271 flats in three blocks on Upper Boon Keng Road, the fewest of any project on HDB's October 2024 price list. We weigh the lowest listed 3-room price and the shortest wait among Kallang/Whampoa's three October 2024 projects against the Plus terms owners now carry: a ten-year MOP, no letting of the whole flat and 8% of the first sale to HDB.

No project on HDB's October 2024 price list offered fewer flats than Kallang View: 271, of which 68 are 3-rooms and 203 are 4-rooms, in three blocks of 23 to 24 storeys along Upper Boon Keng Road in Kallang/Whampoa. They were among the first Plus flats HDB ever sold, in the exercise that introduced its Standard, Plus and Prime framework, and they carry the Plus terms: a ten-year minimum occupation period, no letting of the whole flat, and 8% of the first sale's price or HDB's valuation, whichever is higher, back to HDB. Compared with the town's two other October 2024 projects, Kallang View had the shortest estimated wait, at 43 months, and the lowest listed 3-room price, from $388,000 before grants; yet no Plus project that month started its 4-room range higher. Applications closed on 23 October 2024. As of September 2026 we write for households waiting on these keys, for anyone who may one day buy one of these flats second-hand, and for anyone asking what Kallang/Whampoa still offers.

Verdict: keep the 3-room for the long run; hold the 4-room only if Kallang/Whampoa is the point

Nearly two years on, as of September 2026, the ballot and flat booking are long over, so this review is for the households now waiting on keys at blocks 36A, 37A and 37B, for anyone who may later buy one of these flats from its first owner, and for anyone deciding whether Kallang/Whampoa is still within reach.

Our recommendation: a Kallang View 3-room is worth keeping as a long-term home; a 4-room is worth keeping only if Kallang/Whampoa itself is the reason; and neither suits a household that may need to sell within ten years of the keys, or to let the whole flat at any time.

  • Holding a 3-room you mean to stay in: keep it. The 68 3-rooms of 66 sqm start at $388,000 before grants, a shade below Crawford Heights' listed Prime 3-room and the lowest listed 3-room price among the town's three October 2024 projects (Towner Breeze sold none; a Crawford Heights buyer who took the White flat, with no bedroom walls, paid $6,000 less than that project's list price). HDB's own illustration took the cheapest to $298,000 after an assumed $90,000 grant, and its income ladder put a Plus 3-room within reach of a family earning $7,000 a month.
  • Holding a 4-room: keep it if the town is the point. No other Plus project in October 2024 started its 4-room range as high as Kallang View's $539,000, and HDB's $7,000 rung named only Kembangan Wave and Central Trio @ AMK for a Plus 4-room. Against the town's other two October 2024 projects it does have the shortest estimate: 43 months, to Towner Breeze's 48 and Crawford Heights' 50. That premium is already set, and the cheaper Plus 4-rooms elsewhere that month are closed to everyone: for a holder the live choice is keeping the flat or walking away at 5% of the price after the Agreement for Lease and a year out of HDB's queues, so the question is whether Kallang/Whampoa is where you want to live for well over a decade.
  • Unsure where you will be in ten years: think hard before the keys. There is no open-market sale until the ten-year MOP is met, the whole flat can never be let, and HDB takes 8% of the first sale, the top rate among October 2024's Plus projects, shared with Merpati Alcove and Towner Breeze. Walking away now costs the option fee, or 5% of the price after the Agreement for Lease, plus a year out of HDB's queues.
  • Buying a Kallang View flat second-hand, one day: you take over the whole-flat letting ban, pass an income test even if you take no grant, and serve a fresh ten-year MOP.
  • Hoping for another way into Kallang/Whampoa: HDB's preliminary November 2026 list has no flats in the town; the last FAQ sets out what is left.

We make no claim about the future value of any of these flats, and HDB's discount on them is not a profit: it comes with the Plus conditions attached.

