
HDB 3Gen Flats: Who Can Buy One, 2026 Prices, the Layout, and What They Resell For
HDB's four-bedroom flats for married couples living with their parents. Who qualifies, what new 3Gen flats cost next to 5-room flats in the same project, and why they have resold at or below 5-room prices.
A 3Gen flat is an HDB flat for multi-generation families: four bedrooms, two with attached bathrooms, about 120 sqm. Only a married or engaged couple buying with at least one parent who is a Singapore Citizen or PR can buy one, from HDB or on the resale market; other households cannot buy a resale 3Gen flat. New 3Gen flats are priced close to 5-room flats in the same project: at Sembawang Brook in June 2026, $468,000 to $567,000 against $420,000 to $571,000. Buying from HDB, the household income ceiling is $24,000. On the resale market, 3Gen flats have sold for less per square metre than comparable 5-room flats in every town with enough sales.

A 3Gen flat is HDB's answer for families who want three generations under one roof: four bedrooms, two of them with their own bathrooms, sold to a married or engaged couple buying with their parents. It is one of HDB's largest flat types on offer today.

What is an HDB 3Gen flat?
An HDB 3Gen flat is a four-bedroom flat, two bedrooms with their own bathrooms, built for a married or engaged couple living with their parents. It is about 120 sqm, sold new by HDB and on the resale market, but only to multi-generation families.
HDB describes the 3Gen flat as supporting "the needs of extended families", with "2 bedrooms with attached bathrooms, and 2 other bedrooms". The key facts, as of 2026 (verify on HDB):

A 3Gen flat is a family arrangement with a floor plan, not just a bigger flat. The rules on who can buy it follow it into the resale market.
Who can buy an HDB 3Gen flat?
A married or engaged couple buying together with their parents, with at least one parent a Singapore Citizen or PR. Buying new from HDB, the household income ceiling is $24,000 a month; on the resale market there is no ceiling unless you take a grant or an HDB loan. Other households cannot buy a resale 3Gen flat.
HDB's multi-generation families scheme (Couples and Families page, updated 23 August 2026):

Who cannot: HDB's rules for couples and other families list resale "All flat types (excluding 3Gen flats)"; singles cannot buy a 3Gen flat; and a household with a non-resident spouse may buy resale flats "excluding 3Gen flats". An undischarged bankrupt applicant needs the consent of the Official Assignee or private trustee (not needed if listed only as an occupier).
The same multi-generation household can also choose a 4- or 5-room flat under the same $24,000 ceiling, which is worth weighing given the resale record below.
All core members must live in the flat for the minimum occupation period, and "Their names cannot be removed", so everyone named, parents included, is committing to live together for the whole period.
How much does a 3Gen flat cost?
New 3Gen flats were priced from $468,000 to $567,000 at Sembawang Brook in the June 2026 BTO, and from $613,000 to $874,000 at two October 2025 projects, overlapping the 5-room flats in the same projects. Balance 3Gen flats in the February 2026 sale started at $595,000 before grants.

- In the Sale of Balance Flats, HDB's February 2026 sale offered 3Gen flats "From $595,000" before grants and from $540,000 after an illustrative $55,000 Enhanced CPF Housing Grant.

On HDB's price lists, the cheapest 3Gen flat costs $37,000 to $67,000 more than the cheapest 5-room flat in the same project, and the dearest cost about the same (within $17,000). Work out the loan and CPF with the Property Financial Planner.
How big is a 3Gen flat, and what is the layout?
About 120 to 121 sqm including the air-conditioner ledge, 115 sqm inside, at HDB's recent launches, against 113 to 114 sqm for a 5-room flat in the same projects. It has four bedrooms, two with their own bathrooms, plus a common bathroom.

The second bedroom with its own bathroom is the point of the design: it gives the parents a room of their own with a bathroom, within about 5 sqm more inside space than a 5-room flat. The price of that is smaller rooms.
What do 3Gen flats resell for?
Less per square metre than 5-room flats. Across the 83 3Gen resales in HDB's records from 2022-06 to 2026-08, the median price per square metre was lower than for 5-room flats of the same town and lease start in all 7 towns with enough sales (-14% to -3%); in total price, they sold for about the same or less in most towns.

