SLA State Properties for Rent: How to Rent a House From the Singapore Land Authority

The Singapore Land Authority rents out State properties that are not needed for development yet: black-and-white bungalows, old terraces, shophouses, former schools and camps. Homes are let for two years at a time through SLA's managing firms, and SLA lists them on its State Property Information Online (SPIO) portal. What surprises most people is the price: SPIO shows none. Valuers set a guide rent for each property that bidders are not told, and you apply with the rent you are offering. This page walks through the steps, costs, eligibility rules and tenancy terms from the application forms and sample tenancy agreement on SPIO, and shows what was listed on the day we checked.

What are SLA State properties, and can you rent one?

A State property is a building or plot the Government owns and has not yet redeveloped. SLA: "State properties not earmarked for immediate development are put up for rent in the interim to support Singapore's economic and social needs." The Ministry of Law told Parliament in 2023 that SLA manages "about 2,600 State properties in total", including "landed and non-landed residential properties, former schools, former army camps and shophouses".

The word that matters is interim. You are renting land the State has plans for, on its terms, for a fixed period.

In SLA's words: "SLA-managed properties, comprising mainly premises previously used for schools, community centres and camps, are generally available for rental through an open tender. Agent-managed properties, mainly for residential and commercial uses, can be rented via the agents."

You can rent a State home; you cannot buy one.

How do you rent a house from SLA?

Key Takeaway

Find the house on SPIO, view it (applications from people who haven't viewed it are rejected), then send SLA's managing firm the application form with the monthly rent you offer, a deposit of one month's rent and proof of income. If your offer is accepted, you sign the tenancy and pay the first month's rent, the security deposit and stamp duty within the time the firm sets.

The steps for a home, from the application forms attached to SPIO's residential listings and the Ministry of Law's 2023 statement on how residential State properties are let:

  1. Find it on SPIO. The Ministry of Law said in 2023 that all residential State properties available for rent are listed on SPIO "for at least 14 days". Each listing names its managing firm (Knight Frank or C&W Services when we checked) and attaches the application form and a sample tenancy agreement.
  2. View it first. Knight Frank's form is blunt: "Applications received from applicants who have not viewed the State Property will not be accepted and shall be rejected."
  3. Apply with your offer. The form has a box for "Rental Offered (Per Month)". You submit it with an application deposit of one month's rent, income documents (recent payslips, your tax Notice of Assessment, or an employer's letter) and ID, including a valid pass for every foreign occupier.
  4. One application only. Each applicant may apply for only one State property. Knight Frank's form disqualifies all of an applicant's applications if they apply for more than one.
  5. Direct letting or open bidding. All 15 homes for rent on 26 Sep 2026 were marked "Rent Direct". Under direct letting, offers "can be accepted if the bids meet or exceed the prevailing guide rent" (MinLaw). Under open bidding, which Knight Frank's forms say "may be conducted" when more than one person applies, the tenancy goes to the highest bid that meets the guide rent.
  6. Sign and pay on time. The successful applicant signs the tenancy and pays one month's rent in advance, the security deposit and stamp duty "within a stipulated time" (Knight Frank's forms for its Parcel 1 homes give "three working days"). Knight Frank's forms forfeit the application deposit if you miss it; C&W's forfeits it if you withdraw.

The managing firms also reserve "the right to reject any or all application without giving any reasons".

On SPIO you are not answering an asking price; you are making an offer.

Which State properties are for rent on SPIO right now?

We read SPIO's residential listing directly on 26 Sep 2026, 01:07 SGT. It held 16 properties: 15 for rent and 1 show house marked "Not for Rent".

What the list tells you:

  • Mostly small and outside the centre, with a few large houses. By type: Terrace 7; Detached 4; Semi-detached 2; Not stated 2. By URA market segment: OCR 9; CCR 4; RCR 2. Land runs from 50 to 3,870 sq m and floor area from 43 to 474 sq m; bedrooms from 1 to 6.
  • Two managing firms: Knight Frank 13; C&W Services 2.
  • The same term everywhere. All 15 listings for rent offer a two-year tenancy, for residential use.
  • Listing dates. The homes for rent that day were listed between 14 Jun 2026 and 21 Sep 2026.
  • Homes are not the whole portal. SPIO also listed 5 commercial properties and 3 event spaces that day.

SPIO changes daily as homes are let and new ones are released, so check the portal itself before you plan a viewing.

How much does it cost to rent an SLA State property?

Key Takeaway

SPIO shows no rent on any listing (0 of 15 on 26 Sep 2026). You offer a rent, and it must meet a guide rent that valuers set; the forms mention an 'asking rent', so ask the managing firm at the viewing. On top of the rent, budget one month's rent as an application deposit, a security deposit of at least three months' rent, and stamp duty.