At Kallang View the 3-room carries the lowest listed 3-room price of Kallang/Whampoa's October 2024 BTO launches; the 4-room sits at the top of that month's Plus list twice, on starting price and, jointly, on the 8% HDB keeps.

Every block mixes the two flat types. On HDB's site plan each of 36A, 37A and 37B carries both 3-room and 4-room units, so the 3-rooms, about a quarter of the flats, are spread through the precinct rather than kept to one block. Block 36 is the multi-storey car park, with the roof garden on top.

271 flats, the fewest HDB priced in October 2024, and a results page that no longer exists

HDB's October 2024 exercise launched 8,573 flats in 15 projects, which HDB called "the largest number of projects launched in a single BTO exercise to date". It was also the first exercise under the Standard, Plus and Prime framework, so Kallang View's flats are among the first Plus flats HDB sold. On the price list, where HDB prices Costa Riviera I & II as one project, no project had fewer flats:

HDB's October 2024 launch release (subsidy recovery, Table 2) and Annex B. Three Standard projects, West BrickVille @ Bukit Batok and the two in Fernvale, priced their flats with flooring, doors and bathroom fittings already in, and HDB published no stripped-down prices for them that year, so their ranges buy more than the rest. HDB gives Costa Riviera's wait as 37 months for Riviera I and 38 for Riviera II.

Size is a supply fact, not a demand fact. An application rate is one household group's applications over the flats reserved for that group, so a small batch can be crowded or thin depending on who turns up. For October 2024 there is nothing to divide: the results page HDB published for the exercise has gone offline, and the Internet Archive kept no copy of its figures. This review gives no rate for Kallang View and borrows none. Tanjong Rhu Parc Front, the town's next BTO project, launched four months later, and its queue is no guide to this one.

Kallang View had the fewest flats of the three, the shortest estimate and the lowest listed 3-room start (Crawford Heights' White-flat option took $6,000 off its 3-room list price, for a flat without bedroom walls). Towner Breeze's 4-room range began lower and ran higher than Kallang View's; Crawford Heights, the Prime project, cost more at both ends of its 4-room range. Kallang View is also the only one of the three spread over several blocks: its siblings each put their flats in a single, taller tower.

Kallang View's batch was the smallest HDB priced in October 2024; how crowded its queue was is no longer on HDB's record, and we leave it unestimated.

Upper Boon Keng Road on HDB's site plan: Pelton Canal, an expressway and land reserved on three sides

HDB places Kallang View along Upper Boon Keng Road, names it for nearby Pelton Canal, and says buses on that road and Geylang Bahru and Kallang MRT stations will serve it. Its site plan, which we read on the rendered brochure page, reserves land to the north and across Upper Boon Keng Road for future high-rise housing (the second site now marked as existing industry) and land to the south for an educational institution (an interim school today), and draws an electrical substation, Sims Way and the Kallang-Paya Lebar Expressway on the east.

HDB's own description. Kallang View is "situated along Upper Boon Keng Road", with 3 residential blocks "standing between 23 to 24 storeys in height". The name, HDB says, "reflects the project's location near Pelton Canal", which it expects to offer residents relaxing views from within the project and at the canal's edge. HDB gives no distance to the canal, and we add none.

On site. The brochure lists a café, a preschool and a residents' network centre, a rooftop garden on the multi-storey car park, playgrounds and fitness stations, and says the project's facilities "will be accessible by the public". On the site plan the preschool sits on the first storey of the car park block, and the café and residents' network centre on a first storey at the precinct's north-east corner; the plan also marks a precinct pavilion, a drop-off porch and a space reserved for future community use.

Two stations named, none measured. In HDB's words, residents "will be served by bus services along Upper Boon Keng Road as well as Geylang Bahru and Kallang MRT stations". The site plan shows an existing bus bay and shelter on Upper Boon Keng Road and a future one beside the precinct. We give no walking or journey times.

