Kebun Baru Breeze BTO Review: June 2026's Shortest Singles' Queue, and a 52-Month Wait

Ang Mo Kio's only 2-room Flexi flats of June 2026 drew the exercise's lowest application rate from first-timer singles. The price is time and freedom: HDB's 52-month estimate, 8% back to HDB on the first resale, and Plus rules under which a 2-room Flexi can never be let, whole or by the room.

If you are single, 35 or older and wanted a new flat in Ang Mo Kio at HDB's June 2026 exercise, Kebun Baru Breeze was the only way in, and it turned out to be the least crowded singles' queue of the whole exercise: 4.1 applications from first-timer singles for every 2-room Flexi flat set aside for them, about half HDB's median of 7.8. That is a real opening in a mature town; until October 2024, HDB's rules let singles buy a new 2-room Flexi only in non-mature estates. The price is paid in time and in freedom. HDB estimates a 52-month wait, the longest it gave any Plus BTO project launched from October 2025 to June 2026 and 15 months more than Kebun Baru Ridge in the same town; and on a Plus 2-room Flexi, HDB's rules add up to a flat that can never be let, whole or by the room. The application window closed on 24 June 2026 and HDB's rates are final. This review, as of September 2026, is written for singles and seniors first and for families second.

Worth booking for a single who will stay put; families should price Ridge first

If you hold a first-timer single's queue number for a Breeze 2-room Flexi and expect to be living in the flat yourself ten years after you collect the keys, we would book it. It was the only way into a new Ang Mo Kio flat for a single at HDB's June 2026 exercise, and the least crowded singles' queue of that exercise: 4.1 applications from first-timer singles for every 2-room Flexi flat set aside for them. Before grants, a Breeze 2-room Flexi starts at $191,000, and every first-timer single pays $15,000 on top.

Three costs come with it, and none of them can be negotiated:

  • Time. HDB estimates 52 months, or 4 years and 4 months, from flat selection. No Plus BTO project HDB launched from October 2025 to June 2026 carried a longer estimate, and Kebun Baru Ridge, the other Ang Mo Kio project in June, was put at 37.
  • Use. Plus owners can never rent out the whole flat, and HDB lets only 3-room and bigger flats rent out a bedroom. On a Breeze 2-room Flexi the two rules meet, so it cannot be let at all.
  • Exit. You can sell only after a 10-year minimum occupation period (MOP), and on that first sale HDB takes 8% of the resale price or the valuation, whichever is higher.

Seniors faced 2.6 applications per 2-room Flexi flat set aside for them, on a row that is Breeze's alone, and can buy short leases from $64,000, for a 15-year lease that must still last every buyer and spouse to age 95. Our view is the same as for singles, with one difference: 52 months weighs more when you are buying for retirement.

Families after a 4-room are the weakest fit. First-timer families faced 1.4 applications per 4-room flat on a row HDB shared with Kebun Baru Ridge. Breeze's 4-room range reaches $746,000, the highest Plus 4-room price in HDB's February and June 2026 BTO launches, and HDB's estimate for it is 15 months longer. For a family choosing a 4-room in the estate, we would look at Ridge first; if you are booking a Breeze 4-room, it is still priced below HDB's resale comparables, and the question is whether the extra wait suits you.

It is the wrong flat if you need a home within about three years, may need to sell within ten years of the keys, or, on a 2-room Flexi, may one day want to let a room (a Breeze 4-room may let a spare bedroom with HDB's approval, but never the whole flat).

What HDB says is around it. The brochure describes the site as bounded by Ang Mo Kio Avenue 1 and Ang Mo Kio Rise, "with the scenic Bishan-Ang Mo Kio Park located to the south", and says the name 'Breeze' reflects that park and Lower Peirce Reservoir. For getting about, it lists bus services and Mayflower MRT Station on the Thomson-East Coast Line, "that connect to nearby towns". HDB gives no walking time or distance, and neither do we; HDB encourages applicants to see the site for themselves before they book.