SPIO shows no rent. Each listing has a guide-rent field, and on 26 Sep 2026 it was empty on all 15 homes for rent. The Ministry of Law explained in 2023 that professional valuers set a guide rent for each property from "location, use, floor area, physical condition of the property and prevailing market conditions". In open bidding, "The Guide Rent is not revealed to the bidders (or their agents)"; under direct letting, offers "can be accepted if the bids meet or exceed the prevailing guide rent". The application forms add that "The asking rent is subject to revision from time to time without prior notice", so ask the managing firm at the viewing what rent it is looking for.

The only published yardstick is old and covers the grandest homes. In August 2022 the Ministry of Law said SLA managed 262 black-and-white bungalows of more than 20,000 sq ft of land, of which 236 were tenanted "with a median land size of about 38,000 sqft and a median rental of about $13,000/month" (as of 21 July 2022). That figure is four years old and says nothing about a terrace or a small unit.

You lose the application deposit if you are accepted and then fail to sign and pay in time; C&W's form also forfeits it "if applicant withdraws its application". The real cost can sit in the house itself. The Ministry of Law noted in 2022 that the black-and-white bungalows "were built in the early 1900s and tenants would often need to invest in the installation of additional fittings such as air-conditioning, carpentry works, and upgrading to facilities such as kitchens and toilets."

Who can rent an SLA State property, and can foreigners apply?

Key Takeaway

Individuals aged 21 or over and companies can apply, and so can foreigners: C&W's form says 'any nationality', and every foreign occupier needs a valid pass. An individual must earn at least three times the rent or show sound finances; a company is judged on its last two years' accounts. Bankrupts and past State tenants who owe the Government money are excluded.

The eligibility rules come from the application forms attached to SPIO's residential listings:

  • Income. For an individual, "average monthly income shall be at least 3 times the rental, OR the applicant must be of sound financial status", as the managing firm (on C&W's form, SLA) assesses it.
  • Companies. A company can rent a State home for its staff if it is "of sound financial status ... based on the past 2 years financial statement". The home must then be used by the company's "bona fide employees".
  • Foreigners. C&W's form opens: "The applicant (any nationality) must not be less than 21 years old". Knight Frank's asks, "Where the individual and/or intended occupier(s) are foreigners", for "a copy of valid immigration or work pass of each foreign person".
  • Who is excluded. People under 21; anyone bankrupt or facing a bankruptcy petition; companies being wound up, in receivership or under judicial management; and "Persons or companies/firms who are or have been tenants of State properties ... and who have monies owing to the Government."

You also list every person who will live in the house, and the tenancy names who may live there.

Clear the income test on paper before you fall for a house; the form asks for proof, not promises.

How long is an SLA tenancy, and can you renew it?

Key Takeaway

All 15 homes for rent on SPIO on 26 Sep 2026 were offered on two-year terms. Renewal is at SLA's discretion, never a right: you must ask in writing three to six months before the term ends. If the tenancy includes the development break clause, SLA can end it early on at least three months' notice.

Every home for rent on SPIO on 26 Sep 2026 was offered for two years, and the application form has you "offer to rent the State Property ... for a term of 2 years".

Renewal is never guaranteed. To ask for one, the sample agreement says "the Tenant shall serve a written request on the Landlord not less than three (3) months and not more than six (6) months, before the end of the Term", and SLA "may, at its sole discretion" agree, "at such rent and on such terms and conditions to be agreed". By applying you also acknowledge that, "notwithstanding any investment of capital in and improvements made to the State property during the term, any renewal of the tenancy on the expiry of the term is at the sole discretion of the Landlord."

Early exits come from a clause that SLA's sample tenancy agreement offers in three versions, depending on the tenancy:

  • An individual tenant may end it after the first 12 months, on at least two months' notice, if required to leave Singapore permanently: deported, refused permission to work or reside, or "transferred or relocated from Singapore to another country", with documents to prove it.
  • A company tenant has the same right where the employee living in the house must leave Singapore.
  • A development break clause lets SLA terminate "by giving the Tenant not less than three (3) months' notice in writing" where development works "require the whole of the Premises to be surrendered".

Whichever applies, "no compensation shall be given to the Tenant upon earlier termination or expiry ... notwithstanding any improvements made to the Premises by the Tenant".

What are you responsible for as an SLA tenant?

Key Takeaway

Most of the upkeep. SLA lets the house as it is and keeps the roof, structure and exterior in repair; the tenant keeps the rest in repair (even putting it right at the start), maintains the garden and trees, pays for pest control, and needs written approval for any renovation, subletting or pet. Improvements you make are not compensated.

