No BTO project HDB has launched in 2026 so far came with a shorter estimated wait than Tampines Bliss: HDB put it at 23 months, or in its own words "1 year 11 months". Nor has any BTO 4-room queue in 2026 so far been harder for first-timer families: they faced 7.2 applications per flat in the Tampines 4-room row that Bliss shares with Tampines Nova, against HDB's median of 0.9 across the February BTO exercise. The application window has closed and HDB has published its final rates, so this review, as of September 2026, is written for the family holding a queue number, the family that missed out, and anyone tracking the project.

Tampines Bliss has the shortest estimated wait of any BTO HDB has launched in 2026 so far, behind a 4-room queue of 7.2 shared with Tampines Nova. The February 2026 exercise has closed and HDB has published its final application rates, so as of September 2026 this review is about what to do with the result you already have.

Bliss offers something no other BTO project HDB launched in February or June 2026 did: an estimated wait of 23 months from flat selection, which HDB wrote as "1 year 11 months". It pairs that with Standard rules: a 5-year minimum occupation period (MOP), the option to let the whole flat once the MOP is over, if you are a citizen owner and HDB approves, no subsidy recovery when you sell, and no income ceiling for a later buyer who takes no CPF Housing Grant. Flooring, bedroom and bathroom doors and sanitary fittings come in the price.

You pay for that in two ways.

  • Money. At $481,000 to $600,000 for a 4-room and $363,000 to $444,000 for a 3-room before grants, Bliss carries the highest Standard prices per square metre for both flat types in HDB's 2026 BTO price lists so far.
  • Odds. The first-timer family rate for 4-room flats was 7.2, and the second-timer rate 39.2, in a Tampines 4-room row HDB shared with Tampines Nova. No first-timer family BTO 4-room row in 2026 so far ran higher.

Where we land. With a number in hand, Bliss is the stronger of February's two Tampines BTO projects for most families: its 4-room costs about what Tampines Nova's Plus 4-room does, has a shorter estimated wait and ties you down for 5 years rather than 10. Without a number, do not plan around another Tampines BTO: HDB's preliminary list for its November 2026 exercise has no Tampines flats, and HDB itself steers applicants towards projects where the rate is around one or less. If living in Tampines is the point, price the resale market instead. Singles should look elsewhere: Bliss sells only 3-room and 4-room flats, and HDB printed no singles' rate for either.

The setting. The brochure sketches a precinct with "kampung-inspired elements", organised around a green corridor of children's playgrounds, fitness areas and sheltered spaces. Its most distinctive touch is a quiet corner near a nursing home, fitted with elderly fitness facilities and a therapeutic garden. That is a genuine plus if grandparents are part of your plans; if a care home nearby matters to you either way, it is one more reason to take up HDB's own suggestion and visit the site before you book. The 4-storey car park carries a roof garden with more fitness equipment, a community gardening plot and a viewing point, and has a preschool and an eating house at ground level. HDB adds that anyone, not only residents, may use the project's facilities.

Getting around. HDB lists bus services, Tampines MRT station on the East-West Line and Tampines East station on the Downtown Line. It quotes no walking times, and we won't invent any.

How long will you wait for a Tampines Bliss flat?

HDB's estimate is 23 months, and there is no completion date behind it: HDB has not published one, and we will not infer one. What HDB publishes is an estimated waiting time: 23 months, which it also wrote as "1 year 11 months" (31 January 2026); the brochure says the flats will have a wait of less than 2 years. HDB measures it between two medians, the month in which flats are selected and the month the three blocks are projected to be finished, so the count begins when flats are chosen, months after you applied.

Nothing in HDB's June 2026 exercise came in shorter either (see our BTO waiting times guide). Booking opens 4 weeks or more after the ballot results and runs for several months, so your own count depends on when your number was called. Once you have booked, the figure to watch is the Probable Completion Date on MyHDB Page, which HDB revises as construction moves.

What does the shared 7.2 mean for a first-timer family?

Read the 4-room row with care. Bliss's 204 4-room flats and Tampines Nova's 4-room flats sit in one row, so the 7.2 describes both projects together, and HDB does not say how the 3,484 applications split between them. The 3-room figure, 3.7, is Bliss's alone.

What the 7.2 says. Roughly one 4-room flat reserved for first-timer families for every 7.2 first-timer family applications across the shared Tampines row. HDB's median first-timer family rate for the whole February 2026 BTO exercise was 0.9 (second-timers: 14.8). In the same BTO exercise Sembawang's 4-room row, shared by Sembawang Deck and Sembawang Voyage, stood at 0.6, Kim Keat Crest's at 0.9 and Redhill Peaks' at 2.2. No first-timer family BTO 4-room row in 2026 so far ran higher than Tampines (see our application rates guide).

