
Towner Breeze BTO Review: Kallang/Whampoa's Only 2-Room Flexi Flats of October 2024, on Plus Terms at 8%
One tower of 35 to 40 storeys beside Sungei Whampoa: 38 smaller and 101 larger 2-room Flexi flats and 216 4-rooms, sold as Plus flats with 8% of the first resale price or HDB's valuation, whichever is higher, owed to HDB. We read the Kallang/Whampoa Plus price row it shares with Kallang View, the two separate rules that keep its 2-room Flexi from ever being let, and who each flat type suits.
Towner Breeze is one of HDB's two Plus projects in Kallang/Whampoa from the October 2024 BTO exercise (Kallang View is the other), now closed: 355 flats in Block 118A, with 2-room Flexi flats from $216,000 and 4-rooms at $522,000 to $727,000 before grants, an estimated 48-month wait and 8% of the first resale price or HDB's valuation, whichever is higher, owed to HDB. HDB's October 2024 application rates no longer survive, so there is no queue figure to weigh. Our verdict: the 4-room suits a family settled in Kallang/Whampoa long past the ten-year MOP; the 2-room Flexi suits only an owner who will live in it, because it can never be let, whole or by the room.
HDB printed a single Kallang/Whampoa Plus line in its October 2024 table of starting prices, and two of its three prices belong to Towner Breeze. The 2-room Flexi "from $216,000" is Towner Breeze's alone, because Kallang View sold none; the 4-room "from $522,000" is Towner Breeze's cheapest 4-room, below anything Kallang View offered; only the 3-room line is Kallang View's, since Towner Breeze sold no 3-room flats. Behind the row stands one block, 118A, of 35 to 40 storeys beside Sungei Whampoa, holding 355 Plus flats: 38 smaller and 101 larger 2-room Flexi flats and 216 4-rooms. Plus means a ten-year MOP, no whole-flat letting ever and 8% of the first resale price or valuation, whichever is higher, back to HDB, and the 2-room Flexi carries a second, separate bar, because no 1-room or 2-room flat may let a bedroom. Applications closed on 23 October 2024. Nearly two years on, we write, as of September 2026, for the households waiting on these flats, for future resale buyers who would inherit the Plus rules, and for anyone deciding what to try next in the town.
Towner Breeze splits by flat type: a 4-room that suits a settled family, and a 2-room Flexi that works only as your own home
Keep a Towner Breeze 4-room if your family plans to stay in Kallang/Whampoa long past the ten-year MOP: as a Plus flat it carries that MOP, no whole-flat letting and 8% of the first resale price or valuation, whichever is higher, to HDB, but a spare bedroom may still be let. Keep a 2-room Flexi only as your own home, because Plus rules bar whole-flat letting and a separate HDB rule bars bedroom letting in any 1-room or 2-room flat.
Applications for Towner Breeze ran from 16 to 23 October 2024. By September 2026 the booking stage is long finished, and this review is written for three kinds of reader: households waiting on a flat in Block 118A, future resale buyers who would take on the Plus rules with the flat, and anyone deciding what to try next in Kallang/Whampoa.
One gap first. HDB's October 2024 results page is no longer online, and no copy of its figures survives in the Internet Archive, so this review gives no application rates for Towner Breeze and makes no guess at how crowded its queues were. What HDB's documents still show is the flat, its price, its classification and its wait, and that is what we weigh. Our rates guide covers the exercises whose figures survive.
Our recommendation: a Towner Breeze 4-room is worth keeping for a family that plans to stay in Kallang/Whampoa long past the ten-year MOP; a 2-room Flexi is worth keeping only by the person who will live in it, because no HDB rule lets it be let, whole or by the room.
- Waiting on a 4-room: keep it if ten years before an open-market sale fits your plans. The cheapest Kallang/Whampoa Plus 4-room HDB listed, from $522,000 before grants, was a Towner Breeze flat, and at the other end $727,000 was the highest Plus 4-room price on HDB's October 2024 list. HDB can approve a tenant in a spare bedroom; it never allows the whole flat to be let.
- Waiting on a 2-room Flexi: keep it as your own home or not at all. Plus flats may never be let whole, and no 1-room or 2-room flat may let a bedroom, so neither route to a tenant exists here, now or after the MOP. Once the ten-year MOP is met you may sell on the open market, and HDB then takes 8% of the higher of the price and its valuation.
- Aged 55 or above, on a short lease: HDB priced these from $72,000 for a 15-year lease. Its conditions for short-lease flats differ from the 99-year rules below, so confirm them with HDB before relying on this review's selling and letting sections.
- Missed Towner Breeze: HDB's preliminary list for November 2026 has no Kallang/Whampoa flats, so no new flat in the town is in sight for now; the last FAQ covers resale and the SBF.
- Thinking of buying one second-hand: you would face an income ceiling even without a grant, the same ban on whole-flat letting and a ten-year MOP of your own.
The Plus terms are the same across Block 118A; what differs is room to adjust: a 4-room can take a tenant in a spare bedroom, while none of the 38 smaller or 101 larger 2-room Flexi flats can, and no flat in the block can go on the open market until its ten-year MOP is met.
Block 118A, a single tower of 35 to 40 storeys by Sungei Whampoa: what HDB put up for sale
Towner Breeze is a single Plus block, 118A, of 35 to 40 storeys in Kallang/Whampoa, which HDB describes as bounded by May Road and the Central Expressway and beside Sungei Whampoa. It offered 355 flats in October 2024 (38 2-room Flexi of 39 sqm, 101 of 48 sqm and 216 4-rooms of 90 sqm) from $216,000 to $727,000 before grants, with a 48-month estimated wait and 8% subsidy recovery.