Around the edges, read on the rendered site plan (the text extraction misses it):

  • North: a site reserved for "future high-rise residential development", "subject to detailed planning".
  • West, across Upper Boon Keng Road: Pelton Canal and its park connector, and a second site reserved for future high-rise residential development, labelled "existing industry".
  • South, beyond a drainage reserve: a site reserved for an "educational institution (existing interim school)", in the plan's words.
  • East: an existing electrical substation, then Sims Way and the Kallang-Paya Lebar Expressway; existing public housing lies beyond the north-east corner. The car park block holds a substation of its own on its first storey.

A note for Block 37B. HDB's floor plans for 37B state that units "at and above 10th storey are higher than the main roof garden level and built structures of Block 36", Block 36 being the car park.

What HDB leaves open. The brochure says nothing about how tall the reserved-site buildings will be, what the educational-institution site will hold or when either will change, and its general notes warn that housing projects may be located near roads, railways, airbases, construction sites and land used for non-residential purposes, including industrial, commercial or utility uses. The site plan also notes that the blocks "may be completed ahead of the proposed precinct facilities" and encourages applicants to visit the place before booking. We state no effect of any neighbour on these flats; owners-to-be can judge the surroundings from Upper Boon Keng Road and from the site plan in HDB's brochure.

Kallang View's three blocks sit among sites whose future use is still subject to planning: land to the north and across Upper Boon Keng Road is reserved for future high-rise housing, with no word on when or how tall.

What did HDB ask for a Kallang View 3-room or 4-room, and what did grants take off?

EHG amounts follow HDB's income bands, set by the household's average monthly gross pay in the year before it applied for an HFE letter; a lease that ends before the youngest buyer reaches 95 means a smaller grant. HDB had raised the EHG for families from a maximum of $80,000 to $120,000, announced on 20 August 2024, two months before this launch. The $9,000 3-room figure assumes Kallang View's 3-rooms carried the $14,000 ceiling rather than $7,000; HDB's October 2024 release does not say which, so confirm with HDB before relying on it.

Where HDB's income ladder placed Kallang View. Working from typical selling prices, HDB's release put a family earning $7,000 (EHG $30,000) within reach of "a 3-room Standard, Plus or Prime flat in any of the projects", with CPF servicing the mortgage "with little or no cash payment"; for a Plus 4-room at that income it named only Kembangan Wave and Central Trio @ AMK. At $9,000 (EHG $5,000) it said "most of the Standard, Plus and Prime flats". Its $4,000 rung named Standard flats only.

What a full HDB loan asks of your income. From this exercise HDB lowered its loan limit from 80% to 75% of the price. Borrowing the full 75% over 25 years, tested at HDB's 3.0% assessment floor against a 30% cap on income, before grants:

Our arithmetic on HDB's loan rules. HDB charges less than the 3.0% it tests with, and grants lower the price.

Income ceilings, October 2024 against today. When Kallang View opened, a family buying a 4-room had to earn no more than $14,000 a month ($21,000 with an extended family); a new 3-room carried a cap of $14,000 or $7,000 depending on the project, and HDB's October 2024 release does not say which applied at Kallang View. HDB has since lifted those caps to $16,000, $24,000, and $16,000 or $8,000, for HFE letters applied for from 24 August 2026. October 2024 applicants were assessed on the old figures; the ceiling for anyone who later buys one of these flats on resale is in the next section.

What comes with the flat, and what does not. HDB did not mark Kallang View's prices as including floor finishes, internal doors and sanitary fittings. Per the brochure, HDB tiles the floors of the bathrooms, the household shelter and the kitchen (taking in the utility area of a 3-room and the service yard of a 4-room), tiles the bathroom and kitchen walls, and fits a WC suite. Flooring for the living and dining area, the bedrooms and the 3-room's dry kitchen, the bedroom and bathroom doors, and the basin and shower set were offered through HDB's opt-in Optional Component Scheme: "If you opt-in for OCS, the cost of the optional components will be added to the price of the flat." The 3-room has what HDB calls an open kitchen concept, a dry kitchen beside a combined kitchen and utility space that owners may partition; the 4-room has a separate kitchen and service yard. Kallang View's general specifications list entrance, bedroom, bathroom and shelter doors but no service-yard door, unlike the other brochures our renovation guide read; ask HDB if that matters to your plans.

