Tagore Forest Will Not Be a Nature Reserve. On the Master Plan It Is Already Housing

The government's answer was about conservation. The more consequential fact sits in the zoning — and in what District 26 has spent the last year absorbing.

Quick Summary

On 8 September 2026, Minister for National Development Chee Hong Tat said in a written parliamentary answer that the government has no current plans to designate Tagore forest as a nature reserve. The site — southeast of the Seletar Expressway and Upper Thomson Road intersection — is zoned for residential use under the URA Master Plan. Singapore has four gazetted nature reserves: Bukit Timah and Central Catchment (1990), Labrador and Sungei Buloh (2002). In 2024, more than 40 scientists and conservationists had proposed studying the forest's protection as a nature park. In the surrounding postal district, D26, the last ~365 days produced 596 priced private sales: new sales at a median $2,340/sqft against resales at $1,640/sqft — a 43% gap — with 57% of all volume coming from just two projects.

Tagore Forest Will Not Be a Nature Reserve. On the Master Plan It Is Already Housing

A patch of forest beside the Seletar Expressway has spent years carrying two identities at once: a refuge for rare wildlife on the edge of the Central Catchment, and a residential plot on the URA Master Plan. Parliament was told this week that the first will not be formalised. The second has been true the whole time — and the market next door has been quietly pricing what that neighbourhood is worth.

1

A forest with a zoning code

Tagore forest sits southeast of where the Seletar Expressway meets Upper Thomson Road. It is a buffer against the Central Catchment Nature Reserve, and it shelters species including the Raffles' banded langur — one of the rarest primates in the country.

In 2024, more than 40 scientists and conservationists put its protection on the table, proposing in a document called the Singapore Terrestrial Conservation Plan that it be studied as a nature park.

On the URA Master Plan, the same ground is coloured for residential use.

That contradiction is not new, and it is not unique to Tagore. What is new is that Parliament has now been asked to resolve it, and has declined to.

2

What the minister actually said

MP Kenneth Tiong (WP-Aljunied) asked about nature reserves gazetted under the Parks and Trees Act, and whether the government would consider designating Tagore forest as one.

In a written answer on 8 September, as CNA reported, Minister for National Development Chee Hong Tat said there are no current plans to do so.

His reasoning was a description of method rather than a verdict on the site. Designation follows a "science-based" approach, weighing an area's biodiversity and ecological value and its importance to Singapore's native biodiversity — and then weighing that against the country's other land-use needs. Singapore's four nature reserves, he noted, are assessed to be its most biodiverse areas: Bukit Timah and Central Catchment, gazetted in 1990, and Labrador and Sungei Buloh, in 2002.

He also set out what sits below that tier. Nature areas and nature parks act as buffers to the reserves. More than 7,800ha of green space has been set aside, rising to 8,800ha by 2035. NParks' Ecological Profiling Exercise identifies ecological corridors, and URA works with NParks to fold ecology into the Long-Term Plan and Master Plan upstream.

Read plainly: Tagore is being handled inside the planning system, not lifted out of it.

3

"Not a nature reserve" is not the same as "about to be built"

This is where property readers tend to over-read a planning answer, so it is worth being blunt about what did and did not happen this week.

What happened: a minister declined to gazette a site, and restated that it is zoned residential.

What did not happen: no site was launched, no tender was called, no Government Land Sales listing appeared, no timeline was given, and no acreage was put on the record. The reporting contains no site area, no unit yield and no date.

Master Plan zoning is a long-horizon instrument. Land can carry a residential zoning for decades without a spade going near it, and the zoning can change at the next review. Treating "zoned residential" as a launch signal is the single most common mistake made with this kind of news.

The honest statement is narrower and still useful: the site's default trajectory remains development, and nothing said on 8 September moved it off that default.

4

What has the market around Tagore actually been absorbing?

The forest sits inside postal district 26 — Upper Thomson, Springleaf, Lentor. That district has spent the last few years being rebuilt, which makes it unusually easy to see what the neighbourhood is currently worth.

Over the trailing ~365 days there were 596 priced private sales in D26:

Type of saleSales (n)Median PSF
New Sale385$2,340
Resale153$1,640
Sub Sale58$2,392

A new home in D26 transacts about 43% dearer per square foot than a resale one. And the new-sale side is not spread thinly across the district — it is concentrated:

ProjectSales (n)Median PSF
Lentor Gardens Residences286$2,357
Lentor Modern56$2,398
Springleaf Residence47$2,228
Lentoria28$2,416
The Springside23$2,453
Hillock Green20$2,110
Castle Green17$1,381
Meadows @ Peirce16$1,732

Springleaf Residence, at $2,228/sqft, is the closest of these to the forest itself.

5

Is there such a thing as a District 26 price?

Barely, and this is the part worth carrying away from the table above.

57% of every private sale in D26 over the past year came from just two projects. The blended district median — $2,320/sqft — is therefore not a description of District 26. It is mostly a description of Lentor Gardens Residences, which alone accounted for 286 of the 596 sales.