What HDB is building inside the fence. A 6-storey multi-storey car park carries a rooftop garden with fitness facilities and landscaped green spaces, and HDB says a preschool will be located on its ground level. With the two blocks set around the edge of the site, the brochure lists children's playgrounds, fitness stations and sheltered gathering spaces in the landscaped areas between them, and notes that the project's facilities will be accessible to the public.

Which flats are in which block. The brochure's unit distribution puts all 261 Type 1 flats in Block 247A, above a ground floor set aside for future amenities or facilities. Block 248A holds the 202 4-room flats, the 116 Type 2 flats and the 58 rental flats. At Breeze, choosing a flat type also means choosing a block.

Each figure is one household type's applications per flat HDB reserved for that type. It measures crowding, not anyone's chance of a flat. Three things sit behind it: HDB issues queue numbers to more applicants than there are flats, up to 200% of supply; about 20% of applications come from people who applied in earlier launches, some of whom may still be waiting to book; and ballot chances vary by household, with first-timer families getting two or three and second-timer families one.

For singles, 4.1 was the low point of the exercise. Five 2-room Flexi rows in June 2026 carried a first-timer singles' rate, and Breeze's was the lowest, against HDB's median of 7.8 for singles (see our guide to BTO application rates). Put plainly, there was about one flat for every 4.1 applications from first-timer singles. HDB keeps at least 40% of a project's 2-room Flexi flats, or 100 units if that is more, for seniors, and singles can be given up to 65% of the rest. HDB suggests applicants consider projects with a rate "of around one or lower"; no singles' 2-room Flexi row in HDB's BTO exercises from October 2025 to June 2026 came near that, and Breeze's 4.1 sat close to the bottom of the range. Nor was it a one-off for the town: Ang Mo Kio's previous BTO 2-room Flexi batch, at Oak Ville @ AMK in October 2025, drew a singles' rate about as low. HDB's figures do not say why the singles' queue was shorter here. What its price list shows is a 52-month wait, a Plus label and a batch made up mostly of the smaller 38 sqm flat.

For seniors, 2.6 was the middle of the exercise, the same as HDB's June median for seniors: about one flat for every 2.6 applications from seniors. Families hardly competed for these flats. First-timer families faced 0.1 and second-timer families 0.3 per 2-room Flexi flat set aside for them, fewer applications than flats.

The 4-room figures belong to Ang Mo Kio, not to Breeze alone. HDB counts applications town by town and flat type by flat type, so the 1.4 for first-timer families and 8.3 for second-timer families cover the 4-room flats at Breeze and Kebun Baru Ridge together, with no split. That 1.4, on the row shared with Ridge, equals HDB's median first-timer family rate for 3-room and bigger flats across the June exercise, and the 8.3 sits below HDB's median of 14.3 for second-timer families. The extra ballot chances HDB gives first-timer families after two or more unsuccessful tries count Standard applications only and apply to Standard flats only, so a Breeze application neither earns one nor benefits from one.

Singles at Breeze faced about half the median crowd; families on the shared 4-room row faced exactly the median.

How much flat does $191,000 buy, and what does a single really pay?

Breeze's small flat is smaller than usual, and it dominates the batch. Every other 2-room Flexi Type 1 in HDB's February and June 2026 BTO launches measured 40 sqm; Breeze's measures 38 (see our guide to BTO flat sizes and prices). And where HDB's other BTO 2-room Flexi batches in those launches were mostly the larger type, 261 of Breeze's 377 are Type 1. Type 2 adds 10 sqm and costs a little more per square metre at the midpoints.