What the 7.2 hides. Three things change how it lands on your household:

  • Queue numbers run past the flats. HDB can hand out queue numbers for up to 200% of the flats. Even so, at 7.2 applications per flat in the shared row, most first-timer family applications got no number at all, and a number beyond the flats is a place in line that depends on people ahead of you not booking.
  • Part of the crowd is carried over. On average, HDB says, about 20% of applications come from households that also applied in earlier launches, some of whom may not yet have booked.
  • Ballot weight differs inside the group, and it matters for your next try. Under the rules HDB states today (August 2026), First-Timer (Parents & Married Couples) families get three ballot chances, plus first priority under the Family and Parenthood Priority Scheme when they apply for a 4-room or smaller flat in a Standard project, as Bliss is. Other first-timer families get two chances, second-timer families one. HDB's rate file does not split first-timer families by ballot category, so a single rate averages all of them.

The honest read. At 7.2 applications per flat in the row Bliss shared with Tampines Nova, a Tampines 4-room in February 2026 was a long shot for most first-timer families; extra ballot chances and priority improve a household's place in a ballot, though nobody can put a number on how much. And the shared 7.2 describes a closed exercise: it does not predict the next Tampines launch, whose flats and applicants will differ.

A 7.2 is a verdict on demand for Tampines 4-room flats, averaged over two projects and every kind of first-timer family. It does not tell you where any one household stood in it.

Where this sits. Against every Standard flat in HDB's February and June 2026 BTO price lists, both of Bliss's figures per square metre are the highest for their flat type, and its tops of $600,000 and $444,000 are the Standard ceilings for a 4-room and a 3-room (see our BTO prices guide). The 4-room is generous in return: at 94 sqm it sits at the top of the 4-room size range in HDB's 2026 BTO price lists so far.

Finishes are in the price. HDB fits vinyl strips in the bedrooms, tiles in the living and dining room, kitchen and bathrooms, bedroom and bathroom doors, and a basin, shower set and WC. The last column above is what HDB would charge without them. That saves a round of work before you move in, but the flooring is HDB's choice, not yours; our BTO renovation guide shows what you may alter.

On HDB's EHG bands. The grant follows your household's average gross monthly income in the 12 months before you applied for the HFE letter: it is largest, $120,000, at incomes up to $1,500 and ends above $9,000, and the full grant requires a lease long enough to see the youngest buyer to 95. HDB's own income guide for the February 2026 BTO launch has a family earning $9,000 able to buy a 3-room, 4-room or 5-room flat in any of its BTO projects, Bliss included.

HDB's exercise-wide BTO headline, $224,000 after grants for a Standard 4-room, is not a Bliss price. HDB's own row for Bliss starts the 3-room at $258,000 and the 4-room at $401,000 after grants, assuming an EHG of $105,000 and $80,000; HDB calls these starting prices illustrative, and your grant depends on your income and eligibility. On HDB's EHG bands, a household earning $3,000 a month would pay $386,000 for the cheapest 4-room.

The loan test. To borrow the maximum 75% from HDB over 25 years, HDB tests you at a 3.0% floor and caps the instalment at 30% of income:

At the midpoint of HDB's ranges, Bliss's 3-room and 4-room are the dearest Standard flats per square metre in 2026's BTO price lists so far. The premium buys a Tampines address and the shortest estimated wait of any 2026 BTO launch so far, not a bargain.

Bliss against Tampines Nova: a Standard flat and a Plus flat at similar prices

On price, it is close to a draw. Bliss's 4-room range starts higher; Nova's tops out marginally higher. The flats are almost the same size, Nova's 4-room a square metre smaller than Bliss's 94 sqm. Per square metre, Bliss's 4-room ($5,750) sits at the top of 2026's Standard BTO range so far and Nova's at the bottom of the Plus range in our BTO prices guide, and the two cross: at the midpoint of HDB's ranges, Bliss's Standard 4-room cost slightly more per square metre than Nova's Plus one. Across the whole February 2026 BTO exercise, Bliss's cheapest 4-room ($481,000) cost more than the cheapest at either Plus project, Tampines Nova ($459,000) and Kim Keat Crest ($455,000), and far more than Sembawang's Standard 4-rooms, from $304,000 at Sembawang Voyage and $338,000 at Sembawang Deck; only Prime Redhill Peaks, from $563,000, started higher.

On everything after the keys, Bliss is the freer flat. HDB gives Plus flats more subsidy, which is how a Plus location can carry a Standard-like price, and takes part of it back through the subsidy recovery, with a 10-year MOP attached. At Bliss you can sell after 5 years to any eligible buyer, including one who faces no income ceiling because they take no CPF Housing Grant, or, as a citizen owner, let the whole flat once the MOP is over and HDB approves. A later owner of a Bliss flat inherits Standard rules, with no Plus restrictions attached. Our MOP guide shows how that plays out when flats reach it.

