 65, a Fernvale Plains CCA cost $88,000 to $122,000 before grants on a 30- or 35-year lease, but that buys the flat and its fittings, not the care: the Basic Service Package is compulsory, is not in the flat's price and is priced on HDB's CCA page, and extra care costs more. Add the package's cost over your expected stay to the flat's price, and compare that total with your alternatives.

Much of what sets a Fernvale Plains CCA apart from an ordinary small flat, such as the 24-hour emergency response and the programmes, arrives through a subscription that is compulsory and priced separately from the flat. The flat is paid for once; the package is not part of that payment. HDB's Annex A is plain that CCA prices 'do not include the costs of the mandatory Basic Service Package and optional services', and the brochure adds that add-on care arranged through the community manager carries 'additional charges'.

We do not quote the package's cost, because it is not in the HDB launch documents this review is built from. Take HDB's current pricing from its Community Care Apartments page, check how it is charged and for how long, work out what it comes to over the time you expect to live in the flat, and add that to the price before you compare a CCA with a short-lease 2-room Flexi, a resale flat or staying where you are. HDB's $5,000 after-grant illustration makes the flat itself look cheap; the package is where the cost of the care model sits.

If the services are why you want the flat, that sum may well look like value, and at Fernvale Plains the CCA queue was shorter than the supply. If they are a cost you would rather not carry, a short queue is not a reason to book.

Can a Fernvale Plains flat be sold or let out later, and is a CCA different?

The 4-room, 5-room and 99-year 2-room Flexi flats are Standard: after the 5-year MOP you may sell on the open market, with no subsidy recovery, or let the whole flat if you are a Singapore Citizen owner with HDB's approval. A 4-room or 5-room may let spare bedrooms even before the MOP; a 2-room flat may not. Short-lease 2-room flats can never be resold. HDB's launch documents do not set out a CCA's own resale or letting rules; it is also sold on a short lease, so buy it as a home to age in and ask HDB about your options.

The family flats are Standard, the lightest of HDB's three sets of rules.

  • Selling: after the 5-year minimum occupation period (MOP), on the open market. Standard flats carry no subsidy recovery, unlike Plus and Prime flats (our prices guide compares the three). A buyer of a resale Standard flat who does not take the CPF Housing Grant faces no income ceiling.
  • Letting it out whole: only once the owner has met the MOP, and only if the owner is a Singapore Citizen. HDB must approve or register the letting, occupancy is capped by flat type, and a non-citizen quota applies; when it is reached, the flat can be let only to Singaporeans and Malaysians.
  • Letting a spare bedroom: allowed in a 3-room or bigger flat, so a Fernvale Plains 4-room or 5-room qualifies. It needs no MOP, and the owner may be a Singapore Citizen or a Permanent Resident. A 2-room Flexi may not let a bedroom at all.

The seniors' flats are different in kind. Our MOP guide notes that some 2-room flats are 'on short leases that can never be resold'. A CCA is also sold on a short lease, of 15 to 35 years here, and with no housing loan; HDB's launch documents do not set out a CCA's own resale or letting rules. Buy either as the home you intend to age in; if your needs may change, for example if you come to need more care than the flat is built for, ask HDB what your options would be before you book.

If Fernvale Plains passed you by, where do seniors and Sengkang families look next?

HDB's preliminary November 2026 list has no Sengkang flats but does include CCAs in Toa Payoh, and HDB lowers the CCA age to 55 from that exercise. As at 18 September 2026 HDB had announced no SBF after February 2026's. In Sengkang's resale market, 4-room flats with leases from 2015 sold for a median $670,000 from July 2025 to June 2026, more of them on Fernvale Link than on any other street.

Before your appointment, if you still have one. Decide first, book second. If you do not select a flat when invited, first-timer families are 'placed in the second-timer category for a 1-year period', and singles and second-timers 'will not be able to participate in any sales exercises for a 1-year period'; HDB waives this when there are '10 or fewer BTO flats' left to choose from. Book and then pull out, and HDB keeps the option fee ($500 for a 2-room Flexi, $2,000 for a 4-room or bigger; ask HDB for a CCA's); pull out once the Agreement for Lease is signed and it keeps 5% of the price in place of that fee. In both cases a year's wait follows before you can apply again.

Seniors. HDB's preliminary November 2026 list, about 7,960 flats in six towns, includes CCAs in Toa Payoh (our launch schedule has the list). From that exercise HDB lowers the CCA age 'from 65 to 55 years old'; HDB says HFE letter holders who applied before turning 55, but turn 55 before the exercise, 'must re-apply for an HFE letter if they wish to apply for a CCA'. One thing to check if you are under 60: October 2025's longest CCA lease was 35 years, and the lease must reach age 95, so look at the lease options HDB offers younger buyers when it publishes November's prices. The Sale of Balance Flats is the other route: February 2026's SBF offered 4,320 flats, CCAs among them, and as at 18 September 2026 HDB had not announced another.

Families. No Sengkang flats appear on HDB's preliminary November list. HDB's own advice is to 'consider applying to projects with lower application rates, such as those with an application rate of around one or lower'. If Sengkang is the point, the resale market is the direct route:

Read the street column before the medians. Fernvale Link, one of the three roads HDB names as bounding Fernvale Plains, had more lease-from-2015 3-room, 4-room and 5-room resales than any other Sengkang street in the period, so that street weighs more than any other in the young-flat medians (67 of the 339 lease-from-2015 4-room resales). They are prices for other, completed flats with part of their lease already used, not a price for Fernvale Plains. Skip the CPF Housing Grant and HDB sets no income ceiling on a Standard or Unclassified resale flat.

The gaps we left open on purpose. No completion date: HDB publishes only an estimated wait in months. No resale price, rent or return for Fernvale Plains, which is unbuilt and has never been resold, and no forecast of its value; the town figures describe other flats. No price for the Basic Service Package, which HDB publishes separately. No reason for any queue's length, because HDB gives none. This is a desktop analysis, not a site or showflat visit.