Singles. From this exercise HDB let first-timer singles apply for 2-room Flexi flats in every location that had them. Kallang View had none; in the Kallang/Whampoa Plus row, Towner Breeze did.

HDB's Kallang/Whampoa Plus line shows a 4-room at $467,000 after grants, but that is Towner Breeze's flat: a Kallang View 4-room began at $539,000 before grants.

Kallang View's 8%: the top Plus rate of October 2024, and what it takes from a first sale

Key Takeaway

HDB set Kallang View's subsidy recovery at 8%, as at Merpati Alcove and Towner Breeze: the highest of October 2024's Plus rates, which ran from 6% to 8%, and below only Crawford Heights' Prime 9%. It means $8,000 on every $100,000 of the resale price or valuation, whichever is higher, taken from the flat's first sale whenever it happens, on top of a ten-year MOP, a permanent ban on letting the whole flat and an income ceiling for whoever buys next.

Classification is the part of this purchase that outlasts the price and the wait. HDB fixed Kallang View's number at launch, in Table 2 of its October 2024 release:

HDB explained two of these figures in its own words: Bayshore Vista and Bayshore Palms "are more favourably located near East Coast Park and a proposed sports and recreation facility", and Merpati Alcove "is right at the doorstep of Mattar MRT station and closer to the city centre". We add no reason of our own for Kallang View's 8%. Over a longer run, no Plus BTO project HDB launched from October 2024 to June 2026 carried more: the Plus rates ran from 6% to 8%, and Kallang View's 8% is shared with Towner Breeze, Merpati Alcove, Stirling Horizon, Kebun Baru Ridge and Kebun Baru Breeze.

The sum HDB keeps. $8,000 out of every $100,000 the flat sells for or HDB values it at, whichever figure is higher; on $1,000,000, that is $80,000. The charge waits for the first sale, however many years away, and time does not wear it down. We make no estimate of what any Kallang View flat might sell for.

Ten years, counted from the keys. The MOP runs from each owner's legal completion, which is key collection, and time not spent living in the flat does not count; our MOP guide sets out HDB's method. Put HDB's 43-month estimate in front of it and the earliest open-market sale is roughly thirteen and a half years from the median month of flat selection: an estimate stacked on an estimate, not a date.

Rooms yes, the whole flat never. Letting a spare bedroom in either flat type needs HDB's approval but no wait for the MOP, and a permanent-resident owner qualifies as well as a citizen. The whole flat stays off the rental market for good, for this owner and every later one. Compare a Standard flat, which a Singapore Citizen owner may let whole, with HDB's approval, once its MOP is served.

The next owner's terms. Whoever buys a Kallang View flat from its first owner faces a household income cap even with no grant, a hurdle a grant-free buyer of a Standard or unclassified resale flat never meets. On an HFE letter from 24 August 2026 the cap is $16,000 a month for families and $24,000 for extended families (it was $14,000 and $21,000), and $16,000 for a single of 35 or more buying without the Singles Grant (it was $14,000). That buyer inherits the letting ban too, and the MOP clock restarts: ten years for them as well.

Kallang View's 8% matches the highest rate HDB set on any Plus BTO project from October 2024 to June 2026; the ten-year MOP and the letting ban are the same as on every other Plus flat.

When will Kallang View be completed, and how far is 43 months from HDB's three-year line?

HDB has published no completion date. Its estimate is 43 months, three years and seven months, from the median month of flat selection to the median projected completion month of the blocks: seven months past the under-36-month line for Shorter Waiting Time flats, the shortest of Kallang/Whampoa's three October 2024 estimates, and among that month's Plus projects bettered only by Kembangan Wave's 41.