What the price includes. Flooring for the living room and bedroom is not in the price. HDB's brochure lists what every 2-room Flexi does come with: floor and wall tiles in the bathroom and kitchen, a water closet suite, a sliding partition for the bedroom and a bathroom door. More is available through the opt-in Optional Component Scheme (OCS), and its cost goes on the flat price, and the brochure notes that the number of panels in the bedroom partition depends on your OCS choice. A single's arithmetic. Every first-timer single buying a new flat pays an additional $15,000, which HDB folds into the price. HDB's own after-grant starting price for Ang Mo Kio's 2-room Flexi, $71,000, is Breeze's, since Ridge has none; but HDB calls it illustrative, and it assumes a $120,000 Enhanced CPF Housing Grant (EHG), the family maximum for a household earning up to $1,500 a month. A single's EHG tops out at $60,000, and none is paid above an own income of $4,500. On the cheapest Type 1:

Where HDB itself draws the line for singles. HDB's June 2026 release sets out which flats each income can buy at typical selling prices, with CPF paying the mortgage "with little or no cash payment". For a single earning $3,500 a month (EHG $15,000), its list reaches only "a 2-room Flexi flat in any of the Standard projects". At $4,500 (EHG $2,500) it extends to "any of the Standard or Plus projects, or Lakeview Cascadia". By HDB's own yardstick, then, a typically priced Breeze 2-room Flexi comes within reach of a single earning near the $4,500 ceiling of the singles' grant, where the grant is smallest, not of a single on a lower income with a bigger grant. The ladder works on typical prices; at the bottom of the Type 1 range, the loan test below is the better guide.

The $8,000 ceiling is the one for HFE letters applied for from 24 August 2026; June 2026 applicants were assessed on the earlier $7,000.

HDB's own Ang Mo Kio line shows 4-room flats "from" $543,000 before grants and $488,000 after an EHG of $55,000, but that row covers both Kebun Baru projects, and $543,000 is Ridge's lowest; Breeze's 4-room starts at $547,000.

What your income must cover. A full 75% HDB loan over 25 years, sized at HDB's 3.0% floor with instalments capped at 30% of income, needs a monthly income of $2,264 on the cheapest Type 1 ($191,000) and $4,137 on the dearest Type 2 ($349,000); a 4-room needs $6,485 to $8,844 across its range. These use list prices: grants lower what you borrow against, and a single's $15,000 raises it. Income ceilings rose for HFE letters applied for from 24 August 2026, to $8,000 for a 99-year 2-room Flexi, for families and singles alike, and $16,000 for a 4-room. June 2026 applicants were assessed on the earlier ceilings, $7,000 and $14,000; the new ones matter for the next exercise and for resale buyers.

For the 4-room, HDB's resale comparables were $830,000 to $1,080,000 for 92-93 sqm flats with about 91 years of lease remaining, a 32% gap midpoint to midpoint; for the 2-room Flexi, HDB listed no comparable nearby. Those are other flats, picked by HDB, and they are no guide to what a Breeze flat might sell for.

Type 1 was the cheapest way into a new Ang Mo Kio flat at the June 2026 exercise; if the loan allows, Type 2 is the one we would pick for a stay of ten years or more.

Fifty-two months: a Plus project on a Prime project's timetable

HDB's Annex A puts the wait at Breeze at 52 months, or 4 years and 4 months, measured from the median month in which flats are selected to the median month in which the project's blocks are projected to be completed. HDB publishes no completion date for the project, and we do not infer one. Breeze keeps time with June's Prime projects, not with Ang Mo Kio's other Plus project. Its 52 months sit alongside Lakeview Cascadia's 51 and Berlayar Rise's 49/54, while June's Standard projects ran from 31 to 42. Kebun Baru Ridge, Ang Mo Kio's other June project, was estimated at 37 months, or 3 years and 1 month: an estimate 15 months shorter than Breeze's, for 4-room flats priced $543,000 to $693,000 against Breeze's $547,000 to $746,000. Across the five Plus BTO launches HDB made from October 2025 to June 2026, none carried a longer estimate than Breeze's.

Four BTO projects, four Plus labels: every Ang Mo Kio BTO project HDB launched from October 2024 to June 2026 came with Plus terms.

Budget for the whole stretch. Plan to house yourself through the months between the application window and your booking appointment, and then through HDB's 52 months. For a single that usually means renting or staying with family; for a senior, it is a long wait at a stage of life when a few years count for more.