That matters directly to how you read any future Tagore headline. When a district league table says D26 trades at $2,320/sqft, it is reporting the price of whatever happened to be launching there. A resale owner in the same district is in a $1,640/sqft market. Those are two different things wearing one number.

It also tells you something about absorption. A district that has taken 385 new sales in a year across half a dozen concurrent projects is not starved of supply. Whatever case exists for developing Tagore, "the neighbourhood has nowhere to buy" is not obviously it.

6

What a Tagore release would be joining

Put the pieces together and the shape of the thing becomes clearer.

If housing does eventually come to Tagore, it arrives in a district that has just demonstrated it can absorb hundreds of new units a year at around $2,340/sqft, next to a resale stock trading at $1,640. It would be the latest entry in a redevelopment wave — Lentor Modern, Lentoria, Hillock Green, Lentor Gardens Residences, Springleaf Residence — rather than the opening of a new frontier.

For existing owners nearby, the near-term read is mostly about the gap. A 43% spread between new and resale in the same district is wide, and it is the spread that new supply tends to press on: fresh launches compete hardest with the other new launches, while resale stock is priced off a different, slower curve.

For everyone else, the honest answer is that this week changed the conservation question, not the construction one. The zoning was already there. What the minister added is that no gazette is coming to override it.

7

The honest reality-check: we are pricing a neighbourhood, not a site

Several limits deserve stating outright.

  • We have no site-specific data, because there is no site. No area, no plot ratio, no yield, no tender. Everything above describes District 26 as a market, not Tagore as a development. Anyone offering you a price or a unit count for Tagore housing is inventing it.
  • A district is a coarse unit. D26 spans Upper Thomson, Springleaf and Lentor, which are not one market. Our own table shows the range inside it — Castle Green at $1,381/sqft and The Springside at $2,453 are both D26.
  • The medians are thin in places. Several projects in the table rest on 16 to 28 sales. Read the top two rows with confidence and the tail with caution.
  • New-sale PSF is not land value. A launch price carries construction, financing, marketing and the developer's margin. It is not what a site would fetch, and the two should never be treated as the same number.
  • Trailing ~365 days, as at 12 September 2026. A single large launch inside that window moves the district figures substantially — which, as we have said, is exactly what happened.

One more, on the conservation side: we are a property publication and we have no independent view on the ecological merits. The langur, the 40-plus scientists and the Terrestrial Conservation Plan are reported facts, not our assessment.

8

Is Tagore Forest going to be built on?

Key takeaway

There is no plan, tender or timeline. The site is zoned residential under the URA Master Plan and the government has declined to gazette it as a nature reserve, so development remains its default trajectory — with no date attached.

Nothing announced on 8 September commits anyone to building there, and no plan, tender or timeline exists on the public record.

What is true is that the land is zoned for residential use under the URA Master Plan, and that the government has declined — for now — to give it nature reserve status, which would have taken it off the development track. The minister framed this as the normal weighing of biodiversity value against Singapore's other land-use needs.

So the accurate answer is: it remains available for housing in principle, with no indication of when or whether that happens. Master Plan zoning is reviewed periodically and can change.

9

What does it mean when a site is "zoned residential"?

Key takeaway

It means the URA Master Plan permits housing there — a statement about what may be built, not a commitment that it will be. Zoning fixes no date and is revised at periodic Master Plan reviews.

It means the URA Master Plan — Singapore's statutory land-use map — permits housing there. It is a statement about what may be built, not a decision that anything will be.

Zoning does not schedule construction, does not put a site into the Government Land Sales programme, and does not fix a launch date. Plenty of residentially zoned land in Singapore has sat undeveloped for decades. The Master Plan is reviewed periodically, and zonings are revised at those reviews.

The practical use of a zoning for a buyer is as a ceiling on surprise: it tells you what could appear next door without a rezoning. A forest zoned residential is a forest that could one day be flats. It is not a forest that is about to be.

How we sourced this

The parliamentary exchange — the question from MP Kenneth Tiong, Chee Hong Tat's written answer, the four gazetted nature reserves and their dates, the green-space figures, the 2024 Singapore Terrestrial Conservation Plan and the forest's location — comes from CNA's report of 9 September 2026, linked below. We have not seen the written answer in full.

The sales figures are PropKaki's own, computed from public.sale_transactions — URA caveats for private residential sales — filtered to postal district 26 over the trailing 365 days as at 12 September 2026, split by URA's type-of-sale field. PSF medians are of transacted price over strata area. Projects shown are the busiest in the window; several rest on small samples, and each row's count is printed so you can weigh it.

We hold no data on Tagore forest itself — no site boundary, area or yield — and have not estimated any.

About this commentary

This is opinion and analysis from the PropKaki Editorial Desk, not investment advice. The parliamentary reporting belongs to CNA; the district analysis and the conclusions drawn from it are ours.

We have deliberately not put a price, a unit count or a date on Tagore, because none exists. If you see one, ask where it came from. Buying or holding property on the expectation of a development that has not been announced is a bet on a planning decision, and should be treated as one.

On the conservation question itself we take no position — that is a matter for ecologists and for the public consultation process, not for a property desk.