PropKaki analysis of HDB resale records (83 3Gen resales in 9 towns, 2022-06 to 2026-08); towns with fewer than 5 3Gen resales left out. Samples are small: treat each town as a pointer, not a price.
Two measures, two strengths of result:
- Per square metre, lower everywhere: -14% to -3% across all 7 towns. It also held when we matched more strictly (same street, nearby months).
- In total price, mixed: the median was lower in 5 of 7 towns (gaps from -$55,000 to +$24,556), but Yishun's gap was just $500, and a stricter match (same street, nearby months) moves one or two towns either way.
Two explanations fit, and prices alone cannot separate them. One is the buyer pool: only a couple buying with their parents may buy a resale 3Gen flat, while any eligible household can buy a 5-room flat. The other is the layout: more, smaller rooms in about 5 sqm more inside space than a 5-room flat.
A 3Gen flat buys space for the family you have now; do not count on it to sell at a premium.
Can you buy a resale 3Gen flat?
Yes, if you are a multi-generation household: a married or engaged couple buying with at least one parent who is a Singapore Citizen or PR. Other households, including couples buying without their parents, cannot. There is no income ceiling unless you take CPF housing grants (other than the Proximity Housing Grant) or an HDB loan.
HDB lets a multi-generation family "buy a resale 3Gen flat", and lists resale 3Gen flats as excluded for couples and other families. The resale process is the same as for any flat: an HDB Flat Eligibility letter first, then the Option to Purchase, HDB's value and the resale application. Two points specific to 3Gen buyers:
- Your parents are part of the purchase. They are core members named in the HFE letter, must live in the flat through the minimum occupation period, and their names cannot be removed.
- Your future buyers are limited too. When you sell, only another multi-generation family can buy, one of the two likely reasons 3Gen flats resell for less per square metre than 5-room flats.
What were HDB's older multi-generation flats?
Before today's 3Gen flats, HDB built a larger multi-generation flat, with leases starting in 1987 and 1988, at about 164 sqm, in Bishan, Tampines and Yishun. PropKaki counts 367 of them in 8 blocks; they rarely change hands, and the 9 resold between 2024-09 and 2026-08 fetched a median $1,120,000.
HDB's resale records carry a flat type called "multi-generation" for flats with leases starting in 1987 to 1988. They are a different, much bigger design from today's 3Gen flats:

If you see a "multi-generation" flat listed, check the lease start and size: the older flats date from 1987–88 and are about 164 sqm. Modern 3Gen flats have crossed $1 million too (2 resales so far).
Can you rent out a room in a 3Gen flat?
Not during the minimum occupation period: HDB says that if you own a 3Gen flat, you cannot rent out any bedrooms within the MOP. After the MOP the normal rules apply: spare bedrooms with HDB's approval, and the whole flat only if it is a Standard or older unclassified flat and the household has a Singapore Citizen owner.
HDB's rule (Conditions After Buying a New Flat): "If you own a 3Gen flat, you cannot rent out any bedrooms within the MOP." That is stricter than for other flats of 3 rooms or more, whose owners may rent out spare bedrooms with approval during the MOP.
After the MOP, a 3Gen flat follows the general rules: spare bedrooms with HDB's approval, up to the occupancy caps, and the whole flat only after the MOP, only by a household with a Singapore Citizen owner, and never for a Plus or Prime flat. What happens if you sell a 3Gen flat and buy another flat later?
If your 3Gen flat was bought from HDB or with a grant and you later buy a second subsidised flat from HDB, or a new EC, you pay a resale levy of $45,000 as a family. Buying a resale flat next carries no levy. You can sell only after the minimum occupation period, and only to another multi-generation family.
- Resale levy: HDB's fixed levy for a first subsidised flat that was a 3Gen flat is $45,000 for a family (the same as a 5-room flat), paid when you buy a second subsidised flat from HDB or a new EC. There is no Singles rate for 3Gen flats.
- No levy on a resale purchase: HDB says that if you are buying a resale flat or private property, you need not pay it.
- Selling: after the minimum occupation period (5 years for a Standard or unclassified flat, 10 for Plus and Prime), and only to a buyer household that qualifies for a 3Gen flat.
How do you apply for a 3Gen flat from HDB?
Apply for an HDB Flat Eligibility letter as a multi-generation household, then apply in a BTO or Sale of Balance Flats exercise that offers 3Gen flats. Only some projects include them: 29 at Sembawang Brook in June 2026, and 36 and 28 at two October 2025 projects.
- Get an HFE letter listing you, your spouse or fiancé(e) and your parents; our HFE letter guide explains the process.
- Watch for 3Gen flats in each launch. Only some projects offer them, in small numbers: 29 at Sembawang Brook in June 2026, and 36 at Teban Heights and 28 at Ping Yi Court in October 2025.
- Know how demand is counted. HDB reports BTO demand for "5-room / 3Gen" together, and in Sale of Balance Flats exercises it groups 5-room, 3Gen and Executive flats as one application category, so there you compete with 5-room and Executive applicants. What is the biggest mistake people make with 3Gen flats?
Treating a 3Gen flat as a bigger 5-room flat that will resell for more. Only multi-generation families can buy it on resale, and 3Gen flats have resold for less per square metre than 5-room flats of the same age in every town with enough sales.
The extra bedroom and bathroom are real, and at HDB's launch prices they cost little more than a 5-room flat. But a 3Gen flat's buyers are restricted for life: when you sell, only a couple buying with their parents can buy it. On HDB's resale records, 3Gen flats have sold for less per square metre than comparable 5-room flats in every town with enough sales.
Buy a 3Gen flat because your family will live in it together, not as a trade-up you plan to cash in.