The site in HDB's own words. The brochure's own description: "Bounded by May Road and Central Expressway, Towner Breeze comprises a single residential block ranging from 35 to 40 storeys in height". The name, HDB says, was chosen "to reflect its location beside Sungei Whampoa". For public transport it names buses and one station: "Those taking public transport will be served by bus services along Towner Road and Boon Keng MRT Station." For drivers it lists routes to the PIE and CTE that start from Towner Road or McNair Road. HDB gives no distance or walking time, and we add none.
What comes with the block. HDB lists "a Multi-Storey Car Park (MSCP), a preschool, and an eating house located on the first floor", with playgrounds and fitness stations "within green spaces", and says the project's facilities "will be accessible by the public". Its site plan, which we read on the rendered brochure page, puts the preschool on the car park's first storey and marks the car park's roof garden as accessible. The same plan shows the Whampoa Park Connector on the far bank of Sungei Whampoa, existing public housing across May Road, across the river and across the expressway, an existing utility beside the plot, and an electrical substation and a utility centre on the car park's first storey. The brochure also notes that blocks "may be completed ahead of the proposed precinct facilities".
Stack by stack. Read on the rendered unit-distribution page, Block 118A steps up from 35 storeys to 40. The larger 2-room Flexi flats fill three stacks in the 35-storey section; the smaller ones form a single stack that rises through the 40-storey section; and the 4-rooms take six stacks spread over both. The eating house and a precinct pavilion sit on the first storey.
On noise, HDB's general words only. The brochure names no disamenity specific to Towner Breeze. Its general notes, which name no project, say housing "may be located near roads, railways, airbases, construction sites" and that residents "may experience related disamenities including but not limited to higher noise levels and smell nuisance". HDB encouraged applicants to visit the place before booking; owners-to-be can still see the surroundings for themselves. We make no claim about noise at this block.
One block, 355 flats and two flat types, set between May Road, the Central Expressway and Sungei Whampoa, and HDB's brochure puts a distance on none of those neighbours.

