
HDB 2-Room Flexi Flats: Type 1 vs Type 2, 2026 Prices, Short Leases and Who Can Buy
A one-bedroom flat sold to singles, families and seniors on very different terms. What each type and lease costs, who qualifies under the August 2026 ceilings, and what you can and cannot do with one later.
A 2-room Flexi is a one-bedroom HDB flat, in Type 1 (38 to 40 sqm in HDB's 2026 launches) or Type 2 (48 to 49 sqm). First-timer singles aged 35 and above, families and seniors can buy one, and buyers aged 55 and above can choose a 15- to 45-year lease. In HDB's June 2026 launch, 99-year units cost $137,000 to $406,000 before grants. For HFE letters applied for from 24 August 2026, the income ceiling is $8,000 for a 99-year flat and $16,000 for a short lease.

The 2-room Flexi is a one-bedroom HDB flat, and three very different buyers compete for it: first-timer singles aged 35 and above, lower-income families, and seniors right-sizing from a bigger home. The same flat comes in two sizes and, for seniors, in leases as short as 15 years.
This guide sets out Type 1 against Type 2, what HDB charged in its June 2026 launch, who can buy under the income ceilings that apply to HFE letters from 24 August 2026, how the short lease works, and what the resale market shows. Figures are HDB's and PropKaki's, as at 18 September 2026.
What is an HDB 2-room Flexi flat?
A 2-room Flexi is a one-bedroom HDB flat with one bathroom, a living and dining area and a kitchen. HDB describes it as an affordable option for lower-income households, seniors and singles, and seniors can buy it on a short lease to pay less.
HDB created the 2-room Flexi in 2015, when it merged its studio apartment scheme with its 2-room flat scheme (NLB Infopedia). Apart from Community Care Apartments, which are for seniors, it is the smallest new flat HDB sells, and for a single aged 35 to 54 buying alone or with other singles, it is the only new flat on offer.

HDB is building a lot of them. In the June 2026 BTO exercise, close to one in three flats on offer, about 2,300, were 2-room Flexi flats, part of 20,000 that HDB plans to launch from 2026 to 2028 (HDB, June 2026).

What is the difference between 2-room Flexi Type 1 and Type 2?
Size and price. In HDB's June 2026 launch, Type 1 was 38 to 40 sqm and Type 2 48 to 49 sqm, 8 to 10 sqm more in the same project, and Type 2 made up 70% of the 2-room Flexi supply. HDB's eligibility pages don't reserve either type for a particular buyer group.

Of the 2,287 units in that table, 1,597 were Type 2, so most supply is the bigger layout. HDB's eligibility pages list both simply as "2-room Flexi", with no type reserved for singles, families or seniors. Within a project, Type 2 cost $15,000 to $74,000 more than Type 1 at the same end of the price range.
The resale market prices the difference modestly. Among 2-room flats whose lease began in 2018 or later, mostly Flexi-era flats, the smaller layout (85 resales, mostly 37 to 38 sqm) sold for a median $363,000 and the larger one (325 resales, mostly 46 to 48 sqm) for $390,000, between July 2025 and June 2026. Per square foot the smaller flat cost more: $892 against $767.
Type 2 buys you 8 to 10 more square metres. Per square foot, the smaller flat costs more.
Who can buy a 2-room Flexi flat?
First-timer singles aged 35 and above, families, and Singapore Citizen seniors aged 55 and above. For HFE letters applied for from 24 August 2026, the income ceiling is $8,000 a month for a 99-year 2-room Flexi, whether you buy as a single or a family, and $16,000 for a short-lease flat.

New flats are for first-timer singles only: a single who has already had a housing subsidy can buy a new 2-room Flexi only on a short lease at 55 or above, with an additional amount of up to $30,000, pro-rated to the lease. Since the October 2024 exercise, eligible singles can buy a new 2-room Flexi in any project class, not just in non-mature estates (HDB, Standard, Plus and Prime), and their ceiling rose from $7,000 to $8,000 for HFE letters applied for from 24 August 2026.
In a BTO launch, singles also get most of the non-senior supply. HDB's quota table gives first-timer singles 65% of the 2-room Flexi flats left after the seniors' share, in Standard, Plus and Prime projects alike (PropKaki's sum of HDB's table; HDB, Modes of Sale). In a Sale of Balance Flats exercise the split flips: first-timer singles get 5% and first-timer families 90%. In February 2026, only 4 of the 20 towns with SBF 2-room Flexi flats had a singles quota at all, and singles' application rates there ran from 145 to 255 (HDB; see our SBF guide).
First-timer singles can use the Enhanced CPF Housing Grant (Singles), worth up to $60,000 depending on income; CPF sets the grant's income cap at $4,500 a month for a single buying alone, or $9,000 when buying with other singles (CPF). Every buyer needs a valid HFE letter before applying.
For first-timer singles, a BTO 2-room Flexi is the flat built around you. In SBF, you are at the back of the queue.
How much does a 2-room Flexi BTO flat cost in 2026?
In HDB's June 2026 BTO launch, 99-year 2-room Flexi flats cost $137,000 to $406,000 before grants, from $137,000 for a Type 1 in Woodgrove Acres to $406,000 for a Type 2 in Berlayar Rise. A 15-year short lease started at $46,000.