Can a Breeze flat ever be let, and what does selling it cost?

Breeze's Plus classification brings four conditions. They bind every owner, but how hard they bite depends on the flat type you book.

Letting: never, on a 2-room Flexi. Two of HDB's rules meet here. Owners of Plus flats may never let the whole flat, even after the minimum occupation period, and that restriction also binds whoever buys the flat from you. Separately, only a 3-room or bigger HDB flat may rent out spare bedrooms; a 1-room or 2-room flat may not rent out a bedroom at all. A Breeze 2-room Flexi falls under both, so as HDB's rules stand it cannot be let in any form, at any point in its life. A Breeze 4-room can take a tenant in a spare bedroom with HDB's approval, which does not require the MOP to have been met and is open to a citizen or permanent resident owner. The whole 4-room, never.

Selling: after ten years, with 8% to HDB. Plus flats carry a 10-year MOP before they can be sold, against 5 years for Standard flats, and the clock starts only when your purchase completes, at key collection. Whenever a Breeze flat is first sold, HDB recovers 8% of whichever is higher, the resale price or the valuation: $8,000 on every $100,000, or $80,000 on every $1,000,000. We do not estimate that price. Among the Plus BTO projects HDB launched from October 2025 to June 2026, 8% is the top rate, shared with Kebun Baru Ridge; Oak Ville @ AMK was set at 7%, and Kim Keat Crest and Tampines Nova at 6%. Your buyer must pass an income test. Whoever buys a resale Plus flat faces an income ceiling even if they take no grant, which is not so for a resale Standard or Unclassified flat. On HFE letters applied for on or after 24 August 2026, a single aged 35 or over buying without the Singles Grant is capped at $16,000 a month, and families at $16,000 ($24,000 for extended families). That shrinks the pool of people who can buy from you; its effect on price is not something we estimate.

Short leases are a different case. A short-lease 2-room Flexi can never be resold, so for a senior on a short lease the resale rules do not come into play; the letting rules still do.

A Breeze 2-room Flexi is a home to live in and, after ten years, to sell; it is never a flat to let.

Can you buy a Breeze 2-room Flexi on a short lease if you are 55 or older?

Before you book, weigh these:

  • The queue. Seniors faced 2.6 applications per 2-room Flexi flat set aside for them, on a row that is Breeze's alone. HDB keeps at least 40% of a project's 2-room Flexi flats, or 100 units if that is more, for seniors.
  • The fittings. The brochure adds grab bars in short-lease flats to what every 2-room Flexi gets: bathroom and kitchen tiles, a water closet suite, a bedroom partition and a bathroom door.
  • Paying. HDB does not allow a housing loan for a short-lease 2-room Flexi, so plan to pay without one (see our step-by-step guide to the BTO process).
  • The ceiling. For HFE letters applied for from 24 August 2026, seniors buying a short-lease 2-room Flexi face a monthly income ceiling of $16,000; June 2026 applicants were assessed on the earlier $14,000.
  • The wait. HDB's 52-month estimate applies to short-lease flats too. If you need to move within the next few years, that matters more than the price.
  • The exit. A short-lease flat can never be resold, and as a Plus 2-room Flexi it can never be let.

For a senior who wants to stay in Ang Mo Kio or move there, and can wait, a Breeze short lease is a reasonable plan. If the wait is the problem, the November 2026 exercise is covered in the last question below.

The 52 months come before the ten years, not instead of them

HDB's 52-month wait comes first, and the 10-year MOP starts only at key collection, so a Breeze 2-room Flexi means well over a decade from application before you may sell, with no letting at any point and 8% to HDB on the first sale. Book it only if you would be content to be living in it yourself ten years after the keys.

Breeze's two long numbers run one after the other. HDB's 52-month estimate runs from flat selection to the blocks' projected completion; the 10-year MOP starts only when your purchase completes, at key collection. Add the months between the June window and your booking appointment, and a Breeze 2-room Flexi asks you to plan for well over a decade from application before you may sell it, with no right to let it at any stage. And the 8% is payable on the first sale, whenever that comes.