HDB's October 2024 starting-price table has one Kallang/Whampoa Plus row covering Kallang View and Towner Breeze. Its 2-room Flexi line (from $216,000, or $96,000 after an assumed $120,000 grant) and its 4-room line (from $522,000, or $467,000 after an assumed $55,000) are Towner Breeze's flats; the 3-room line is Kallang View's, since Towner Breeze sold no 3-room flats.
HDB's October 2024 launch release gives its starting prices, before and after grants, one row per town and classification (Table 1). Kallang View and Towner Breeze were the town's two Plus projects, so they share one row, and each "from" price is the cheaper of the two projects' flats of that type:

Reading the $96,000. It assumes the Enhanced CPF Housing Grant's top band of $120,000, which goes to first-timer families with household incomes of up to $1,500 a month; HDB had announced on 20 August 2024, shortly before this launch, that the maximum was rising from $80,000. A single cannot reach it: the EHG for singles stops at $60,000, and a single also pays HDB's additional $15,000 on a new flat. The 2-room Flexi FAQ below works through both.
Reading the $467,000. The $55,000 is the grant HDB assumed for a Plus 4-room, not what every buyer receives; the 4-room FAQ below prices the cheapest 4-room at four household incomes.

Towner Breeze's 4-room range opened below Kallang View's and closed above it, so both ends of the Kallang/Whampoa Plus 4-room list sat in Block 118A. HDB prices each unit and publishes no reason why one project's range is wider than another's, and we offer none. The two Plus projects share the 8% and the ten-year terms; Towner Breeze's estimate is five months longer. It was also the only one of the town's three October 2024 projects to sell 2-room Flexi flats.
Both the cheapest and the dearest Kallang/Whampoa Plus 4-room on HDB's October 2024 BTO list were Towner Breeze flats, and so was every 2-room Flexi the town offered in that exercise.
What did a Towner Breeze 2-room Flexi cost a single, a family or a senior?
Before grants, the smaller 2-room Flexi (39 sqm) cost $216,000 to $280,000 and the larger (48 sqm) $252,000 to $328,000 on a 99-year lease. A first-timer single aged 35 or above pays $15,000 more, so the cheapest would have come to $206,000 after a $25,000 grant on an income of $3,000; a first-timer family on $3,000 would have paid $121,000. Seniors could buy on a 15- to 45-year lease from $72,000.

The joint-highest 2-room Flexi start on October 2024's BTO list. No project in the exercise started its 99-year 2-room Flexi flats higher than Towner Breeze's $216,000; Bayshore Vista's smaller type started at the same figure.
For a single aged 35 or above. October 2024 was the first exercise in which HDB let eligible first-timer singles "apply for new 2-room Flexi flats across all locations where such flats are available"; until then they were "limited to applying for projects in non-mature estates". Towner Breeze's 2-room Flexi flats were open to them from the start. A single pays HDB's additional $15,000, folded into the price:

HDB's own income ladder in the release shows which flats HDB judged a single could buy "with little or no cash payment". At $2,000 a month it named Standard 2-room Flexi flats at Taman Jurong Skyline and Fernvale Oasis; at $3,000 it added Fernvale Sails, West BrickVille @ Bukit Batok and one Plus option, "a 2-room Flexi Plus flat at Kembangan Wave". Towner Breeze was on neither rung. The ladder works from typical selling prices, with CPF servicing the loan, so it is HDB's illustration of affordability, not a bar on applying.

Grant bands are HDB's; the EHG is set on the household's average gross monthly income across the 12 months before its HFE application. The family ceiling for a 99-year 2-room Flexi was $7,000 for this exercise's applicants and is $8,000 for HFE letters from 24 August 2026.
Borrowing for a 2-room Flexi. On a full 75% HDB loan over 25 years, with the instalment worked out at HDB's 3.0% floor rate and held to 30% of income, and with prices taken before grants, the cheapest smaller 2-room Flexi ($216,000) calls for a household income of $2,561 a month and the dearest larger one ($328,000) for $3,889. The rate HDB actually charges is below that 3.0% test rate, and any grant shrinks the loan.
At 55 and above, on a short lease. Seniors could take either type on a lease of 15 to 45 years, provided it covers every buyer and spouse to at least age 95; the brochure adds grab bars in short-lease flats.