The 43 months are HDB's price-list estimate, measured between two medians: the month flats were selected and the month the three blocks are projected to be finished. Your own selection month and your block's completion can fall on either side of those medians, and adding the months to a launch date would give our guess rather than HDB's date, so we give none.

  • Against the three-year line. HDB counts a project as Shorter Waiting Time when its estimate is under 36 months. In October 2024 that meant "the 2,085 flats at Fernvale Oasis, Fernvale Sails and West BrickVille @ Bukit Batok", while Costa Riviera I & II came in at "slightly over 3 years". Kallang View's 43 months sit seven months past the line.
  • Against Kallang/Whampoa. Towner Breeze 48 months and Crawford Heights 50: Kallang View's was the shortest estimate of the town's three October 2024 projects.
  • Against the other Plus projects. Kembangan Wave 41, Merpati Alcove 44, Bayshore Vista 45, Bayshore Palms 47, Towner Breeze 48, Central Trio @ AMK 59. Marsiling Ridge, a Standard project in Woodlands, shared Kallang View's 43.
  • Tracking it once you have booked. Owners-to-be can follow building progress and the latest Probable Completion Date on MyHDB Page, a date HDB says can move with construction progress; our waiting-times guide covers key collection and the deadlines after it.
  • Facilities may trail the flats. HDB's site plan says the residential blocks "may be completed ahead of the proposed precinct facilities", so the café, preschool or roof garden could open after the first households move in.

Kallang View's estimate is the shortest HDB gave any Kallang/Whampoa BTO project in October 2024 and seven months past the three-year line; once you have booked, track the Probable Completion Date on MyHDB Page, not the launch figure.

Kallang View's 3-rooms are a destination, not a stepping stone: the Plus terms close the usual exits

The single biggest thing to weigh at Kallang View is whether the flat will fit your household for a long time. A 66-sqm 3-room bought as a first home cannot be sold on the open market until its owners have lived in it for ten years after the keys, and can never be let out whole to fund a move; on HDB's estimate that is roughly thirteen and a half years from flat selection. The 4-rooms carry the same terms with more room to grow into.

Kallang View's cheapest flats are its 3-rooms, and they are about a quarter of the batch: 68 of 271. A smaller, cheaper flat is often bought as a first home with a move up in mind. At a Plus project the ways of moving up are narrower than they look, and they stay narrow for as long as the first owner holds the flat.

The usual exits, as they work here.

  • Sell and buy bigger: not on the open market until the ten-year MOP is met, counted from key collection.
  • Let the whole flat and rent something larger: never, at any stage of ownership.
  • Take in a lodger: a spare bedroom may be let with HDB's approval and no MOP to wait out. HDB's 3-room plan has two bedrooms, so this means sharing the flat, not leaving it.
  • Step back before the keys: after booking, the option fee goes ($1,000 on a 3-room, $2,000 on a 4-room); once the Agreement for Lease is signed it is 5% of the price instead; and in both cases HDB keeps you out of its next applications for a year. The 4-room is the same trade with more space. At 89 sqm and three bedrooms on HDB's plan, it has more room for a household to grow inside it, under exactly the same ten-year MOP, letting ban and 8%.

The question to settle. Do you expect to be living in this flat for at least ten years after you collect the keys, roughly thirteen and a half years from flat selection on HDB's estimate? If yes, the Plus terms take little you would have used, and a 3-room at the town's lowest listed October 2024 3-room price is a reasonable place to be. If the honest answer is "probably not", the flat that fits a stepping stone is a Standard one, with a five-year MOP and, for a citizen owner, whole-flat letting with HDB's approval after it.

At Kallang View, treat the 3-room as the destination: the Plus rules shut the two doors a starter flat usually relies on, an early sale and letting the whole flat.