For a household that was always going to stay, the timing costs little. For a single, it is the decision itself, because a one-bedroom home has to fit the life you will have, not only the one you have now:

  • If you might marry, have a parent move in or take a job abroad in the years after the keys, the flat will not grow with you, you cannot sell it until the MOP ends, and you cannot let it while you are away.
  • If Ang Mo Kio is where you mean to live for the long run, the letting ban and the ten-year lock cost you little, though the 8% still applies whenever you sell, and a 4.1 queue was the least crowded HDB's singles met in June 2026.

Book the 2-room Flexi only if you would be content to be living in it yourself ten years after the keys. If you would not, an older resale flat in the town (last question below) keeps more doors open, usually at a higher price.

What does it cost to turn down or cancel a Breeze flat?

Cancelling after booking costs the option fee ($500 for a 2-room Flexi, $2,000 for a 4-room), and after the Agreement for Lease 5% of the price, each followed by a 1-year wait-out.

HDB told June 2026 applicants their queue positions in August 2026. Booking starts four weeks after the ballot results are out and takes several months, so if you hold a number, your appointment may still be ahead. HDB calls applicants in queue order, as long as flats remain for their ethnic group. Decide before the appointment, not at it:

For a single, a skipped turn means a year out of every sales exercise that follows. Two choices at Breeze are worth making before you go:

  • Which type. Type 1 (38 sqm) and Type 2 (48 sqm) are in different blocks, 247A and 248A, and the singles' $15,000 applies to either.
  • Which fittings. HDB offers the Optional Component Scheme at the booking appointment, and you cannot opt in later.

If you are a senior choosing a short lease, pick a length that covers every buyer and spouse to 95.

Where can a single still buy in Ang Mo Kio after missing Breeze?

Not through November 2026's BTO exercise, which lists no Ang Mo Kio flats; the routes are a later launch (every Ang Mo Kio BTO project from October 2024 to June 2026 was Plus), a future SBF, or resale. Other Ang Mo Kio flats of all ages resold at medians of $340,000 for a 2-room and $434,000 for a 3-room from July 2025 to June 2026.

Not in November's BTO exercise. HDB's preliminary November 2026 list has about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, and no Ang Mo Kio flats; HDB names projects and their classification only at launch (see our BTO launch schedule). Every town on that list includes 2-room Flexi flats, and for seniors, Toa Payoh's includes Community Care Apartments, which HDB is opening to buyers from 55 rather than 65. If Ang Mo Kio itself is the point, three routes remain:

  • A later BTO launch. Every Ang Mo Kio BTO project HDB launched from October 2024 to June 2026 came with Plus rules, and HDB announces each project's classification at launch.
  • A Sale of Balance Flats (SBF). The SBF offers flats that went unsold in earlier BTO launches. February 2026's offered 4,320 flats; as at 18 September 2026, no further SBF had been announced (see our SBF guide).
  • Resale. A single aged 35 or over can buy a resale flat. For HFE letters applied for from 24 August 2026, the income ceiling with the Singles Grant under the Single Singapore Citizen scheme is $8,000 (for a flat of up to 5 rooms); a resale Standard or Unclassified flat bought without the grant has no ceiling unless you take an HDB housing loan, which carries the same $8,000 ceiling; a resale Plus flat bought without the grant, $16,000.

The street column changes the story. No young 2-room flat resold in Ang Mo Kio in that year, so the town's 2-room median describes older flats; and more than half the young 4-room resales were on Ang Mo Kio Street 23, so that median is largely one street's. For a single, the realistic comparison is an older 2-room at a median of $340,000, or a 3-room of any age at $434,000, against Breeze's Type 1 at $191,000 to $275,000 before grants: less lease left and a higher price, but, if the flat is Standard or Unclassified, none of the Plus conditions.