A single on $3,000 a month would pay $206,000 for Towner Breeze's cheapest 2-room Flexi after the grant, and HDB's own ladder for that income pointed to Kembangan Wave, not Block 118A, as its Plus option.
How far do grants bring a Towner Breeze 4-room down, and what household income does it take?
The 4-room (90 sqm) cost $522,000 to $727,000 before grants; no Plus 4-room in October 2024 had a higher top price. After the EHG the cheapest would have come to $427,000 for a first-timer family earning $3,000 a month and $517,000 at $9,000, against HDB's own illustration of $467,000. On our test (a full 75% HDB loan over 25 years at HDB's 3.0% floor, repayments held to 30% of income), the cheapest needs a household income of $6,188 and the dearest $8,619.

Borrowing for the 4-room. On the same full-loan test (75% over 25 years, 3.0%, 30% of income, before grants), the cheapest 4-room ($522,000) means a $391,500 loan, a $1,857 monthly repayment and a household income of $6,188; the dearest ($727,000) means $545,250, $2,586 and $8,619. Both sit below the $14,000 family ceiling October 2024 applicants were assessed on; for HFE letters from 24 August 2026 the ceiling is $16,000, or $24,000 for an extended family (up from $21,000). HDB cut its loan limit from 80% to 75% from this exercise.
Who HDB's release put within reach of a 4-room. For families earning $7,000 (EHG $30,000), HDB's release named Plus 4-rooms in two projects only, Kembangan Wave and Central Trio @ AMK; for $9,000 (EHG $5,000) it said "most of the Standard, Plus and Prime flats", naming none. Towner Breeze did not appear at the $7,000 rung.
The top of the Plus list. Towner Breeze's $727,000 was the highest Plus 4-room price on HDB's October 2024 BTO list; only Crawford Heights, the exercise's one Prime project, went higher, to $759,000. At the bottom, four Plus projects started their 4-rooms below $522,000: Kembangan Wave, Central Trio @ AMK, Bayshore Palms and Bayshore Vista.
Against HDB's own comparables. HDB set the 4-room against nearby resale 4-rooms of 93 sqm with about 92 years of lease left, which sold for $955,000 to $1,170,000. Midpoint to midpoint, Towner Breeze's range sits 41% below HDB's resale comparables (our arithmetic). HDB's caution: "The differences in attributes between the resale comparables and the new flats should be taken into account when making a comparison." HDB found no nearby comparable for the 2-room Flexi. The gap describes other flats' prices, not what a Towner Breeze flat will ever sell for.
Grants take Towner Breeze's cheapest 4-room from $522,000 to between $427,000 and $517,000 for a first-timer family, and the loan test for the dearest, at $727,000, asks for a household income of $8,619 a month.
October 2024's seven Plus projects side by side: Towner Breeze at 8%, 48 months and the dearest Plus 4-room at the top of its range
Towner Breeze was one of seven Plus projects in October 2024, the first exercise under HDB's Standard, Plus and Prime framework. Its 8% subsidy recovery matched Merpati Alcove's and Kallang View's as the highest of the exercise's Plus projects (the Bedok and Ang Mo Kio ones carried 6% or 7%); only Central Trio @ AMK had a longer Plus estimate than its 48 months; and its $727,000 was the top Plus 4-room price.
October 2024 was the first exercise HDB ran under its Standard, Plus and Prime framework: 8,573 flats in 15 projects, which HDB called "the largest number of projects launched in a single BTO exercise to date". Seven of them were Plus:

What HDB said about the percentages. HDB set 6% for Central Trio @ AMK and Kembangan Wave, 7% for Bayshore Vista and Bayshore Palms, 8% for Merpati Alcove, Kallang View and Towner Breeze, and 9% for Crawford Heights, the Prime project. It explained two of those settings in its own words: the Bayshore pair "are more favourably located near East Coast Park and a proposed sports and recreation facility", and Merpati Alcove "is right at the doorstep of Mattar MRT station and closer to the city centre". We invent no reason for Kallang/Whampoa's 8%.
8% against the Plus launches that followed. Up to June 2026, HDB never set a Plus BTO project above 8%: Merpati Alcove and Kallang View matched it in this exercise, and Stirling Horizon, Kebun Baru Breeze and Kebun Baru Ridge did later; every other Plus BTO project launched from October 2024 to June 2026 carried 6% or 7%.
Where the Standard projects sat. The Standard projects' 4-rooms started at $290,000 (Taman Jurong Skyline) to $481,000 (Costa Riviera I & II), with no subsidy recovery and a five-year MOP, so Towner Breeze's $522,000 start was above all of them. Three of them, West BrickVille @ Bukit Batok, Fernvale Oasis and Fernvale Sails, also included floor finishes, internal doors and sanitary fittings in the price; HDB printed no without-finishes prices that year, so no dollar adjustment can make them like for like.
Waits. Among the seven Plus projects, only Central Trio @ AMK had a longer estimate than Towner Breeze's 48 months; the FAQ on the wait below sets it against the whole exercise.
Among October 2024's Plus projects, Towner Breeze paired the joint-highest clawback, 8%, with the second-longest wait and the top 4-room price, while its 4-room start was the fifth-lowest of seven.
Plus in Block 118A: 8% of the first sale, ten years before it, and two letting rules that land differently on each flat type
Towner Breeze is Plus: no open-market sale until the ten-year MOP is met, no whole-flat letting ever, and 8% of the higher of the resale price and HDB's valuation owed on the first sale ($8,000 per $100,000). A separate HDB rule bars bedroom letting in any 1-room or 2-room flat, so the 2-room Flexi can never be let at all, while a 4-room may let a spare bedroom with HDB's approval.
Whatever a household paid for a Towner Breeze flat, the classification stays with the flat. HDB set the terms at launch, and they fall on the two flat types like this.
What the 8% takes, and when. When the flat is first sold, HDB collects 8% of the resale price or its own valuation, whichever is higher: $8,000 on every $100,000, or $80,000 on every $1,000,000. It is due whenever that first sale happens, however long after the MOP, and does not shrink with time. We make no estimate of any sale price.
Ten years before a sale. Plus flats carry a ten-year MOP, against five for Standard flats, counted from the legal completion of your purchase and only for time you actually live there; our MOP guide explains HDB's count. HDB's 48-month estimate comes first.
Letting rule one: never the whole flat. HDB's rule for Plus flats: owners can never rent out the whole flat, even after the ten-year MOP, and the restriction binds anyone who later buys it. Standard flats work differently: once the MOP is met, a Singapore Citizen owner may let the whole flat with HDB's approval.
Letting rule two: no bedroom in a 2-room flat. Quite apart from classification, HDB lets only a 3-room or bigger flat rent out spare bedrooms; a 1-room or 2-room flat may not rent out a bedroom at all. Where bedroom letting is allowed, it needs no MOP, and the owner may be a Singapore Citizen or a permanent resident.

The terms your eventual buyer takes on. Anyone buying a Plus flat on resale faces an income test even if they take no grant; a grant-free buyer of a resale Standard or unclassified flat faces none. On HFE letters applied for from 24 August 2026, the limits are $16,000 a month for a family, $24,000 for an extended family and $16,000 for a single aged 35 or above without the Singles Grant; before that date they were $14,000, $21,000 and $14,000. The buyer also inherits the letting ban and, as our MOP guide notes, starts a ten-year MOP of their own.
Every flat in Block 118A shares the 8%, the ten years and the whole-flat ban; only the 216 4-rooms keep the right to let a spare bedroom.
Two separate rules keep tenants out of a Towner Breeze 2-room Flexi, so it has to work as your own home for the whole ten years
The biggest thing to weigh is that a Towner Breeze 2-room Flexi has no fallback. Plus rules bar whole-flat letting for good, a separate HDB rule bars bedroom letting in any 1-room or 2-room flat, and the ten-year MOP bars an open-market sale, so an owner whose plans change can only live in it or, before the keys, pay to cancel. A 4-room owner can at least let a spare bedroom.
The single biggest thing to weigh at Towner Breeze is not the 8% or the 48 months, which every flat in the block shares. It is what the 2-room Flexi, 38 smaller and 101 larger flats and more than a third of the block, leaves its owner to fall back on if life changes: nothing but living in it until the ten-year MOP allows a sale.
- The Plus rule removes whole-flat letting, permanently, for every owner.
- The size rule removes bedroom letting, because no 1-room or 2-room flat may let a bedroom, Plus or not.
- The MOP removes an open-market sale for ten years of living there.
A 4-room owner keeps one valve: HDB can approve a tenant in a spare bedroom from the start, without waiting for the MOP. A 2-room Flexi owner has none.
Who that suits. A single aged 35 or above, or a senior, who wants a small home in Kallang/Whampoa and expects to stay well beyond ten years gives up little they would have used. A single who may marry, a couple planning children, or anyone who might have to move for work within ten years of the keys is committing to 36 or 46 square metres of internal space with no rent to cover a move.
If you are reconsidering before the keys. Pull out after booking and HDB keeps the option fee ($500 for a 2-room Flexi, $2,000 for a 4-room); pull out after signing the Agreement for Lease and it keeps 5% of the price instead. At Towner Breeze a 2-room Flexi is a ten-year promise to live there yourself: the Plus rule keeps a tenant out of the whole flat, the size rule keeps one out of the bedroom, and the MOP keeps the open market shut.
Five months longer than Kallang View: what does Towner Breeze's 48-month estimate measure, and is there a completion date?
There is no completion date: HDB's 48 months, exactly four years, run from the median month of flat selection to the median projected completion month of Block 118A, and HDB publishes no date. That is 12 months beyond the under-36-month Shorter Waiting Time line, five months longer than Kallang View's 43 and two shorter than Crawford Heights' 50.