Our read. For a family that could have had either, Bliss is the one we would pick: similar money, 23 months against 32, and half the minimum occupation period. Nova makes sense only if its Plus-rated location is worth a decade of commitment to you.

Between October 2024 and July 2025, the only other Tampines BTO launch in our data was Simei Symphony (Standard, July 2025); we have not compared its prices or rates.

The thinnest gap to HDB's resale comparables of any BTO 4-room launched in 2026 so far

HDB's comparables have roughly 88 years remaining, are a little smaller than Bliss's flats and were chosen by HDB. They show what other flats nearby sold for, not what Bliss is worth. A 25% gap is still a wide one, even if it is the smallest of any 2026 BTO 4-room so far.

The wider Tampines market. PropKaki's analysis of HDB resale registrations, July 2025 to June 2026:

These are other flats. The young-flat medians describe the streets in the last column, not Bliss's corner of Tampines Avenue 2 and Tampines Street 22, and the every-age medians mix flats of all ages and remaining leases. Bliss has not been built or resold, so there is no resale record or rent to quote, and we do not forecast either.

What Bliss offers over HDB's resale comparables is a fresh 99-year lease against their roughly 88 years, at a lower price. What it asks in return is a 23-month wait from selection, where a resale flat is yours when the sale completes.

Skipping your turn at Bliss would make a first-timer family a second-timer for a year

Not booking when your number is called makes a first-timer family a second-timer for a year (the second-timer rate was 39.2 in this shared Tampines 4-room row), unless 10 or fewer flats are left. Decide before the appointment.

For a family holding a Bliss queue number, the biggest risk now is not the price but the booking appointment. If you do not pick a flat when your number is called and flats remain, HDB treats a first-timer family as a second-timer for a year, and any extra ballot chances earned from past unsuccessful Standard applications are wiped; a single or a second-timer family sits out every sales exercise for a year. In this very Tampines 4-room row, shared with Tampines Nova, the second-timer family rate was 39.2. HDB lifts the penalty only when your choice is down to 10 BTO flats or fewer.

Booking commits money too: an option fee of $2,000 for a 4-room or $1,000 for a 3-room, forfeited if you cancel after booking, and 5% of the price if you pull out after the Agreement for Lease, with a 1-year wait-out on top.

So settle it before the appointment: that your HFE letter covers the loan, that the kind of unit likely to be left suits you, and that a flat on a 23-month estimate from selection fits your plans. Getting a number in a 7.2 queue, shared with Tampines Nova, was the hard part; decide before the appointment, not during it, whether you will use it.

Can you rent out a Tampines Bliss flat?

  • The contrast: a Plus flat such as Tampines Nova can never be let as a whole, even after its 10-year MOP; only spare bedrooms.

We give no rent for Bliss. It has not been built or let, and any figure would be a forecast.

Missed out on Tampines Bliss: where can you apply next?

Start with the calendar. HDB's next BTO exercise, in November 2026, has about 7,960 flats spread across Yishun, Toa Payoh, Tengah, Sembawang, Geylang and Bedok. Its preliminary list has no Tampines flats, and HDB does not name projects or their classification until launch day (see our BTO launch schedule).

Pick for the queue, not the hope. HDB's June 2026 release tells applicants to look at projects with lower application rates, around one or less. Among February 2026's BTO rows, that described Sembawang's 4-room row (0.6, shared by Sembawang Deck and Sembawang Voyage) and Kim Keat Crest (0.9), not the 7.2 Tampines row that Bliss shared with Tampines Nova. Past rates do not predict the next exercise; they do show where demand sat.

Keep your Standard count. Under HDB's current rules (August 2026), an unsuccessful application for a Standard flat, such as one at Bliss, counts towards its extra ballot chances: once a first-timer family has missed out in two or more Standard applications, each later Standard application carries one more chance, up to five chances in total for First-Timer (Parents & Married Couples) families and four for other first-timer families (HDB). Plus and Prime applications do not add to it.

Balance flats: nothing announced. HDB's last Sale of Balance Flats, in February 2026, offered 4,320 flats; as of 18 September 2026 HDB had announced no further SBF exercise (see our SBF guide).

Resale, if Tampines itself matters. Tampines 4-room flats of every age resold for a median $660,000 from July 2025 to June 2026, and those with leases from 2015 for $770,000, mostly on Tampines North Drive 1, Tampines Street 61 and Tampines Avenue 8. A buyer who skips the CPF Housing Grant faces no income ceiling on a resale Standard flat. For a new 4-room or bigger flat, the family ceiling is $16,000 a month for households whose HFE letter application is on or after 24 August 2026; February 2026 applicants were assessed on the earlier $14,000.

No probabilities: application rates describe a closed exercise and do not predict the next one, and the 4-room rate covers Tampines Nova too. Grant and loan figures are illustrations on HDB's bands and rules; your HFE letter decides yours. This is a desktop analysis of HDB's documents, not a site or showflat visit.