SLA's sample tenancy agreement for landed homes splits the repairs, and the tenant's share is larger:

  • As is. "The Premises are let to the Tenant on an "as is where is" basis".
  • SLA's part. "The Landlord shall keep in a good state of repair and condition, and properly maintained, the roof, structure and exterior of any building forming part of the Premises."
  • Your part, from day one. You keep the interior "in a good state of repair and condition", and "the Tenant's obligation to keep in good repair and condition shall include putting in good repair and condition at the start of the Term if there is an existing lack of repair or condition."
  • Garden and trees. Keep "all planted or grassed areas properly maintained including the regular pruning", but do not cut a tree down without written approval.
  • Pests. Keep the house "free from termite infestation, vermin and other pests", with "a competent pest control contractor".
  • No works without approval. No structural changes, "partitioning, addition or alteration works" or "renovation works" without written approval, and no compensation for improvements when the tenancy ends.
  • No subletting. You may not "sublet, license or part with or share possession of" any part of the house.
  • No pets without consent. "The Tenant shall not keep any animal, bird or reptile at the Premises without the Landlord's prior written consent."
  • Leave on time. Overstay and the landlord "may, at its option, recover double the amount of Rent".

Read the sample agreement before you view: the rent is only part of what you sign up to maintain.

What are SLA's black-and-white bungalows, and how are they let?

Key Takeaway

They are colonial-era houses built in the early 1900s that SLA rents out as homes; the Ministry of Law counts around 600 of them. They are let like other residential State properties, by direct letting or open bidding against a guide rent, and some that need heavy investment can get longer 5+4-year terms.

Black-and-white bungalows are the best-known State homes: timber-framed colonial houses on large, green plots. The Ministry of Law said in August 2023 that SLA manages "around 600 heritage Black and White bungalows", and that they are let like every residential State property, by open bidding or direct letting (see "How do you rent a house from SLA?").

What sets them apart:

  • Size and price. The 2022 figures above (median land about 38,000 sq ft, median rent about $13,000 a month, as of 21 July 2022) are for these bungalows; the ministry added that "Larger B&W bungalows tend to have lower per sqft rental rates than smaller B&W bungalows."
  • Conservation. "Some Black and Whites are also gazetted as conservation properties under the Planning Act", and works must be done "in a manner which preserves the architectural style and features" of the bungalows (MinLaw, 2023).
  • Longer terms for heavy investment. Because tenants often have to spend on the house, the Ministry of Law said in 2023 that SLA "has been prepared to grant tenancies of 5+4 years ... instead of the 3+3+3 years".
  • New uses. In February 2026 SLA launched a tender for "a cluster of 19 residential heritage bungalows at Adam Park on a 30-year leasehold tenure", to be run as serviced apartments; it was due to close on 4 August 2026, and SLA's press releases showed no award when we checked on 26 Sep 2026.

Open-bidding results are published on SPIO for six months, then removed, because "after 6 months, valuations would be outdated" (MinLaw, 2023).

How do SLA's commercial and co-living tenders work?

Key Takeaway

Former schools, camps and other large buildings mostly go to open tender: you submit a sealed bid, a concept and a deposit of one month's rent, and SLA picks the winner on the criteria in the tender documents. SLA's list of past awards holds 270 tenders from 2016 to June 2026, 84.1% of them awarded.

For the larger buildings, SLA runs an open tender. From SLA's tender page:

  1. Download the tender documents from SPIO and note the briefing, site visit and closing dates.
  2. Prepare a tender deposit "equivalent to one (1) month's rent (excluding GST)", the Form of Tender, a tender brief with your concept, your ACRA print-out and past audited accounts.
  3. Drop it in the tender box at Revenue House before the closing time.
  4. You "may be required to attend a tender interview"; the winner is chosen on "the evaluation criteria stated in the Tender Documents" and told by letter of acceptance.
  5. Pay a security deposit of at least three months' rent (up to six), take out insurance, and stamp the tenancy.

SLA publishes a list of past awards "for reference only". It runs from S/n 1 to 281, skipping S/n 92 to 102, and holds 270 tenders:

Of the 270 tenders, 227 were awarded (84.1%), 12 drew no bids and 31 closed with no award.

The quiet shift is towards living space. 27 tenders listed co-living, serviced apartments or residential use among the permitted uses, the first in 2017; 23 of them were awarded. The first shophouse let for co-living, 79 to 95 Hindoo Road, drew 16 proposals in 2023, judged "based on Price (50%) and Quality (50%)". In an SLA tender, the highest rent is not always enough; the concept is scored too.

Is SLA under the Ministry of Law, and what does SLA stand for?

What is the biggest mistake people make when renting a State property?

Treating SPIO like a listings portal and waiting for a price to haggle down from. No listing shows a rent: you make an offer, and it succeeds only if it meets a guide rent set by valuers, so ask the managing firm what rent it is looking for and price in the repairs you will carry.

On a private listing, the asking rent is the opening position and the deal happens below it. SPIO shows no rent to work down from. Your "Rental Offered (Per Month)" is the number that counts, and it succeeds only if it meets a guide rent set by valuers.

Three habits follow from that:

  • Ask before you offer. The forms refer to an "asking rent", so ask the managing firm at the viewing.
  • Price the house after the work. You carry most of the repairs, the garden and the pest control, and get nothing back for improvements. Offer what the house is worth to you once it is liveable.
  • Have the money ready. Accepted applicants must sign and pay rent, deposit and stamp duty within a set time, or lose their application deposit.

On SPIO the price isn't in the listing; it's in the valuation.