It is an estimate made at launch, and your own selection month may fall either side of the median. HDB has published no completion date for Towner Breeze, and we do not add the months to a launch date to make one.
- Measured against HDB's three-year mark. A Shorter Waiting Time project is one under 36 months; 48 is 12 months beyond that, or exactly four years. HDB's release named "the 2,085 flats at Fernvale Oasis, Fernvale Sails and West BrickVille @ Bukit Batok" as Shorter Waiting Time flats "with waiting time of less than 3 years", and said Costa Riviera I & II "will have a waiting time of slightly over 3 years".
- Beside the other Kallang/Whampoa estimates. Kallang View 43 months and Crawford Heights 50, from the same exercise. Tanjong Rhu Parc Front, launched in February 2025, was also estimated at 48.
- Across HDB's whole October 2024 list. From 24 months at West BrickVille @ Bukit Batok to 59 at Central Trio @ AMK.
- Tracking it as an owner-to-be. HDB shows building progress and a Probable Completion Date on MyHDB Page, and its brochure notes that blocks "may be completed ahead of the proposed precinct facilities, so that flat buyers are able to collect the keys to their new homes earlier". The whole clock. Put HDB's two numbers together and a household that picked its flat in the median month faces about fourteen years, 48 months of building and then ten years of living there, before the flat can be sold on the open market. Time spent living elsewhere pushes that out, because only time in the flat counts towards the MOP.
Towner Breeze's 48 months put its one block five months behind Kallang View's estimate and two ahead of Crawford Heights', and HDB attaches a date to none of them.
After Towner Breeze, where can a single or a family still find a flat in Kallang/Whampoa?
No new flat is in sight for now: HDB's preliminary November 2026 list has no Kallang/Whampoa flats, the town's February 2025 launch (Tanjong Rhu Parc Front, Prime) closed long ago, and as at 18 September 2026 HDB had announced no SBF after February 2026's. Resale is open: from July 2025 to June 2026 Kallang/Whampoa recorded 10 2-room resales (none young) and 306 3-room resales, and a single aged 35 or above is not limited to 2-room flats on resale; the town's young 4-room median of $1,050,000 is led by St. George's Lane.
- HDB's next exercise, preliminary. HDB expects about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun (HDB, 23 August 2026). Kallang/Whampoa is not among those towns, and HDB will not name projects or say which are Standard, Plus or Prime until launch day; our launch schedule follows each announcement.
- The town's later launch. Tanjong Rhu Parc Front, a Prime project launched in February 2025, offered 812 flats, with 4-rooms from $548,000 to $727,000 on a 48-month estimate and 9% subsidy recovery; its window closed long ago. Its 2-room Flexi flats fall under the same two letting rules as Towner Breeze's. It came after Towner Breeze's window, so it says nothing about how October 2024 applicants chose.
- Flats left unselected, later. The last Sale of Balance Flats, in February 2026, offered 4,320 flats, and as at 18 September 2026 HDB had announced no other. An SBF sells flats left unselected from earlier BTO launches, and HDB lists the projects in it when it launches one; our SBF guide explains how it works.
- Ballot chances. Under the rules HDB states today, first-timer families gain an extra ballot chance only after two or more unsuccessful BTO applications for Standard flats, so an application for a Plus project such as Towner Breeze does not count towards one.
Resale, as context only. The table shows what other Kallang/Whampoa flats resold for between July 2025 and June 2026, well after Towner Breeze's applications closed. Block 118A is unbuilt and has never changed hands, so none of these figures is its value.