How do Kallang View's prices compare with the resale flats HDB picked, and with young Kallang/Whampoa flats?

HDB chose these comparables, and the 4-room set is wide, from $868,000 to $1,200,000. Part of the gap is the subsidy HDB prices into a new flat, and the Plus terms, the 8% among them, are the conditions attached to it. The comparables also start from about 92 years of lease; a new Kallang View flat starts from 99.

PropKaki analysis of HDB resale registrations in Kallang/Whampoa.

Streets first, medians second. The $1,050,000 median for young 4-room flats comes mostly from St. George's Lane, McNair Road and Bendemeer Road, and the $800,444 young 3-room median from Jalan Tenteram, Bendemeer Road and St. George's Lane. Upper Boon Keng Road, Kallang View's own street, is not among the top three for either; it shows in the street column only for 5-rooms, with 2 resales, too few for a median. Neither median is a price for Kallang View, and neither is drawn mainly from its street.

HDB's comparables put Kallang View's ranges 45% and 40% below the resale flats it chose; the town's young-flat medians come mostly from St. George's Lane, McNair Road, Bendemeer Road and Jalan Tenteram, not Upper Boon Keng Road.

Missed Kallang View: can you still get into Kallang/Whampoa, as a new flat or on resale?

Not as a new HDB flat for now. HDB's preliminary list for November 2026 has no Kallang/Whampoa flats; the town's only BTO project launched after October 2024, Tanjong Rhu Parc Front, closed in February 2025; and as at 18 September 2026 HDB had announced no SBF after February 2026's. Kallang View flats cannot be resold until their owners meet the ten-year MOP, so resale elsewhere in the town is the open route, with an income ceiling on any Plus or Prime flat.

  • November 2026: nothing in the town. HDB's preview of 23 August 2026 puts about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun; Kallang/Whampoa is not on it, and HDB names projects and classifications only on launch day. Our launch schedule follows each announcement.
  • The town's one BTO launch since. Tanjong Rhu Parc Front, a Prime project of 812 flats, launched in February 2025 with a 48-month estimate and 4-rooms at $548,000 to $727,000 before grants. Its window has closed too.
  • Unselected flats, sold later. HDB sells flats left over from earlier BTO launches through the Sale of Balance Flats. The last, in February 2026, offered 4,320 flats, and as at 18 September 2026 HDB had announced no other. Our SBF guide explains how it works.
  • A Plus miss adds no ballot chance. Extra ballot chances, as HDB describes them today, reward persistence with Standard flats alone: a first-timer family picks up one more chance on each Standard application after its second unsuccessful Standard try, to a ceiling of five chances for First-Timer (Parents & Married Couples) families and four for other first-timers. Kallang View was a Plus project, so under that rule a miss there does not count towards the ladder. Our rates guide explains ballot chances and quotas.
  • Kallang View itself, second-hand. Not until each owner has met the ten-year MOP, and the buyer then takes on the Plus income ceiling, the letting ban and a fresh ten-year MOP.
  • Resale in the town today. Any resale Plus or Prime flat, here or elsewhere, tests the buyer's income even when no grant is taken; a Standard or unclassified flat bought without a CPF Housing Grant does not. The table in the previous FAQ shows what other Kallang/Whampoa flats sold for, and where.

If Kallang/Whampoa is the goal, resale is the open route for now: HDB's November 2026 list has no BTO flats in the town and no SBF has been announced.

We have not estimated demand from the batch size, the prices, later exercises or anything else, and the resale figures, which postdate the window, are context only.

Claims this review does not make. No completion date or year: HDB published none, and adding 43 months to a launch month would be our inference. No resale price, rent or profit for Kallang View, which is unbuilt and has never been resold; HDB's comparables and the town's resale figures describe other flats. No forecast of any kind, and no cause for anything applicants did. No distance or walking time, to the canal, the stations or anything else. Rates from other exercises do not predict the next one.