Three things move the price, and the lease moves it most. At Woodgrove Acres, the cheapest Type 1 is 66% cheaper on a 15-year lease than on 99 years. The class comes next: the cheapest 99-year Prime unit started at $216,000, against $137,000 for the cheapest Standard one. The type moves it least: $15,000 to $74,000 within a project.
HDB's last Sale of Balance Flats exercise, in February 2026, offered 2-room Flexi flats from $126,000. Its next BTO exercise, in November 2026, will bring a new price list (as at 18 September 2026).
Grants then cut the price for first-timers. HDB's February 2026 price illustrations assumed the family maximum Enhanced CPF Housing Grant of $120,000 on a 2-room Flexi; for singles the grant is up to $60,000 and depends on income. On a 2-room Flexi, the lease moves the price most, then the class, then the type.
How does the short-lease 2-room Flexi work for seniors?
If you are a Singapore Citizen aged 55 or older, with any spouse also 55 or older, you can buy a 2-room Flexi on a lease of 15 to 45 years, in 5-year steps, as long as it covers every buyer and spouse to at least age 95. A shorter lease costs less, but you cannot take a housing loan and must pay with CPF and cash.
The short lease is priced by length. Type 1 in the June 2026 launch:

The rules (HDB, seniors):
- Age and lease. Every buyer and spouse must be at least 55 when applying for the HFE letter, and the chosen lease "must be able to last all buyers and their spouses until at least age 95". A 70-year-old couple, for example, needs at least 25 years.
- Citizenship and income. You must be a Singapore Citizen, and the ceiling is $16,000 a month for HFE letters applied for from 24 August 2026 (it was $14,000).
- Your current home. You must sell any HDB flat and any private residential property within 6 months of completing the purchase.
- Payment. You cannot take a housing loan for a short-lease flat, so you pay in full from your CPF Ordinary Account and cash (CPF, members above 55). CPF also requires you to set aside your Basic Retirement Sum before using any excess Ordinary Account savings for it (CPF).
- Additional amount. Depending on your household, HDB adds an amount to the price, pro-rated to the lease: none for first-timer families with at least two citizens, $15,000 for first-timer singles earning up to $8,000, and up to $30,000 for several other groups.
- Fittings. Short-lease flats come with grab bars, and you can opt into a senior-friendly fittings package at booking.

A short lease trades what you leave behind for what you keep now.
Can you sell or rent out a 2-room Flexi flat?
A 99-year 2-room Flexi can be sold after its minimum occupation period: 5 years for Standard flats and for flats launched before October 2024, 10 years for Plus and Prime. A short-lease flat can never be sold or rented out: it goes back to HDB, which pays you for the unused lease. No 2-room flat can rent out its bedroom.

The 99-year flats do trade. In the 12 months to June 2026 there were 761 resales of 2-room flats, 410 of them flats whose lease began in 2018 or later, mostly from the 2-room Flexi era; their median price was $383,000. For a short-lease flat, HDB's words are plain: it "cannot be sold in the open market. If you no longer wish to live in it or become ineligible to do so, the flat must be returned to HDB. We will then pay you the value of the unused portion of the lease" (HDB).
Buy a 2-room Flexi to live in. On a short lease, it is only ever a home.
Can seniors buy a 2-room Flexi, and do they get priority?
Yes. Singapore Citizen seniors aged 55 and above can buy a short-lease or 99-year 2-room Flexi, and in every BTO project at least 40% of the 2-room Flexi supply, or 100 units if that is higher, is reserved for seniors.
- The seniors' share. "Seniors have at least 40% or 100 units, whichever is higher, of the public flat supply of 2-room Flexi flats in each BTO project reserved for them" (HDB, Modes of Sale).
- Near your current home. Under the Senior Priority Scheme, part of that share goes to seniors applying for a 2-room Flexi within 4 km of the home they own and live in, HDB or private.
- Near family. The Family Care Scheme (Proximity) gives priority to parents and children applying to live with or near each other.
- One ballot chance. Seniors get one ballot chance in the computer ballot.
Competition among seniors is real. In the February 2026 Sale of Balance Flats exercise, a separate sale from BTO, HDB's median application rate for seniors on 2-room Flexi flats was 14.5, against 0.3 for first-timer families.
The seniors' quota is big, and so is the queue for it.
Is a 2-room Flexi worth buying?
HDB's own June 2026 comparison priced a new Type 2 at Sembawang Portico, 48 sqm, at $157,000 to $225,000, against $322,000 to $390,000 for 47 sqm resale 2-rooms nearby. Whether that gap is worth it depends on how you will live: one bedroom, no bedroom rental and, on a short lease, no resale.
HDB publishes a comparison with nearby resale flats for each launch. For June 2026, set against the Type 2 flats, which are closest in size to the resale comparables:

Who it tends to suit:
- First-timer singles aged 35 to 54 who want a new flat on their own: it is the only new HDB flat open to you, and BTO quotas favour you.
- Seniors right-sizing: a short lease can cost a fraction of a 99-year flat, freeing CPF and cash for retirement.
- Small households on lower incomes, within the $8,000 ceiling.
What it costs you: one bedroom, which you cannot rent out; a 5- or 10-year MOP before any sale; and, on a short lease, no sale and no rental at all. If your household may grow, price a 3-room first.
HDB's price gap is large. Weigh it against one bedroom and the rules that come with it.
What is the biggest mistake people make with a 2-room Flexi?
Choosing the lease or the class on price alone. A short lease cannot be sold, rented out or financed with a loan, and a Plus or Prime 2-room Flexi carries a 10-year MOP, no whole-flat rental and a subsidy recovery on sale.
The cheapest option on the price list is not always the cheapest decision.
- The shortest lease. It must still cover you and your spouse to 95, and the flat can only ever go back to HDB. If you might need to move, for care or family, check how much of the lease HDB would pay back.
- Plus and Prime for singles. Since October 2024 singles can buy in any class, but a Prime or Plus flat locks you in for 10 years and cannot be rented out whole.
- Planning on a lodger. No 1- or 2-room flat may rent out a bedroom (HDB).
- Forgetting the extra charge. First-timer singles pay $15,000 on top of the flat price, and on a short lease HDB adds up to $30,000 for some groups, pro-rated to the lease.