PropKaki's analysis of HDB resale registrations for the town. A town-wide median reflects wherever the young flats cluster, so check the streets before comparing.
For a single who wants a flat as small as a 2-room Flexi, the resale shelf is thin: 10 2-room resales in the year, none of them from a lease starting in 2015 or later, and HDB found no nearby resale comparable for the 2-room Flexi either. A single aged 35 or above is not held to 2-room flats on resale, though: HDB's singles' rules cover resale flats of up to 5 rooms, and the town recorded 306 3-room resales in the same year, at a median of $455,000 across all ages. For a family, the young 4-room median of $1,050,000 rests on 118 resales, led by St. George's Lane with 35, then McNair Road with 25 and Bendemeer Road with 18. Buying resale without the CPF Housing Grant frees you from an income ceiling only on a Standard or unclassified flat; a Plus flat, a future Towner Breeze resale included, keeps its ceiling either way.
In the year to June 2026 Kallang/Whampoa resold just 10 2-room flats and no young ones, but a single can look at its 306 3-room resales too; for a family, the town's young 4-room median of $1,050,000 is led by St. George's Lane.

Methodology and sources
We used HDB's October 2024 launch release and its price annex, the Towner Breeze sales brochure (its text and the rendered site plan and unit-distribution page), property_rules for grants and rules, and PropKaki's analysis of HDB resale registrations in Kallang/Whampoa. No October 2024 application rates survive; we claim no completion date, no resale price or rent for this project, and no forecast.
Documents and data behind the numbers. HDB's October 2024 launch release: the exercise's size, its starting prices before and after grants (Table 1), subsidy recovery (Table 2) with the reasons HDB gave, its income ladder, the Shorter Waiting Time list, the EHG increase and the 75% loan limit. HDB's price annex to that release (Annex B): flats, floor areas, prices, short-lease prices, the 48-month estimate and HDB's resale comparables. The Towner Breeze sales brochure: the setting, facilities, transport, finishes and flat mix, with the site plan and the unit-distribution page read on the rendered PDF, since the text extraction misses them. The other October 2024 projects' figures come from the same HDB documents, and later Plus projects' subsidy recovery from their own launch releases. PropKaki's property_rules records, each sourced to HDB, give the EHG bands, the singles' $15,000, the MOP, the letting and resale rules, income ceilings, ballot chances, the option fee and cancellation. The resale table is PropKaki's analysis of HDB resale registrations in Kallang/Whampoa from July 2025 to June 2026. Price per square metre, the loan and income figures, the after-grant prices at each income, the per-$100,000 sums and the midpoint gap to HDB's comparables are our arithmetic on HDB's figures.
No rates, and no stand-in for them. HDB's results page for October 2024 is gone and no archived copy of its figures exists. We estimate no demand from any other source, and we use no later exercise's rates to guess at this one.
Claims we deliberately leave out. No completion date or year: HDB published none, and adding the waiting time to the launch month would be our inference. No resale price, rent or profit for Towner Breeze, which is unbuilt and has never been resold; the town's resale figures and HDB's comparables describe other flats. No forecast of any kind. No distance or walking time. Application rates, wherever HDB publishes them, describe a closed exercise and do not predict the next one. Grant figures, HDB's and ours, are illustrations; your HFE letter decides your grant and loan. This is a desktop analysis of HDB's documents and data, not a site or showflat visit.
